Mayor Sanderson called to order the regular meeting of the West Covina City Council at 7:03 p.m. in
the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. `

Governor Schwarzeneggar's Fitness Challenge.

Herb Redholtz Herb Redholtz, West Covina resident, addressed the campaign
reporting of Concerned Citizens of West Covina committee who
campaigned in support of Measure D; addressed letter to the editor
of the Tribune in which his own comments were misrepresented.
Lloyd Johnson Lloyd Johnson, West Covina resident, addressed flyers taped to
light poles, which he considered graffiti and requested the makers
of the flyers be contacted.
Candis Dellaripa Candis Dellaripa, Covina resident, addressed alleged
discrimination issues from West Covina National Little League.
Diane Brereton Diane Brereton, Pomona resident, also addressed issues with West
Covina National Little League.
Jose Uribe Jose Uribe, Pomona resident, also addressed concerns with alleged
discrimination issues with West Covina Little League brought
forward by previous speakers.
Cassandra Nolasco Cassandro Nolasco expressed concerns with West Covina Little
League addressed by previous speakers.
Cesar Cervantes Cesar Cervantes, West Covina resident, addressed comments made
by Mr. Redholtz earlier and stated that the Council dais is not the
place to address campaign reporting issues.
Irene Fleck Irene Fleck, West Covina resident, announced upcoming Library
events and programs.
Wendy O'Campo Wendy O'Campo, West Covina resident, addressed youth access to
tobacco and spoke in support of the proposed Tobacco Retail -
License ordinance before the Council.
Jess Ramirez Jess Ramirez, West Covina resident, spoke in support of youth
soccer; addressed concerns with Edgewood becoming a high
school and the increased traffic and safety concerns.
Lydia Solis Lydia Solis, West Covina resident, spoke in support of Tobacco
Retail -License ordinance.
Royall Brown Royall Brown, addressed the closure of Lanterman Development
Center and suggested the City Council contact the Dept. of
Development Services to inquire into such a facility in West
Covina.
Isabella Zabala Isabella Zabala, West Covina resident, member of Alliance to
Keep Youth Tobacco Free, spoke in support of Tobacco Retail -
License Ordinance.
Kash Grimes Kash Grimes, Norco resident, spoke on behalf of Ridgeriders and
in support of the Ridgerider organization to continue their
relationship with the City and expressed their concern with the
City not allowing them to continue storing equipment at
Ridgeriders.
Cynthia Santana Cynthia Santana, West Covina resident, supported Tobacco Retail -
License ordinance.

Sharon Frasca-Williams Sharon Frasca-Williams, Upland resident, addressed concerns of
Ridgeriders being requested to remove their property from the
premises.
Mario Santana Mario Santana, West Covina resident, supported Tobacco Retail -
License ordinance.
Johnny Chua Johnny Chua, Walnut resident, supported Tobacco Retail -License
ordinance.
Guadulesa Rivera Guadulesa Rivera, representative Monterey Park Community
Coalition, supports SIPA on Tobacco Retail -License ordinance.
Sherry DeNunzio Sherry DeNunzio, Covina resident, spoke in support of Ridgeriders
being allowed additional ' time to remove stored equipment and
supplies.
Alisha Lopez Alisha Lopez, program director Valley Community Clinic, spoke
in support of a Tobacco Retail License ordinance.
Bill Hosn Bill Hosn, West Covina resident, addressed accident-prone area of
Sunset/Badillo; trash rates; donations to Council; taco trucks.
Zodin DelRosario Zodin DelRosario, West Covina resident, spoke in support of
Tobacco Retail License ordinance.
Marcia Cromie Marcia Cromie, president of Ridgeriders Equestrian Association,
spoke on Ridgeriders history and search for a new location.
Beverly Yanuaria Beverly Yanuaria, Los Angeles resident, spoke on efforts to reduce
youth access to tobacco and supports the Tobacco Retail -License
ordinance.
Robert Walker Robert Walker, West Covina resident, addressed safety issues at
intersection of Vanderhoof and Mesa Drive and supported stop
sign; spoke in support of the Tobacco Retail License Ordinance
and Ridgeriders.
John Shewmaker John Shewmaker urged the Alliance to keep Youth Tobacco Free
Group to attend the West Covina Unified School District board
meeting; supported all children be allowed to play ball; spoke in
support of Mr. Redholtz and comments made against him by
earlier speaker.
Alfred Williams Alfred Williams, West Covina resident, defended his comments at
a previous meeting.
Councilmember Herfert addressed comments by Mr. Williams.
Mayor Sanderson requested staffs input on the following issues
brought forward by residents:
• FPPC questions
• Flyers on light poles raised by Lloyd Johnson
• Issues with National Little League — Recreation Services
Manager Lyndel Morgan responded to comments stating the
matter is being addressed with the assistance of City staff.
o Councilmember Hernandez asked Council to review
outcome of the matter and address concerns further.
o Councilmember Touhey commented that City should
avoid interfering with Little League's boundaries.
o Mayor Pro Tern Herfert asked for clarification as he
understood the participants were redirected according to

their boundary. Morgan said that is what she
understood but did not want to speak for the League.
o Community Services Director Michelle McNeill
addressed comments made by Council citing City's anti
discrimination policy.
Traffic concerns at Edgewood School area
Ridgeriders — Community Services Director McNeill addressed
concerns brought forth by Ridgeriders.
o Councilmember Hernandez stated he was not aware of the
expenditures at Ridgeriders and requested details on the
expenditures.
o Councilmember Touhey stated he also was not aware

