Garvey Avenue, West Covina. PRESENTATIONS Mayor Hernandez called forward Jaylon Fong and his family to present Jaylon with a certificate of recognition for his courage, faith and strength in dealing with leukemia. ORAL COMMUNICATIONS Cookie Nance Cookie Nance, West Covina resident spoke in opposition to districts in West Covina. Mark Smith Mark Smith, Glendora resident, distributed a map of Glendora for Councilmembers, stated it was a privilege to attend and speak at West Covina Council meetings and addressed the President's demeanor and conduct during meetings; and complimented the attributes and stores in West Covina. Irene Fleck Irene Fleck, West Covina resident, announced the East Valley Art Association Art Show, the Arbor Day event to be held at Gingrich Park, and upcoming events at the West Covina Library. Fred Sykes Fred Sykes, West Covina resident, addressed councilmanic districts and the initiative petition. Dana Sykes Dana Sykes, West Covina resident, invited the Council to Casino Night fundraiser at Rowland Unified School District; addressed Council districts. Alfred Williams Alfred Williams, West Covina resident, stated he is a proponent of the district petition voicing his support; spoke on reinstating council meetings on the internet; addressed a councilmember speaking at another city's council meeting; and suggested staff produce a cost on reinstating the broadcasting of meetings. City Council Minutes of March 3, 2009 Lloyd Johnson Lloyd Johnson, West Covina resident, spoke in opposition of the proposed council district measure. Herb Redholtz Herb Redholtz, West Covina resident, expressed his opinion on council districts; addressed previous request from Mayor Pro Tem Sanderson regarding list of outstanding debts to the City and when the report will be available. Peter H. Davis Peter H. Davis, West Covina resident, addressed the circulating of the petition and expressed his concerns with the cost of a special election addressing it as an unnecessary expense and referenced the proposed districts as gerrymandering. Joanne Wilner Joanne Wilner, West Covina resident, stated that oral communications is not the proper venue to speak on the initiative petition; addressed the proposed paid parking at the Civic Center; proposed Mello -Roos Community Facilities District and trails referenced in the related resolution. Bruce Leinbach Bruce Leinbach, West Covina resident, addressed a previous item he brought before council regarding the city's investments, addressed an issue he has had with a real estate transaction and the assistance he received from City staff, addressed cable TV and PEG funds. Glenn Kennedy Glenn Kennedy, West Covina resident, distributed a letter to Council that he will be sending to CalTrans regarding graffiti removal and requested Council's support; expressed his opposition to council districts. CONSENT CALENDAR Mayor Pro Tern Sanderson requested item D-5c, Implementation of Paid Parking at the Civic Center, be removed from the consent calendar for separate consideration. City Initiated: Traffic Committee Minutes Annual Intersection Collision Rate Report for the Year 2006 (Informational) Traffic Committee Recommendation: That staff prepare warrants for the installation of a multi -way stop and/or traffic signal at the intersection of Fairway Lane and North Garvey Avenue. Install a traffic signal at the Cameron Avenue and Garvey Avenue north intersection utilizing the highway safety improvement program grant funds. That staff contact Foothill Transit to relocate the bus stop from south of Merced Avenue to north of Merced Avenue on Lark Ellen. That trees be trimmed along the east side of Lark Ellen Avenue, north and south of Merced Avenue. 2 City Council Minutes of March 3, 2009 That 30 feet of curb be painted red on the south side of Pacific Avenue west of Willow Avenue. IT City Initiated Annual Intersection Collision Rate Report for the Year 2007 (Informational) Traffic Committee Recommendations Install a traffic signal at the Cameron Avenue and Garvey Avenue north intersection utilizing the highway safety improvement program grant funds. That the advance warning (Stop Ahead) signs and pavement messages be enhanced at the intersection of Lark Ellen Avenue and Merced Avenue. That staff contact Foothill Transit to relocate the bus stop from south of Merced Avenue to north of Merced Avenue on Lark Ellen Avenue. That trees be trimmed along the east side of Lark Ellen Avenue, north and south of Merced Avenue. That staff consider the installation of left turn lanes and left turn phasing at the intersection of Lark Ellen Avenue and Puente Avenue. That 30 feet of curb be painted red on the west side of Lark Ellen Avenue north of Service Avenue. That 30 feet of curb be painted red on the south side of Pacific Avenue west of Willow Avenue. That staff consider the installation of left turn lanes at the intersection of Valinda Avenue and Service Avenue. That staff continue to monitor Amar Road at Leanna Drive and Valinda Avenue at Service Avenue intersections. III. Conrad Sanchez, West Covina Resident That traffic conditions on Pauline Street and Priscilla Drive be reviewed. Traffic Committee Recommendations That curb be painted red on the southwesterly side of Pauline Street and Priscilla Drive, 20 feet east of the driveway of 2538 Pauline Street and 77 feet north of the end of the 150-foot curve. That centerline be painted and raised reflective pavement mark be installed per Caltrans Detail 2. That curve warning signs (W1-1) be installed. IV. Judy Lutz, West Covina Resident That no parking on street sweeping days be implemented on Durness Street from Sandy Hook Street easterly to the end of the street. Traffic Committee Recommendations That parking be prohibited on Durness Street from Sandy Hook Street Easterly to the end of the street on the second and fourth City Council Minutes of March 3, 2009 Mondays of each month from 7:00 a.m. to 3:30 p.m. for street sweeping purposes. D-4 City Treasurer's