The adjourned regular meeting of the City Council was called to order by Mayor Ken Chappell at 4:10 P,M. in the West Covina City Hall Council Chambers. The Pledge of Allegiance was led by Mayor Chappell. R(1T.T. r nT.T. Present: Mayor Chappell; Councilmen Nichols, Young, Lloyd Absent: Councilman Shearer Others Present: George Aiassa, City Manager H. R. Fast,:P.ublic.Service Director Lela Preston, City Clerk George -Wakefield; City Attorney John Lippett, Ass°t. City.Engineer Doug Dawson, Administrative Analyst Terry Brandt, Administrative Analyst, Jr. Leonard Eliot, Controller CITY MANAGER UMARK WATER SYSTEM Mr. Aiassa.: We -have. had .negotiations ACQUISITION City Manager with Umark and met with their.. representative,, Mr. —Terry Patterson. Two proposals have been made and are being...studied. The land is owned by Union Tank and the.P.resident of that -Company is on vacation and will be back the middle of this -week. I .would....like to request of Council that this item be carried over to September 8th at 4:.30 P.M., and we have polled the Council and Councilman Lloyd will not be able to attend. This meeting should not last over -a .half. hour. Councilman Lloyd: I- am sorry that I cannot attend but I have a scheduled, -appointment -in .Washington. Mayor Chappell: Councilman Lloyd -do you feel you would like to have this meeting put off until you can attend? .Councilman Lloyd: Well, obviously, I..would..like-to.p.artici.pate in the consideration of .this matter, but if you have four members present and wish to go forward with the matter I would not want it..deferred. (Council agreed to the meeting at 4:30 P.M. on September 8, 19.70.) TRAFFIC COMMITTEE Mr. Aiassa: Council does have the SPECIAL MEETING City Manager Traffic Committee report RE TRAFFIC GUARD and._recommendation on this AT DURNESS & SUNSET matter. We have the AVENUES Assistant City Engineer present to answer any questions. Councilman Nichols: I.,.wou-ld like the:record to reflect) although I am a. School. Administrator, no children attending my school will. .cr.oss,.at.,tb+is inter- section in either direction. So it is not a matter that.wi.11 affect my school directly, but is one that I have knowledge of and this is an intersection where traffic is very heavy. In fact the Traffic Committee has already indicated it is scheduled for a signalization traffic control device. It is true that 7th and 8th grade .students .use this crossing but Sunset is the widest - if not the widest avenue - in the `City of West Covina .where large.numbers of students are expected to cross without any assistance or signalization. It is my opinion that the strict following of the warrants set for the use of a Crossing Guard, is not at all justified in this case. According to the staff - 1 - i ADJ. C.C. 9-2--70 CITY MANAGER (Item 2) Cont'd. Page Two l] • report all but one of the conditions of the warrants are met, and that is for the -.age of the pupils. It is my opinion that C.ounc.il should direct staff to place- a Crossing Guard at this --inter- section for the safety of these.children even though .they are beyond the age limit set in the warrants covering the placing -of a crossing guard° This is a..policy decision.by Council, the.placing or non - placing of crossing guards, and I would hope that the Council will direct that a Crossing Guard be placed there, at least until such time as better controls can be installed. Councilman Young: Mr. Aiassa, what is the cost for placing a Crossing Guard? Mr. Aiassa: This is not a cheap expense; we spend about City Manager $16,000 a year for Crossing Guards and if we do place one at Sunset and Durness we will have to transfer .someone -from .another area. Councilman Young : Has there- .been. a -review of the prese4� Crossing Guard,.locations in light of thinking of the school system changes? Mr. Aiassa: We are constantly trying' -to reduce.the...use City Manager of Crossing,Guards because it.is.expensive, but les.s.expensive.in.comparison to the cost of installing a signal light. As brought out in Council discussion tonight,this is a C.ouncil.decisione Councilman Young: Can .a.nyone .give .me some idea -of what the expense would be for one crossing.gu.ard at -this-l.ocati.on :during- the -school, year?. Councilman :Nichols : Mr. .Mayor-..,i,f I., may,: add -a bit,of .helpful- in- formation.. ..In. the typical elementary._school..... there are alternate dismissal, .times, .and crossing guards are used ranging from one and. -a half--hours..in the morning and again in the afternoon. In the intermediate ,school there is a single dismissal time and a:.orossing-. cluard..w.ou.ld .prob.ably be adequate with 30 minutes in the .morning, and ..30..minutes in the afternoon. If it is a $2 0 00-..an_ hour rate, we are talking about approximately $400.00 for the safety, -of the children duri.ng.the school term. Mr. Aiassa: I would, like. to -.make ,a -suggestion, if Council City Manager is of -the- op.i-nion .to...place a crossing guard at this inter -section, to -return this item to staff and they can make a study -based on the- use of..a crossing guard and give you,a report accurately stating: the costs. This can be given to you at..your meeting.._.of.September 8th,which will still allow ample time for the placingof a crossing guard prior to the start of school. Motion by Councilman.Yo.ung,..seconded by.C.ouncilman .Lloyd, and carried, that Council concurs in the remarks made by Council- man Nichols and the City M.anag.er. PUBLIC WORKS VINE AVENUE FROM HOLLENBECK Mr. Aiassa: This -is with .regard to STREET TO CITRUS STREET, Ci-ty.Manager an agreement with .the CITY OF WEST COVINA-/ County..and .this matter COUNTY AGREEMENT ha.s-been.before.Council previously. -. We -would like to have Council take action on this matter because .i.t-.is incurring a ,strong interest..