Mayor/Chairman Herfert called to order the regular joint meeting of the West Covina City Council and
Community Development Commission at 7:00 p.m. in the City Hall Council Chambers, 1444 W.
Garvey Avenue, West Covina.

CHANGES TO THE AGENDA City Manager Pasmant announced that Item #10 Public Hearing —
Code Amendment No. 10-02 General Exemption Auto Repair
and Businesses in Residential Zones - would be continued to the
next meeting due to additional information requested that was just
now provided to council.
PRESENTATIONS Mayor Herfert called forward Community Services Director Michele
McNeill to present certificates. of recognition to following Volunteers
of the Year:

Mayor Herfert called forward Police Chief Wills to introduce
Commander Marc Taylor and present him with a Resolution of
Commendation and City Tile on his retirement from the City after 26
years of service.
ORAL COMMUNICATIONS
Fredrick Sykes Fredrick Sykes, West Covina resident, addressed cell towers in the
City and suggested a moratorium of towers in the City; supported the
concept of City initials on a hillside but opposed any tax dollars
being spent; addressed auto repair and businesses in residential areas.
Lloyd Johnson Lloyd Johnson, West Covina resident, spoke in support of placing
City initials on a hillside . utilizing volunteers; thanked Karin
Armbrust for bringing forward the concept of a dog park.
Lawrence Velo Lawrence Velo, West Covina resident, addressed live internet
broadcast and issues surrounding the sound of current audio
streaming.
Iso Nakasato Iso Nakasato, Field Representative to Assemblyman Roger
Hernandez, announced the Assemblyman's office is offering his
assistance to the residents of West Covina.
Dana Sykes Dana Sykes, West Covina resident, expressed concerns with the
proposed dog park and related issues such as barking dogs and fleas,
and addressed trash in the streets of West Covina.
Alfred Williams Alfred Williams, West: Covina resident, thanked Deputy City
Manager' Chris Freeland and Assistant City Clerk Sue Rush for
responding to a previous inquiry; addressed the exchange of Park
Dedication Funds between Parks and inquired when funds will be
returned to the district which loaned the funds; supported the airing
of City Council meetings on cable.
Bruce Leinbach Bruce Leinbach, West Covina resident, 'addressed the West Covina
High School CIP Championship game and the availability of the
DVD; thanked the Council for airing the game; addressed lack of
video of council meetings; -addressed audio acoustics . in the
Chamber.

1. Accept `the bid of J: Kim Electric, Inc., in the amount of
$226,865 as submitted at the bid opening on December 22,
2010, and authorize the Public Works Director/City Engineer
and City Clerk. to execute the contract to replace or rebuild
inefficient lighting fixtures and lamps at City facilities with
new high -efficiency units.
2. Appropriate $253,000 of Department of Energy AARA funds
to Account No. 226.83.8036.7900:

Award of Bid for the Purchase of Two Propane Trucks with Air
Quality Management District (AQMD) Funds
Recommendation is that the City Council authorize the purchase of
one propane -fueled Ford F250'. pickup truck and one propane -
fueled Ford F350 truck with a utility bed from Tuttle Click Ford of
Irvine for a total cost of $86,606.99, including sales tax, options,
and warranties.

CONSENT CALENDAR ACTION Motion by Sanderson and seconded by Lane to approve all items
on the Consent Calendar as listed.

HEARINGS Mayor Herfert moved Item #11 - Public; Hearing
Maverick/Ridgeriders Park Master Plan - forward to
accommodate the numerous speakers. .
Councilmember Sanderson recused herself from participation in the discussion of Item #11 and left the,
room having declared a conflict of interest due to the proximity of her residence within 500 feet of the
property.