Report (receive & file) Treasurer's Report For the Month of January 2009 D-5a Miscellaneous — City Manager's Office Foothill Transit JPA Amendment to Foothill Transit Joint Power Authority (JPA) Agreement Recommendation is that the City Council execute the amended and restated Foothill Transit Joint Power Authority (JPA) Agreement allowing the City of Pasadena to join the JPA. D-5b Miscellaneous — Community Services Department MedAssets Contract — Senior Meals Renew Annual Usage Agreement with Med Assets to Provide Raw Food and Miscellaneous Supplies for the Senior Meals Program Recommendation is that the City Council authorize the City Manager to renew the contract with MedAssets for one year to provide raw food and miscellaneous supplies for the senior meals program. Removed from consent calendar for separate consideration. D-5c Miscellaneous — Finance Department Paid Parking at Civic Center Implementation of Paid Parking at the Civic Center Recommendation is that the City Council: 1. Introduce the following Ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ESTABLISHING SECTION 22-191 OF THE WEST COVINA MUNICIPAL CODE TO PROHIBIT, RESTRICT OR REGULATE THE PARKING, STOPPING AND STANDING ON THE CIVIC CENTER PARKING OWNED OR OPERATED BY THE CITY OF WEST COVINA 2. Direct staff to take the necessary steps to implement the program. 3. Appropriate funds in the amount of $110,000 from Fund xxx to begin implementation of this program as necessary. D-5d Miscellaneous — Police Department POST Standards — Public Safety Introduction of an Ordinance Accepting the Commission On Peace Officer Standards and Training (POST) Training and Recruitment Standards Relating to Public Safety Dispatchers Recommendation is that the City Council introduce the following ordinance: Ordinance introduction AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ACCEPTING THE COMMISSION ON PEACE OFFICER STANDARDS AND TRAINING (POST) REQUIREMENTS AS TO THE RECRUITMENT AND TRAINING STANDARDS OF PUBLIC SAFETY DISPATCHERS D-5e Miscellaneous — Public Works Department Forming CFD at BLD Formation of Mello -Roos Community Facilities District for the West Covina Sportsplex and Office Building Project Site Recommendation is that the City Council adopt the following resolutions: Reso No. 2009-10 RESOLUTION NO. 2009-10 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING LOCAL GOALS AND POLICIES CONCERNING 2 City Council Minutes of March 3, 2009 DISTRICTS FORMED PURSUANT TO THE MELLO-ROOS COMMUNITY FACILITIES ACT OF 1982 Reso No. 2009-11 RESOLUTION NO. 2009-11 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING ITS INTENT TO ESTABLISH COMMUNITY FACILITIES DISTRICT NO. 2009-1 CONSENT CALENDAR Motion by Sanderson and seconded by Lane to waive further reading of the resolutions and adopt and approve all items except Item D-5e - Implementation of Paid Parking at the Civic Center. Motion carried 4-0 on all items with the exception of Item D-5e, with the record reflecting that Touhey abstained. AYES: Lane, Sanderson, Touhey, Hernandez NOES: None ABSTAIN: Touhey on Item D-5e only ABSENT: Herfert Item D-5c Implementation q Paid Parking at the Civic Center Public Works Director Yauchzee presented a brief overview of the proposed paid parking program and answered questions from Council. Motion Motion by Sanderson and seconded by Lane to introduce the ordinance and approve the recommendation as presented by staff. Motion carried 4 — 0. COMMUNITY DEVELOPMENT COMMISSION Mayor Hernandez recessed the Council meeting to convene the Community Development Commission meeting at 8:1 l p.m. The City Council reconvened at 8:12 p.m. MAYOR'S/COUNCILMEMBERS REPORTS Mayor Pro Tem Shelley Sanderson Business Development and Infrastructure Improvements in West H-I Covina Business Developments Assistant City Manager Bachman presented a summary of the report and Deputy City Manager Freeland presented an overview of the infrastructure improvements. Mayor Pro Tern Sanderson expressed concerns with any outstanding debts to the City and City Manager Pasmant stated it needs to be determined what information is disclosable prior to releasing any information. Motion Motion by Sanderson and seconded by Touhey to receive and file this report. Motion carried by 4 — 0. COUNCILMEMBERS' REQUESTS FOR REPORTS, STUDIES OR INVESTIGATIONS Mayor Roger Hernindez Request from Mayor Roger Hernindez Requesting the City Council Direct Staff to Prepare a Report on the Proposed I-1 Districting Measure Pursuant to Elections Code Section 9212 Districting Measure Motion by Hernindez to direct staff to prepare a report on the proposed districting measure pursuant to Elections Code Section 9212. Mayor Pro Tern Sanderson agreed that information on the impact of the proposed districting initiative is important but does not feel 5 City Council Minutes of March 3, 2009 it is timely at this time until signatures on the petition are verified by the County as valid. Councilmembers Lane and Touhey concurred to wait until the petition's signatures are verified by the County prior to initiating such a report. Motion failed due to lack of second. COUNCILMEMBER COMMENTS Councilmember Touhey requested to agendize support for Glenn Kennedy's volunteer graffiti abatement program with CalTrans. Mayor Hernandez commented on the lack of information on Channel 55 and requested community events be advertised on the channel. City Manager Pasmant stated staff is working on a revised corkboard to advertise Community events. Mayor Hernandez stated he has requested staff to set up meetings with Mt. Sac and Charter Communications to discuss returning broadcasting of council meetings to cable television. ADJOURNMENT Motion by Touhey and seconded by Lane to adjourn the meeting at 9:15 p.m. in memory of Mitzi Kendall, former long time resident and Ignacio Camargo Jr., long time resident. Mayor Hernandez announced the receipt of a thank you note from Commissioner Christina Esparza on the recognition of her mother's passing.
