Garvey Avenue, West Covina. INVOCATION Andrew Pasmant City Manager PLEDGE OF ALLEGIANCE Mayor Hernandez ROLL CALL Mayor Hernandez, Mayor Pro Tern Sanderson, Councilmember Herfert, Lane, Touhey REPORTING OUT FROM CLOSED SESSION City Attorney Arnold Alvarez-Glasman reported the following: All members were present and prior to convening into closed session, all items on the City Council agenda were announced for inclusion in the closed session discussion. Items on the City Agenda: Conference with Legal Counsel — Anticipated Litigation — Two potential cases — City Attorney announced that the two cases are claims of Chris Chung and Sue Williams and Mayor Hernandez recused himself from the discussion. No action taken and nothing further to report. CHANGES TO THE AGENDA None. PRESENTATIONS Mayor Hernandez presented Petty Officer 1st Class Albert Echeverria and his wife Michelle with a Blue Star from the City of West Covina. Check presentation from the West Covina American Legion Post 790 will be rescheduled for a later date. ANNOUNCEMENTS None. ORAL COMMUNICATIONS Eduardo Solis Eduardo Solis, West Covina resident, announced the Welcome Home Defenders of Freedom event on January 17, 2009 from 11 a.m. to 4 p.m. at the Rose Bowl to recognize the veterans from Iraq and all veterans from WWII to current. Herb Redholtz Herb Redholtz, West Covina resident, spoke in opposition to establishing council districts in the city. Brian Gutierrez Brian Gutierrez, West Covina resident, addressed the Mayor's previous request to develop an internship program for the broadcasting of council meetings. Milford Walker Milford Walker, West Covina resident, addressed council districts and spoke in support; spoke on Mayor's plan supporting citizen participation in the city. City Council Minutes of January 6, 2009 Mike Lee Mike Lee, Azusa resident, announced a benefit for the Ortega family at Jakes Hot Dog in Azusa; expressed his views on council districts. Mark Smith Mark Smith, Glendora resident, spoke in support of council districts. Dan Horan Dan Horan, West Covina resident, addressed public safety on his street, Valley View, which is used as a short cut in order for drivers to bypass Nogales. Irene Fleck Irene Fleck, West Covina resident, announced West Covina Beautiful celebration and announced benefits of the public library. John Solis John Solis, West Covina resident, supports the request of Councilmember Touhey, I-3 [re: ballot measure on City Council districting], if his request is to support the proponents' ballot initiative and opposes it if Touhey's proposal is to submit an alternate measure. Aurora Valles Aurora Valles, West Covina resident, thanked council for representing the city and for their many hours spent to improve the quality of the community. Elsie Messman Elsie Messman, West Covina resident, supported the proposed development of a budget task force; supported reinstating the broadcasting of council meetings; addressed council districts. Fredrick Sykes Fredrick Sykes, West Covina resident, spoke in support of council districts; addressed the dangers of vacant homes in the city. Alexis Reyes Alexis Reyes, West Covina resident, supported council districts. Carol Reyes Carol Reyes, West Covina resident, supported proposal of council districts. Dana Sykes Dana Sykes, West Covina resident, addressed proposed council district issue and the proposed boundaries. Royall Brown Royall Brown, West Covina resident, addressed proposed council district initiative circulating in the city. Alfred Williams Alfred Williams, West Covina resident, addressed elimination of cable broadcasts and associated budget expenditures; commented on the establishment of council districts. Joanne Wilner Joanne Wilner,. West Covina resident, congratulated Roger Hernandez on becoming Mayor; addressed zone change on Nogales Avenue being presented for adoption and requested council reconsideration. George Ogden George Ogden, West Covina resident, thanked council and staff for providing him with requested information which assists him with preparing news articles; addressed council districts and proposed an alternative to council districts. Karin Armbrust Karin Armbrust, West Covina resident, spoke in opposition to city council districts. Tom Messman Tom Messman, West Covina resident, addressed council district ballot initiative and stated the initiative should be voted on by the people. Robert Roudebush Robert Roudebush, West Covina resident, expressed his view that districts are positive and overdue. Jeffrey Howe Jeffrey Howe, West Covina resident, spoke in support of council districts. Deputy City Manager Freeland responded to questions regarding PEG funds brought up by Alfred Williams. Acting City Planner Anderson responded to questions regarding the effective date of the proposed zone change on Nogales Avenue. Motion carried 3 City Council Minutes of January 6, 2009 Itent D-3 Ordinance for Adoption - Ordinance Approving Zone Change No. 07-03 Mayor Hernandez stated that he did support the item at the time the ordinance was introduce, but upon further review would no longer support and requested his vote be recorded as a no. Item approved 4-1. (Hernandez —No) COMMUNITY DEVELOPMENT COMMISSION Mayor Hernandez recessed the Council meeting at 8:46 p.m. to convene the Community Development Commission. The City Council reconvened at 8:47 p.m. COUNCILMEMBERS' REQUEST FOR REPORTS, STUDIES OR INVESTIGATIONS Mayor Roger Hernandez Request from Mayor Roger Hernandez Requesting the City I-1 Council to Consider Developing a Citizen Budy-et Taskforce Citizen Budget Taskforce Motion by Hernandez requesting council consensus to direct staff to return with recommendations as to how we can allow for citizens input in the budget process. Motion died due to a lack of a second. Request from Mayor Roger Hernandez Requesting the City Council Consider Airing City Council Meetings Using I-2 Anticipated Donations from the Community Donations for Air Meetings Mayor Hernandez requested this item be carried over to the next meeting as he does not have the confirmation letter from resident who wishes to provide the donation. Councilmember Michael Touhey Request from Councilmember Michael Touhey Requesting the City Council Consider a Ballot Measure on City Council I-3 Districting Ballot Measure for Districts Councilmember Touhey stated he would bring this item, a ballot measure regarding on city council districts, back at a future meeting if necessary. Council discussion Councilmembers engaged in discussion expressing their individual views on several issues including council districts.