C-2 Tobacco Retail -Licensing Ordinance to Reduce Youth Access to
Tobacco Retail Licensing Tobacco
Councilmember Herndndez commended students and volunteers
and expressed his support for their project.
Motion Motion by Herndndez to direct staff to prepare a Tobacco Retail -
Licensing ordinance for introduction.
Councilmember Touhey expressed concern with a fee to
businesses for such licenses and stated he supported increased
enforcement of current provisions to prevent the sale of tobacco to
minors.
Mayor Pro Tern Herfert stated his support for the ordinance but not
a fee to the businesses for the license.
Motion seconded by Herfert.
Motion carried 4 — 1 (Touhey — No).
C-3 Traffic Committee Meeting Minutes of January 26, 2010 —
Traffic Committee (accept & file)
Mayor Sanderson 'announced the item and, due to a conflict of
interest arising from the proximity of the site to her residence, she
recused herself from the discussion and left the room at 9:33 p.m.
Mayor Pro Tem Herfert presided over the item that was
carried over from the Council meeting of February 16, 2010.

Michael Sandello, West Covina Resident
That the traffic condition on Vanderhoof Drive from Citrus Street
to Mesa Drive be reviewed.
Traffic Committee Recommendation:
That 25 miles per hour speed limit signs with radar enforced plates
be installed on eastbound Vanderhoof Drive west of Mesa Drive.
That Centerline on approaches to the intersection of Vanderhoof
Drive and Mesa Drive be painted and marked with raised reflective
pavement markers.
That side road sign (W2-2) be installed on Vanderhoof Drive east
of Mesa Drive.
Motion Motion by Herfert and second by Lane to approve Alternative to
staff recommendation, Install stop signs and pavement markings on
Vanderhoof Drive for each direction. Motion carried by 4 — 0.
Mayor Sanderson returned to the dais at 9:35 p.m.

Public Hearing
E-1 Amendments to the FY 2009-2010 Community Development
CDBG Amendments Block Grant (CDBG) Action Plan
Mayor Sanderson announced the hearing matter and Assistant City
Clerk Rush verified that proper legal notice had been given.
Mayor Sanderson then proceeded to open the public hearing and
Management Analyst Kelly McDonald presented the staff report
detailing the proposed amendments.
Public Testimony Mayor Sanderson proceeded to open the public testimony portion
of the hearing and asked for public comments.
Royall Brown, West Covina resident, supported roof repairs at the
Senior Center but voiced his objection to the YWCA providing
services previously provided by staff under the Senior Citizens
Assistance Program.
Close Testimony There being no one else wanting to address council, Mayor
Sanderson closed the public comment portion'of the hearing.
Motion Motion by Touhey and seconded by Hernandez to approve 'the
amendments to the FY 2009-2010 CDBG Action Plan as detailed
in the staff report and authorize appropriations necessary to
implement the amendments. Motion carried by 5 — 0.

Priorities for the Development of a Draft FY 2010-2015
E-2 Community Development Block Grant (CDBG) Consolidated Plan
Consolidated Plan Mayor Sanderson announced the hearing matter and Assistant City
Clerk Rush verified that proper legal notice had been given. Mayor
Sanderson then proceeded to open the public hearing and
Management Analyst Kelly McDonald presented the staff report
outlining the priorities for the basis of the FY 2010-2015
Consolidated Plan for the City's Community Development Block
Grant (CDBG) program over a five-year period.
Public Testimony Mayor Sanderson proceeded to open the public testimony portion
of the hearing and asked for public comments.
Mary Hollifield, West Covina resident, expressed needs of the
community and expressed council consider a dog park.
Royall Brown, West Covina resident, addressed the plans priority
levels and - stated infrastructure improvements and code
enforcement should not be a high level of priority and that due to
the State's closing of the Lanterman Development Centers,
providing assistance for the community's developmentally
disabled should be considered.'
Close Testimony With no other speakers wanting to address the council, Mayor
Sanderson proceeded to close the public comment portion of the
hearing.

Mayor Sanderson recessed the City Council meeting at 9:54 p.m.
to convene the Community Development Commission. The City
Council reconvened at 9:55 p.m. with all members present.

Conference and Meeting Report Mayor Pro Tem Herfert reported his attendance at a "New Partners
for Smart Growth" conference by the Local Government
Commission and submitted information to staff regarding
renewable energy and funding.

Request from Councilmember Michael Touhey Requesting the
City Council Consider Utilizing Granicus Software to Provide
I-1 Audio of City Council Meetings on the City's Website
Granicus Software Councilmember Touhey requested staff look into audio streaming
of Council meetings and requested Council's approval to bring
back a report to the next meeting.
Motion Motion by Touhey and seconded by Herfert to approve bringing
this matter to the next meeting. Motion carried by 5 — 0.
