Mayor Hernandez called to order the special meeting of the West Covina City Council at 6:25 p.m. in
the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Victor Jacobovitz Victor Jacobovitz commented that action taken by City's special
counsel Rinos was off base and did not reflect proper direction.
