Auto Plaza B siness Improvement District Councilmemb r Touhey inquired whether an Auto Plaza Business Improvement District board member who has not participated in financially su porting the district may vote on expenditures. Deput City Attorney Gorman replied that resolving that question was of necessary to approve tonight's item which calls for setting a publi hearing and that he would provide an answer prior to the hearing. PUBLIC HEARINGS E-1 Public Heari g Citywide Lighting District West Covina itvwide Lighting and Maintenance District Mayor Pro em Herfert announced the hearing matter and Assistant Cit Clerk Rush. verified that proper legal notice had been given. ayor Pro Tern Herfert proceeded to open the hearing and Public Works Director Yauchzee reported that the Maintenance District funds the operation and maintenance of street trees and stre t lighting. The District was approved in 1997 by the voters and i cludes a CPI increase not to exceed 2%.
