SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
May 9, 2011
Mayor Herfert called to order the special meeting of the West Covina City Council at 6:00 p.m. in the
City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

OPEN SESSION
1) Finance Department
Tax Revenue Anticipation Notes California Communities Tax Revenue Anticipation Notes
Finance Director Thomas Bachman presented, a brief report
explaining the need to enter into the same Cash Flow Financing
Program that the City used last year — short-term tax revenue
anticipation notes - the least costly and most efficient way in which
to provide cash flow to finance ongoing operations such as payroll
as well as utility and other expenditures.
Mayor Pro Tem Touhey commented that he would like the City to
form its own pool. of reserves with neighboring cities for next year.
Motion Motion by Touhey and seconded by Armbrust to approve the
TRANS bond issue and adopt,the following resolution:
Resolution No. 2011-26 RESOLUTION NO. 2011-26 — A RESOLUTION
AUTHORIZING AND APPROVING THE BORROWING OF
FUNDS FOR FISCAL YEAR 2011-2012; THE ISSUANCE AND
SALE OF A 2011-2012 TAX AND REVENUE ANTICIPATION
NOTE THEREFOR AND PARTICIPATION IN THE
CALIFORNIA COMMUNITIES CASH FLOW FINANCING
PROGRAM
Action on Motion Motion carried by 4 — 0.
Recess Motion by Touhey and seconded by Herfert to recess the meeting
at 6:04 p.m. to relocate to the City Manager's Conference Room to
conduct the following closed session discussion.
CLOSED SESSION Mayor Herfert reconvened the City Council meeting at 6:09 p.m.
in the City Manager's Conference Room with all members present
with the exception of Councilmember Sanderson to discuss the
following matters:
