REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
November 17, 2009
Mayor Hernandez called to order the regular meeting of the West Covina City Council at 7:03 p.m. in
the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

PRESENTATIONS Mayor Hernandez called forward Michelle McNeill, Community
Services Director, who introduced the staff of the West Covina
Senior Center, who was recently honored by the Los Angeles Area
Agency on Aging and Nutrition with the Distinguished Site
Award.

Mayor Hernandez introduced the following World War II Veterans
and presented them with a certificate for their service.

attend)
• Mike Palomo, served in the Pacific Theater
• Peter A. Munoz, served in the Pacific Theater
Mayor Hernandez presented Shannon Yauchzee, Public Works
Director with a proclamation announcing West Covina's effort to
encourage environmental stewardship to reduce the number of
plastic bags that are used in our community and end up as litter on
our City streets.
The Public Works Department is participating with the Los
Angeles County and Albertson's to offer a reusable bag to
residents.
Mayor Hernandez recognized Andy McIntyre, with McIntyre
Properties, who recently donated storefront space for the 2009
Haunted House event, free of charge at a value of over $16K to the
Community Services Department. Community Services Director
McNeill accepted a certificate of recognition on his behalf.
ORAL COMMUNICATIONS
Lloyd Johnson Lloyd Johnson, West Covina resident, congratulated the three
Councilmembers for their recent re-election and thanked the
City Council Minutes of November 17, 2009
residents for voting No on Measure D; addressed Veterans Day
events and thanked the surrounding cities for their recent events
and expressed his disappointment that West Covina did not hold a
celebration; expressed his support to restructure the commission
appointment process.
Cookie Nance Cookie Nance, West Covina resident, congratulated the three re-
elected councilmembers.
Michael Flowers Michael Flowers, congratulated Councilmembers Touhey, Lane
and Sanderson and invited the City Council to a toy drive on
December 17 at the North Gate Market.
Andrea Ontiveros Andrea Ontiveros, Ontario resident, spoke on behalf and in support
of Tacos Hernandez and requested Council's support to allow the
owner to return to her previous location.
Mario Ramirez Mario Ramirez, Covina resident, spoke in support of Tacos
Hernandez.
Olga Lepe Olga Lepe, West Covina resident and owner of Tacos Hernandez,
requested that her catering truck be allowed to return to its former
location citing her compliance with all regulations.
Forrest Wilkens Forrest Wilkens, West Covina resident, addressed the process
selection of the West Covina Fire Chief.
Mayor Hernandez addressed resident's concern with relocation of
the taco truck and requested staff work with mobile food vendor
owner.
Mayor Pro Tern Sanderson spoke on the Veterans Day events held
at West Covina High School.

HVAC Award of Bid (Project No. BP- 10307)
Recommendation is that the City Council:
1. Accept the bid of Anderson Air Conditioning in the amount of
$326,181 as submitted at the bid opening on October 8, 2009,
and authorize the Public Works Director/City Engineer and
City Clerk to execute the contract to replace inefficient heating,
ventilation and cooling (HVAC) equipment at City facilities
with new high -efficiency units.
2. Appropriate $364,168 of Department of Energy AARA funds
to Account No. 226.83.8037.7900.

D-4b Award of Bid for City Traffic Signals LED Conversion —
Traffic Signal LED Conversion "Recovery Act Funded"(Project No. BP- 10301)
Recommendation is that the City Council:
1. Accept the bid of Christopher R. Morales, Inc. in the amount
of $96,556 as submitted at the bid opening on October 13,
2009, and authorize the Public Works Director/City Engineer
and City Clerk to execute the contract to replace inefficient
Traffic Signal units (amber and pedestrian crossing units) with
new high -efficiency LED style units.
2. Appropriate $110,620 of Department of Energy AARA funds
to Account No. 226.83.8001.7900.
D-4c Award of Bid to Money Control to Provide Collection Services for
Collection Services Award the City of West Covina
Recommendation is that the City Council approve an award of bid
to the lowest responsible bidder, Money Control of Riverside,
California, to provide collection services for the City of West
Covina.

That no parking on street sweeping days be implemented on La
Puente Road from Sentous Avenue to Forecastle Avenue on the
second and fourth Fridays of each month from 7:00 a.m. to 3:30
p.m.
Traffic Committee Recommendation:
That no parking on street sweeping days be implemented on La

Review traffic control devices on Workman Avenue between
Orange Avenue and Nora Avenue.
Traffic Committee Recommendations:
That advisory speed limit signs (W13-1) with Radar enforced
plate be installed along with advisory curve signs (WI-2) on
the eastbound and westbound before approaching the curve at
Workman Avenue. Install non -reflective raised marks (Detail
4) along the centerline at the curves.
That radar trailer be utilized to snake drivers aware of their
vehicle speed along Workman Avenue and that the Police
Department increase speed enforcement as feasible.

D-7a Consideration of Letter of Support for a High -Speed Railway
Support for High -Speed Railway Along the San Bernardino Freeway
City Staff recommendation is that the City Council authorize _staff
to send a letter supporting the concept of High -Speed Rail along
the San Bernardino Freeway corridor and locating a station in the
City of West Covina.
CONSENT CALENDAR ACTION Motion by Lane and seconded by Sanderson to approve all items.

PUBLIC HEARINGS
Public Hearing
E-1 Amendment to the FY 2009-2010 Community Development Block
CDBG Action Plan Amendment Grant (CDBG) Action Plan
Mayor Herndndez announced the hearing matter and Assistant City
Clerk Rush verified that proper legal notice had been given.
Mayor Herndndez opened the hearing and Management Analyst
Kelly McDonald presented the staff report detailing the proposed
project and funding for a storm drain on Workman Avenue.
Public Testimonv Mayor Herndndez proceeded to open the public comment portion
of the hearing and asked for public comments.
Close Testimony With no one wishing to address council, Mayor Herndndez closed
the public testimony portion of the hearing.
Motion Motion by Lane and seconded by Sanderson to approve the
proposed amendment to the FY 2009-2010 CDBG Action Plan to
include an additional $50,000 in funding for the construction of a
storm drain on Workman Avenue. Motion carried by 4 — 0.
COMMUNITY DEVELOPMENT COMMISSION
Mayor Herndndez recessed the City Council meeting at 7:41 p.m.
to convene the Community Development Commission. The City
Council reconvened at 7:43 p.m. with all members present.
DEPARTMENTAL MATTERS
Public Works Department
G-1 RestrictingParking arking Citywide During Street Sweeping Hours
Restricted Parking During Street Public Works Director Shannon Yauchzee presented the staff
Sweeping report. Currently, streets are being swept once a week. However,
Public Works has received 114 requests from residents to prohibit
parking on street sweeping days due to parked vehicles preventing
the sweeper from removing trash and debris from the gutter.
Yauchzee then briefly outlined options that would restrict
street parking on street sweeping days. It was staff s
recommendation to implement Option 2, splitting each area that is
to be swept in one day, in half, sweeping one section in the
morning and one in the afternoon. This option was the most
economical and expeditious method.
Councilmembers inquired about providing proper
notification to residents to ensure residents are aware of the
program and suggestions were made for notification via the City's
website, Discover newsletter, Athens billing inserts, Citywide
postcards. Inquiries were made regarding implementation on
streets already restricting parking for street sweeping and
clarification of exemptions for permits.
Motion Motion by Touhey and seconded by Lane to approve Option No. 2,
each sweeping day area would be split in two with one half being
swept in the morning and the other half in the afternoon, with
proper signage installed, and to utilize postcard notification and
Athens inserts prior to implementation. Motion carried by 4 — 0.
COUNCILMEMBERS' REQUESTS FOR REPORTS, STUDIES OR INVESTIGATIONS

Request from Mayor Pro Tern Shelley Sanderson Requesting
the City Council to Instruct City Staff to Prepare a Report to
I-1 Restructure the Appointment Process of City Commissioners
Commissioner Appointment Process Mayor Pro Tern Sanderson announced her request to have staff
bring back a report to Council on reviewing the commissioner
appointment process.

ADJOURNMENT Motion by Hernandez and seconded by,Sanderson, to adjourn the
meeting at 7:58 p.m. in memory of resident, Jasmine Starr
Ilgenfritz, age 6, who died at home when a TV accidently fell on
her. Motion carried by 4 — 0.