Applicant: City of West Covina
11) Location: 300 S. Citrus Street
Maverick/Ridgeriders Park Mayor Herfert announced the hearing matter and Assistant City
Clerk Rush verified ' that proper legal notice had been given.
Mayor Herfert then proceeded to open the hearing and Acting
Planning Director Jeff Anderson began his report stating the
purpose of the hearing was to establish°the Park Master Plan for
Maverick/Ridgeriders Park, which has never had an adopted park
master plan.
He briefly explained the history of the park showing that
the City's General Plan identifies the park as a "Special Facility"
Park; that the park was purchased by the City in January 2001; the
City conducted a community workshop in May 2007 and identified
some of the goals developed for the park; that based on those
goals, a list of improvements was formulated to implement the
vision crafted for the park.
On January 25, 2011; the Planning Commission 'and the
Community Services Commission held a joint meeting to receive
public input. - After deliberations at the Joint meeting, both
commissions recommended approval of the Park Master Plan to
the City Council. "
Mr. Anderson also covered the manner ' in which- the City
expends funding for the parks and informed the public that funding
for any improvements would be considered as the funding
becomes available. Anderson then offered to answer any
questions.
Mayor Herfert asked Mr. Anderson to explain the purpose
of a master plan and Anderson explained that the master plan
provides a guide for future improvements and development. He
also briefly explained :that some parks have had master plans in
place for over 15 to 20 years and are still in the process of being
developed. He said the process could take years.
Open Testimony Mayor Herfert proceeded to open the public comment portion of
the hearing and called for comments including any correspondence
received.
Assistant City Clerk Rush reported that a letter from Jan
Rainy was received in support of the master plan.

In Favor Robert Walker, West Covina resident, spoke in support of the
master plan and suggested. that other parks also be considered for
improvement when funding is available.
Jim Schneider, West Covina resident, supports the master plan for
Maverick/Ridgeriders Park and looks forward to seeing
improvements as were made at Cortez Park.
Marissa Patton, 15 year old West Covina resident, expressed her
support and related the benefits she found throughout the years in
horse riding lessons at Ridgeriders Park.
Steve Brown, West Covina resident, supports the plan and attested
to the community's use of both the baseball and equestrian fields.
Erika Aguirre, West Covina resident, spoke in support of the
master plan stating it is a good source of recreation and skill
development for children.
Brandon Hayward, West Covina resident, spoke in support of the
master plan for Maverick/Ridgeriders park and related the positive
aspects of the park in the community.
'Kevin Smith, West Covina resident, spoke in support of the master
plan and the positive impact to the community and children.
Michael Viera, West Covina resident, spoke in support of the
master plan acknowledging I its positive impact on the City's
reputation. -
Larry France, West Covina resident, spoke in support of the master
plan for the park and spoke of the positive effect on his family's
life.
Melanie Hayward,' West Covina resident, spoke in support of the
master plan.
Cameron Saylor, West Covina resident, spoke in support of the
master plan and' was ' a participant in the original board with the
City to redevelop 'Maverick Park and spoke of the community's
enjoyment of the Park.
Neutral Dana Sykes, West Covina resident, addressed a problem with
parking during a softball tournaments and suggested that
participants and families park in the gravel area to minimize the
problem.
Close testimony There being no one else wishing to address Council, Mayor Herfert
closed the public testimony portion.of the meeting.
Council discussion Mayor Pro Tern Touhey spoke in support of the master plan and
addressed the benefits to children and their families and the
development of parks with the assistance of parents and
participants. He also addressed the development of a work plan to
assist with the procurement of grants.
Councilmember Lane spoke .in support of the master plan and the
need for the plan to make the improvements for the future
preservation of this park and all the parks in the City.
Councilmember Armbrust also supports the master plan and spoke
on the community's efforts to help preserve the parks.

