REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
November 18, 2008
Mayor Lane called to order the regular meeting of the West Covina City Council at 7:17 p.m. in the City
Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

PRESENTATIONS Mayor Lane, assisted by Community Services Director Michele
McNeill, presented Certificates of Recognition to Senior Citizen
Commissioners John Hughes and Rod Perryman for their generous
personal donation to upgrade the computers in the computer lab at
the Senior Center.
ORAL COMMUNICATIONS
Bill Schafer Bill Schafer, West Covina resident, thanked the City Council,
Police Department and Fire Department staff, for the equipment
and assistance to him during his medical emergency that occurred
during the September council meeting.
Mark Smith Mark Smith, Glendora resident, asked for support for Mayor Pro
Tern Hernandez as the next Mayor.
Izzy Schafer Izzy Schafer, West Covina resident, thanked the council and staff
for all the assistance provided to her husband, Bill Schafer.
Shirley Buchanan Shirley Buchanan, West Covina resident, addressed the rotation
process with Roger Hernandez becoming Mayor; observed at the
November 4, 2008 meeting that residents want more code
enforcement, not just on a complaint basis; and requested backup
material for the Planning Commission be available as is the council
agenda materials prior to the meeting.
Milford Walker Milford Walker, West Covina resident, congratulated Roger
Hernandez in his rotation to Mayor, requested cable TV of
meetings be restored, and spoke in support of overnight parking
restrictions.
Herb Redholtz Herb Redholtz, West Covina resident, thanked Sherri Lane for an
outstanding year as Mayor and commented. on the availability of
planning agenda items.

Bruce Leinbach Bruce Leinbach, West Covina resident, commented on the West
Covina High School Bulldogs recent success over South Hills High
School; commented on the Council having a meeting on election
night and suggested meetings be held on the Wednesday after an
election date.
Cookie Nance Cookie Nance; West Covina resident, thanked Sherri Lane for her
past year as Mayor.
Brian Gutierrez Brian Gutierrez, recent Nogales graduate, congratulated Roger
Hernandez on becoming Mayor.
Alfred Williams Alfred Williams, West Covina resident, congratulated Roger
Hernandez; addressed the removal of council meetings on cable
and stated he is recording meetings and transferring the meeting to
DVD and requested that the City Clerk's office deliver them to the
Library; addressed the council having a meeting on election night;
inquired whether council is adhering to ethics training.
Mike Lee Mike Lee, Azusa resident, congratulated Roger Hernandez on
becoming Mayor; supported the return of meetings on cable.

Recommendation is that the City Council accept the bid of Ruiz
Engineering Co., in the amount of $37,672.50 as submitted on
November 5, 2008, and authorize the Public Works Director/City
Engineer to execute the contract.

Clarification Resolution on Existing Pre-tax Deductions for
D-5a Retirement Service Credit Purchases
Retirement Service Credits Recommendation is that the City Council adopt the following
resolution:

Miscellaneous — Risk Management
Workers' Compensation Claims Administration Contract
D-5b Extension
Workers' Compensation Contract Recommendation is that the City Council approve an amendment
to the existing Workers' Compensation Service Agreement
between the City of West Covina and CorVel Enterprise Comp,
Inc., which would extend the City's current service rate for one
additional year, beginning January 1, 2009 and ending December
31, 2009, pursuant to the terms and conditions set forth in the
amendment.
Miscellaneous — Community Services Department
Request for Maverick Field Lighting and Fee Waiver for the
D-5c. Cory-Lidle Memorial Tournament
Maverick Field Lighting Waiver Recommendation is that the City Council authorize the use of
Maverick Field lights on Sunday, November 30, 2008 for the Cory
Lidle Memorial Tournament.
CONSENT CALENDAR ACTION Motion by Touhey and seconded by Hernandez to waive further
reading of the resolution and adopt, and approve all items. Motion
carried by the following roll call vote:

CITY COUNCIL REORGANIZATION
Presentation of Mayoral Plaque to Mayor Sherri Lane
Mayoral Plaque Mayor, Pro Tern Hernandez presented Mayor Lane with the
traditional Mayoral Plaque recognizing her dedicated service as
Mayor over the past year.
Presentations Jorge Marquez, Field Representative for Assemblymember Ed
Hernandez, presented Mayor Lane with a Certificate of
Recognition recognizing her exceptional contribution and
leadership as Mayor of West Covina.
Adam Ma, Senior Field Representative for Senate Majority Leader
Gloria Romero, presented Mayor Lane with a Senate Proclamation

recognizing her for her hard work, dedication and leadership
during the past year.
Brian Urias, Field Representative for Congresswoman Hilda Solis,
presented Mayor Lane with a certificate recognizing her past year
as Mayor.
Comments Mayor Lane commented on her past year as mayor and thanked her
colleagues, the residents, her family and friends for their continued
support. Mayor Lane highlighted several projects that have been
completed this past year with her colleagues.
Councilmember Touhey congratulated Mayor Lane and her past
year as Mayor and looked forward to their continued work
together.
Councilmember Sanderson thanked Mayor Lane for her past year
as Mayor complimenting the Mayor for representing the
community with dignity and respect.
Mayor Pro Tem Hernandez thanked Mayor Lane for her hard work
to be fair and equitable in her work.
Council Reorganization
Mayor Lane stated it would be appropriate for the City Council to
reorganize the mayoral succession as determined by the rotation
process.
Motion by Touhey and seconded by Sanderson to affirm the
mayoral succession as determined by our rotation process and
appoint Mayor Pro Tem Roger Hernandez as Mayor and
Councilmember Shelley Sanderson as Mayor Pro Tem.
Motion carried 4-0.
Oath of Incoming Mayor
Oath of Mayor Jaime Hernandez, brother of Roger Hernandez, administered the
Oath of Office to Roger Hernandez.
Presentation Brian Urias, Field Representative for Congresswoman Hilda Solis,
presented Mayor Hernandez with a Certificate recognizing his new
role as Mayor.
Adam Ma, Senior Field Representative for Senate Majority Leader
Gloria Romero, presented Mayor Hernandez with a Certificate of
Recognition recognizing his role as Mayor Pro Tem during the past
year.
Mayor Hernandez thanked his family and the residents for their
support. Mayor Hernandez introduced his family and several
elected officials from the area who were in attendance.
Mayor Hernandez spoke on the continued leadership of the
City Council and on several tasks he will focus on as Mayor during
the upcoming year.
Designation of Alternate to Los Angeles County Sanitation
District
Motion by Touhey and seconded by Lane to appoint Mayor Pro
Tem Sanderson as the Alternate Director, to the Los Angeles
County Sanitation District.
Motion carried 4-0.
