WEST COVINA COMMUNITY DEVELOPMENT COMMISSION
February 01, 2011
Mayor/Chairman Herfert called to order the regular joint meeting of the West Covina City Council and
Community Development Commission at 7:07 p.m. in the City Hall Council Chambers, 1444 W.
Garvey Avenue, West Covina.

Deputy City Attorney Matthew Gorman reported the following:
Pertaining to the, closed session held on January 26, 2011,
Gorman reported that the City Council met as listed on the special
meeting agenda and all members were present except
Councilmember '`Sanderson. Councilmembers convened into
closed session to' discuss the following: Conference with Labor
Negotiators — Employee Organizations: W.C. Police Officers'
Association, W.C. Police Management Association, W.C.
Firefighters Association, LA.EE, Local 3226, W.C. Firefighters
Management Association, Confidential Employees, Maintenance &
Craft Employees, Non -Sworn Safety Support Employees, General
Employees, Mid -Management Employees; Miscellaneous
Unrepresented Management Employees: Assistant City Clerk,
Assistant City Manager, Community Development Dir.,
Community Services Dir., Deputy City Manager, Finance
Director, Fire Chief, Dir. Human Resources, Planning Director,
Police Chief, Public Works Dir/City Engineer, Dir. Risk
Management., Following discussion there was nothing further to
report and no final action taken.
Prior to, convening into closed session this evening, all
items on the City Council/CDC agenda were announced for
inclusion in the closed session discussion. Mayor/Chair Herfert,
Mayor Pro Tem/Vice Chair Touhey, Councilmembers/
Commissioners Armbrust, Lane, and Sanderson (arrived 6:35 p.m.)
were present.

present. A presentation was provided by staff with no action taken
and nothing further to report.
Conference with Real Property Negotiators Property:
1420 South Willow Avenue — All Commissioners were present
except Commissioner Sanderson: A presentation was provided by
staff with no action taken and nothing further to report.
Conference with Legal '.Counsel — Anticipated Litigation -
One Case All Councilmembers were present except
Councilmember Sanderson. A report was provided by staff and
direction was given to staff with no action taken and nothing
further to report.
CHANGES TO THE AGENDA None.
PRESENTATIONS Mayor Herfert, assisted by Police Chief Frank Wills, recognized the
following retirees from the West Covina Police Department:
• Police Officer Scott Fahey is retiring with 29 years of services.
• SHOP Volunteer Willie Vogel is retiring with over 17 years of
volunteer service and over 9,500 hours of volunteerism.
Mayor Herfert, assisted by Fire Chief Paul Segalla, recognized the
following retirees from the West Covina Fire Department:
• Fire Engineer Larry Thomas is retiring with 33 years of service.
• Fire Engineer Denis Mitchell is retiring with 30 years of service.
The following retirees, were unable to attend but were also
recognized:
• Fire Captain Gary Slicker is retiring,with 28 years of service
• Fire Captain Ken Gambill is retiring. with 30 years of service.
ORAL COMMUNICATIONS
Fred Sykes Fred Sykes, West Covina resident, addressed the cell tower in
Shadow Oak. Park and the need for the tower to be refurbished;
addressed a moratorium on cell. towers and postponing adoption of
the Code Amendment on tonight's agenda; stated that now is not the
time, due to economy, to consider the request by the Mayor for a
report on the placement of the City's initials on a hillside.
Mayor Herfert stated the request for the hillside initials will be
through volunteers and donations and not using any city funds.
Herb Redholtz Herb Redholtz, West Covina resident, spoke on his participation in
the Los Angeles County Homeless Count and thanked staff for
organizing it; supported the placement of the City's initials on a
hillside.
Royall Brown Royall Brown, West. Covina resident, addressed Governor Brown's
speech regarding redevelopmentagencies and development projects
in the City and suggested the City offer the Lakes area to the State
for development as a convention center.
Mayor Pro Tern Touhey addressed the speaker's comment stating the
Lakes property is not City property.
Glenn Kennedy Glenn Kennedy,. West .Covinaresident, spoke in. support of the
proposed hillside initials.
John Shewmaker John Shewmaker, "West 'Covina :.resident, on behalf of Vine
Elementary, invited ''the City Council and staff to participate in
Literacy Day March 3.

Irene Fleck Irene Fleck, West Covina resident, spoke on.upcoming events at the
West Covina Library.
Alfred Williams Alfred Williams, West, Covina resident, addressed the return of
Council meetings to Cable TV/Internet. and the accessibility of the
audio streaming on the website; requested staff to provide specific
information regarding the audio system.
George Ogden George Ogden, West ,Covina resident, addressed misinformation
circulating regarding city spending and allegations that the council is
being investigated by the District. Attorney; and spoke in support of
hillside initials.
Mayor Pro Tern Touhey addressed speakers' comments and spoke in
support of community volunteers.
Councilmember Sanderson addressed a previous effort to receive
donations for cable TV coverage of Council meetings that did not
materialize.
CONSENT CALENDAR Mayor Pro Tem Touhey announced he would abstain from Item #4
due to a conflict of interest - his family has a cell tower on their
property.

CONSENT CALENDAR ACTION Motion by Touhey and seconded by Sanderson to approve all items
on the Consent Calendar as listed except with the record reflecting
that Touhey abstained on Item #4 due to a conflict of interest over
a cell tower on his family's property.
Motion carried 5 - 0 by the following vote:

CITY COUNCIL/COMMUNITY DEVELOPMENT COMMISSION REQUESTS FOR
REPORTS, STUDIES OR INVESTIGATIONS
Mayor Steve Herfert
Request from Mayor Steve Herfert Requesting the City
Council's Consensus to Instruct City Staff to Prepare a Report
11) on the Placement of the City's Initials on a West Covina

Mayor Herfert stated he would like to have the project
accomplished through volunteers and donations and not use any
city funding.
Motion Motion by Herfert and seconded by Sanderson to bring back a
report on this matter. Motion carried by 5 — 0.
CITY COUNCIL/COMMUNITY DEVELOPMENT COMMISSION COMMENTS
Mayor Herfert commented on the City's participation in the Los
Angeles County Homeless Count and thanked staff for organizing
the City's participation.
Councilmember Armbrust commented on the community effort
with the homeless count.
ADJOURNMENT Motion by Touhey and seconded by Sanderson to adjourn the
meeting at 8:01 p.m.