-in-the,annexation known as the Villas. At one time during the past annex-ation ,atte.mpt.the.-opposition pointed out that Vine Street was atypical city maintained street, and we found out that a considerable portion of that street was not in the Citybut in the County. Since that time we have asked the County - 2 - I ADJ. C.C. 9-2-70 Page Three PUBLIC WORKS - (Vine Avenue) Cont'd. to participate with us in making the necessary improvements so this will not become an issue in the present annexation attempt, Councilman Young: Is there an engineering estimate on the total cost of this. -project? Mr. Fast: Public Servo Dir. I do -not have it was -in the the information before me, but Five -Year Program. Mr. Aiassa: I would like toadviseCouncil that when we City Manager brought .thIs.m_at.ter up -previously I did - .,receive permi-ss-ion from Councilto-participate with the Co.unty,.and .County is now agreeing ,to do this as a service to West Covina and have moved twelve of their projects down to allow this to be done. Councilman Young: Would it.be appropriate to hold this to the next meeting so we could have the approximate cost? Mr. Fast: I could.add-to that by saying that the estimate Public Servo Dir. that we....are :,putti.ng i.n. this _agreement is an estimatte.. for. all ..work- .to be done ..on. County property and if Council were. to- ,take ..a.ction_- today- i.t ..would ..be based upon the County participatingbased,, on : actu,al. cos.t.-on...County._pr.operty. We cannot tell you now exactly: what. the. City co.st...-is...bu.t we ..know . the entire project is somewhere in the area- .of...$.7.5,.00.0... The balance of the work-in the City itself: .is-funded..by g-as.-tax...funds. In terms of the unknown factor, . the unknown,--i.s. i.f ..Cou.n.ty-:.w.il.l, part.ic.ip.ate in this Agreement;- and then staff :.when...pre.sen.ting the plans and specifications to you will give you the total cost estimate and the revenue sources. Mr. Aiassa:. Actually this is just permission to enter an Agreement with County for this work. -and -pro rate the cost, rather than state- a..set..figure. Motion by Councilman Young, seconded by Councilman Nichols 'approving and authorizing .execution of the agreement. -between- the City. o.f West Covina and -the, County, wherein i the. County -,will .participate. in the improvements..of. Vine., Ave nue, -.par t-icipat ing on the basis of actual cost. Lloyd, .Mayor Chappell NOES: .None ABSENT: Councilman Shearer CITY CLERK ABC APPLICATION: Lela Preston: This is an Ralph J. Burke City Clerk application dba Rockview Drive -In Dairy for an off -sale 551 E. Vine Avenue beer and wine license and the recommendation is to protest the issue of this license. Mayor Chappell: Council will take two or three -minutes to read .the-.repor:t.:reg.ar.ding .'.'protest". Councilman Nichols: After reading the report._I would -conclude that the recommendation of the Chief of Police is a valid one and would ---offer. the motion to protest. Seconded. by Councilman -Lloyd, and .carried. Councilman Young: Mr. Mayor -.may the record reflect that Councilman Young abstains from this particular issue. I happen to be an officer of the Presbyterian Church. 3 - ADJ. REG. C.C. 9-2-70 Page Four SC.AG MEETING Mr. Aiassa. I have one other item which City Manager- was a part of our meeting_ of the- 24th. I have a confirma- tion from Ray Remy of SLAG, He will meet with Council on September 28th at 7 P.M. if this is agreeable with Council. If it is agreeable I will so notify Mr. Remy. This meeting shouldn't take more than 30 minutes. Mayor Chappell: Will this allow for questions and answers Council may have questions. Councilman Lloyd: Again I reiterate my position,, I am the one that seems to be somewhat of a foot dragger. as far as SLAG is concerned, and perhaps if he could come-e.ar.l.ier. I do think this is a very important decision we are involved in and this is an agency which could, if we don't join, affect monies that might accrue -to this City .from -certai.n agencies•° -- Mr. Aiassa: My thought v,as that we could give Mr. Remy City Manager this half hour with Counci-l...to.explor.e the areas SC;AG is providing.. If we. then find there is need for further questions and -answers we can. set .up..a further meeting; and this then would also give staff time to-make...a..report and recommendation to Council -based on the .presentation .and the Council°s thinking. The money is in the budget and the only .question is whether we are going to join or not, Mr. Remy understands this. Motion by Councilman Lloyd, seconded by Councilman.Young, and carried, that Mr. Ray.Remy of SUAG organization be invited for a presentation to Council on -September 28, 1.970, at 7 P.M. (Mayor Chappell on behalf of the City Council then wished Mr. Aiassa a "Happy Birthday".) ADJOURNMENT September 8, 1970.