Mayor Herfert also spoke in support of the master plan and spoke
of his pride in preserving the parks for the participants.
Assistant City Clerk Rush presented:

Motion Motion by Touhey and seconded by Lane to adopt the resolution.
Motion carried by 4 — 0 with Councilmember Sanderson not
participating in the vote:

Public Hearing
Palmview Park Master Plan Amendment No. 3
Categorical Exemption
Applicant: City of West Covina
8) Location: Palmview Park, 1340 E. Puente Avenue
Palmview Park Master Plan Mayor Herfert announced the hearing matter and Assistant City
Clerk Rush verified that proper legal notice had been given.
Mayor Herfert then proceeded to open the hearing and Acting
Planning Director Jeff Anderson presented the staff report briefly
outlining the request by Steve Bennett, president of Pacific Coast
Little League to extend the evening use of baseball field lighting
from 9:00 p.m. to 10:00 p.m. due to his concern about safety if the
lights turn off before a baseball game is finished. In addition, Mr.
Bennett said the league participants and number of games have
increased and the'league needs to be able to accommodate this
increase.
Anderson also reported on the actions of the Joint meeting
of the Planning ` Commission and Community Services
Commission to approve the Palmview Park master plan
Amendment No. 3 with a condition to review the extended use of
the field lighting at the conclusion of the 2011 season. Anderson
then offered to answer any questions.
Open Testimony Mayor Herfert proceeded to open the public comment portion of
the hearing and called for comments.
In Favor Brent Reinecker, West Covina resident, addressed the growth of
the league and the need to accommodate that growth.
Jim Lenoue, West Covina resident, requested council's support and
addressed the need to approve the plan in order to avoid the lights
turning off during games creating hazards during play.
Steve Bennett, West Covina resident and president of Pacific Coast
Little League, requested approval of the extension of lights to
10:00 p.m. Due to the growth. of the league; the extension is
necessary to complete the additional games. Mr: Bennett further
stated that lights would not necessarily' stay on until 10:00 p.m. but
long 'enough to ensure safe completion of the games.
Opposed Joyce Huskey, West Covina resident, opposed the . extension of
lights to 10:00 p.m. and expressed concern that the request may
become permanent; that PCLU conducts Winter Ball and hosts
tournaments and feels the extension will be beyond the requested 3
month period. She stated concerns over the additional noise,
lights, and traffic that will disturb the neighbors.

Rebuttal Steve Bennett stated they are not looking to extend the time for an
hour every night, but long. enough to complete Ahe game stating
that lights can cease at, 9:15, p.m. or 9:30 p.m., not always 10:00
Mr. Bennett responded to, questions regarding Winter Ball
and additional Tournaments stating they would have to make a
separate request to use the field for those events, which this request
does not include; and also addressed traffic problems.
Close Testimony There being. no one else wishing to address Council, the Mayor
closed the public testimony portion of the hearing.
Council discussion It was the consensus of the Council.to support the extension of the
lighting. Mayor Pro Tem Touhey did not support the extension on
a trial basis, stating that most sport field lighting in the city is
available until 10:00 p.m.

Child Care Fees Mayor Herfert announced the hearing matter and Assistant City
Clerk Rush verified -that proper legal notice had been ' given.
Mayor Herfert then proceeded to open the hearing and Community
Services Director Michelle McNeill gave the report outlining the
purpose of the hearing was to 'establish new fees for the operation
of a new licensed pre-school at Palmview Center and to consider
lowering basketball drop -in -rates at Cameron Park Community
Center to remain competitive with local cities due to the decline in
participation. Ms. McNeill offered to answer any questions.
Open Testimony Mayor Herfert proceeded to open the public comment portion of
the hearing and called for comments.

closed the public testimony portion of the hearing.

City Initial on a Hillside Mayor Herfert stated that the item entails a volunteer committee
responsible for finding a location and raising necessary funding for
the project.

the construction of a "WC" on a hillside in West Covina and the
formation of 'a volunteer committee responsible for finding a
location and raising necessary funding for the project.

84 Fundina for a Dos Park in West Covina
Councilmember Armbrust explained that constituents. had
approached her to request a, dog park and she is seeking Council's
approval to seek Proposition 84 funding for the dog park.
Motion by Armbrust and seconded by Sanderson to seek
Proposition 84 funding for the dog park. Motion carried by 5 — 0.
Mayor Herfert moved to adjourn the meeting at 8:58 p.m. in
