REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
April 6, 2010
Mayor Sanderson called to order the regular meeting of the West Covina City Council at 7:25 p.m. in
the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

City Attorney Alvarez-Glasman reported the following:
All members were present except Mayor Pro Tern Herfert.
Prior to convening into closed session with all items on the City
Council and Community Development Commission agendas were
announced for inclusion in the closed session discussion.

cross complaints and cases — This matter was not discussed.

not present during the discussion of this item. Council was briefed
with no final action and nothing further to report.

One Case. — Councilmember Hernandez was not present during
the discussion of this item; Council received briefing from special
counsel with no final action and nothing further to report.

CHANGES TO THE AGENDA Mayor Sanderson announced the following items would be held
over to the following meeting due to Mayor Pro Tem Herfert's
absence:
Item H-1. - Appointment of City Commissioners due to
Mayor Pro Tem Herfert's absence;
Item H-2 - Mayor Pro Tem Steve Herfert's Report on
Elimination of Senior Citizens Discount Offered by Charter
Communications;
Item I-1 - Request from Mayor Pro Tem Herfert Seeking
the City Council's Consensus to Instruct City Staff to Prepare a
Report to Increase the Size of the Senior Citizens Commission;
Councilmember Touhey requested to hold over this item to review
new information received earlier today on the subject.
Item I-2 - Request from Councilmember Michael Touhey
Seeking the City Council's Consensus to Instruct the City Attorney
to Look into Legal Actions Against the Public Employee
Retirement System (PERS) for Mismanagement of Public Funds
PRESENTATIONS Mayor Sanderson called forward Melanie Lidle of the Cory Lidle
Foundation who presented the City with a $5,000 check from the
Foundation for the Big League Dreams Walk of Fame.
Mayor Sanderson presented Beverly Bolthus of West Covina
Beautiful, a Proclamation designating April 24, 2010 as Arbor Day
in West Covina.
Mayor Sanderson presented Shannon Yauchzee, . Public Works
Director with a Proclamation designating Saturday, April 24 as
Earth Day and announced that the City's Earth Day event will be
held at Galster Park on April 24, 2010, from 9:00 a.m. to 1:00 p.m.
Mayor Sanderson also presented Shannon Yauchzee, Public Works
Director with a Proclamation designating April 17 — May 15 as
Clean -Up Saturdays.
Public Works Director Yauchzee introduced representatives from
the Upper San Gabriel 'Valley Water District who presented a
PowerPoint presentation, which updated the community on the
status of reclaimed water projects in the community.
ORAL COMMUNICATIONS
Lloyd Johnson Lloyd Johnson, West Covina resident, thanked Rose Hills for
having a Roving Vietnam Veterans Wall and opening and closing
ceremonies; George Ogden and the VFW Post 8620 for the
Welcome Home Vietnam Veterans dinner; City of Whittier for the
Official Welcome Home Vietnam Veterans Car Show; announced
that the Governor signed a bill designating March 30 official
Welcome Home Vietnam Veterans Day in California, which at this
time, is the only state in the nation that has it; and Congresswoman
Linda Sanchez and Chairman and Founder of the Welcome Home
Vietnam Veterans organization, Jose Ramos.
Shirley Buchanan Shirley Buchanan, West Covina resident, acknowledged proposed
audio streaming of council and planning commission meetings
brought forth by Councilmember Touhey, but requested Council
utilize funds to reestablish video streaming.
Wen Wen Zhang Wen Wen Zhang, West Covina Librarian, announced National
Library week April 11 - 17, 2010 and thanked Council and

community for their continued support of the Library; and
announced upcoming programs.
Joanne Wittier Joanne Wittier, West Covina resident, reiterated Ms. Buchanan's
comments regarding reestablishment of video streaming of Council
and planning commission meetings on cable; inquired as to
whether Shadow Oak Park would be included in the reclaimed
water . project; addressed costs of proposed additional
commissioners to senior citizens commission.
Bruce Leinbach Bruce Leinbach, West Covina resident, addressed the loss of Vine
Elementary School Principal Bruce Sheppard; audio streaming of
council meetings and lack of cable airing of council meetings.
Alfred Williams Alfred Williams, West Covina resident, commented on the
recycled water project; addressed the return of video streaming of
council meetings on the Internet and cable.

Clear Wireless Lease Agr Proposed Lease Agreement with Clear Wireless LLC
Recommendation is that the City Council authorize the City
Manager to execute the proposed Lease Agreement with Clear
Wireless LLC Communications to lease space on the City -owned
BKK Radio Antenna Tower and to locate wireless ground
equipment in the south end of the existing and vacant equipment
building.
D-5b Miscellaneous - Public Works Department
Household Hazardous Waste Event Los Angeles County Household Hazardous Waste and Electronic
Waste Round -Up in West Covina — May 15, 2010
Recommendation is that the City Council authorize staff to host the
Los Angeles County Household Hazardous and Electronic Waste
Round -Up at the City's Maintenance. Yard on May 15, 2010.
D-5c San Gabriel Valley Energy Wise Partnership
SCE Energy Wise Partnership Recommendation is that the City Council adopt the following
resolution:

D-5d Property Acquisition for Amar Road and Azusa Avenue
Amar and Azusa Intersection Intersection Improvements
Improvements (Project No: SP-07101 and Federal Project STPL-5259-014)
Recommendation is that the City Council authorize the Public
Works Director/City Engineer to execute the agreements with the
property owners for the acquisition of private property and
authorize payment for the property acquisitions. ,
CONSENT CALENDAR ACTION Motion by Lane and seconded by Hernandez to approve all items
on the Consent Calendar as recommended except items D-3, D-5d,
and D-5a. Motion carried by 4 — 0 with the following exceptions:

COMMUNITY DEVELOPMENT COMMISSION
Mayor. Sanderson recessed the City Council meeting at 8:15 p.m.
to convene the CDC. The City Council reconvened at 8:16 p.m.
with all members present except Herfert.
