SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
August 4, 2010
Mayor Sanderson called to order the special meeting of the West Covina City Council at 7:05 p.m. in the
City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

City's last and, final offer citing inequity of benefits with all city
association groups.

Measure R Funds for Bus Wraps Request to Appropriate Measure R Local Return Funds to Place
Bus Wraps, Promoting the Use of Public Transit for Local
Shopping, on Two Buses Within the Go West Transit Fleet
Recommendation is that the City Council appropriate $16,200 in
Measure R Local Return Funds to account #224.51.5142.6170 to
design and install bus wraps (promoting the use of public transit

for..local shopping) on two vehicles in the Go West transit fleet.
Once appropriated, the City Manager will execute a contract with
Ambient Solutions to perform the service.
CONSENT CALENDAR ACTION

the Consent Calendar as recommended. Motion carried 3 — 0.

Mayor Sanderson introduced the subject matter and stated that a
staff report will be presented and following the report,
representatives ; from both bargaining units which are at impasse
may present additional information for the Council to consider.

Maintenance & Crafts Employees Association
Assistant City Manager Thomas Bachman presented the staff
report. The report provided a background of the recent formal
meet and confer process with all five non -sworn miscellaneous
employee groups and also stated that public safety groups are
currently under contract until 2012. Report addressed the City's
situation due to the economic downturn and stated that during the
meet and confer process, the employee bargaining units have
shown a willingness to help the City. However, the City was not
able to come to agreement with' the Maintenance and Crafts
Employee Association or the Non -Sworn Safety Support Unit.
Letters, of impasse were received by both units requesting the
matter be referred to mediation. Mr. Bachman stated
representatives from each unit will be allowed to address the City
Council to present any additional information they would like the
City Council to consider.
Non -Sworn Safety Presentation: Beth Zendejas, representing the Non -Sworn Public Safety Unit,
stated that the unit is aware of the city financial situation and is
willing to work with the city, however, the items of which impasse
has been declared are not specifically financial items but the
proposed layoff policy.
Mr. Bachman responded to items of the impasse declaration, two
of which are related to the layoff policy. Mr. Bachman addressed
the current layoff policy and the proposed changes and the city's
position on the additional two impasse items related to a proposed
two-tier retirement for new hires and proposed furlough hours.
Maintenance & Crafts Presentation: John Adams, representing the Maintenance and Crafts Employee
Association, addressed the unit's position on the impasse items
which are salary reductions/furlough hours, ability to cash out
vacation time, City's disciplinary appeal process, holiday leave for
fixed holidays, and unfairness of certain groups having a defined
retiree medical contribution plan while their group has a defined
contribution plan.
Mr. Bachman addressed the City's position on each impasse item.
Mr. B'achman;stated the Council's options as follows:
• Make a decision or adjourn to Closed Session to deliberate
• Impose the City's last offer

• Approve the Associations offers
• Refer the matter to the City Manager for mediation
• Grant the City's bargaining team authority and send them back
to the bargaining table
• Do nothing and the agreements will remain status quo
Motion Motion by Touhey and seconded by Herfert to meet in closed
session4t 7:42 p.m. Motion carried by 3 — 0.
Councilmember Herfert stated that the Council understands the
employees' concerns and the Council wanted to do all that was
possible to avoid layoffs.
Deputy City Attorney Gorman announced for the record that the
City Council is; temporarily tabling Items C-1 and C-2 as listed on
the Agenda and will recess into closed session to discuss the
following:

Prior to convening into closed session all items on the City
Council agenda were announced for inclusion in the closed session
discussion.

Crafts 'Employees, Non -Sworn Safety Support Employees, —
All Councilmembers'were present except Councilmembers
Hernandez and Lane. Councilmembers received a briefing by the
City's Negotiator with no final action and nothing further to report.

COUNCILMEMBER COMMENTS
Councilmember Touhey commented on recent issues surrounding
the City of Bell and CaIPERS; acknowledgement of Bell
Management salaries; recent budget issues and budget cuts made
while preserving employee jobs.
