REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
September 16, 2008
Mayor Lane called to order the regular meeting of the West Covina City Council at 7:04 p.m. in the City
Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

REPORTING OUT FROM CLOSED SESSION
City Attorney Alvarez-Glasman reported the following:
All members were present with the exception of Mayor Pro
Tern Hernandez and Councilmember Herfert and prior to
convening into closed session, all items on the City Council and
Community Development Commission agendas were announced
for inclusion in the closed session discussion.
Items on the City Council Agenda:
Conference with Labor Negotiators- Employee
Organizations: W.C. Firefighters' Management Association — City
Council received briefing, with no final action and nothing further
to report.
Conference with Legal Counsel — Existing Litigation —
Joyce Gotto, et al, vs. City of West Covina - City Council received
briefing from City Attorney, direction was provided to the City
Attorney's Office, with no final action and nothing further to
report.
Items on the CDC Agenda:
Conference with Real Property Negotiators — Property:
BKLISportsplex Site (Parcel Nos. 11, 14, 15 and a portion of
parcel 13) — City Attorney stated the only negotiating party Golf &
Resort Properties. This item was not discussed.
CHANGES TO THE AGENDA City Manager Pasmant stated that Item H-1, Resolution in
Opposition to Conversion of High Occupancy Vehicle Lanes to
High Occupancy Toll Lanes on Interstate 10, will be removed
from the agenda and continued to a subsequent meeting.
PRESENTATIONS Mayor Lane assisted by City Manager Pasmant presented Steve
Samaniego, Environmental Management Director, with a
Resolution of Commendation and City Tile for his years of service
with the City.
Mayor Lane ' along with Police Chief Frank Wills recognized
representatives from the West Covina FBI Office, District
Attorney's Office and West Covina Police Department for their
service to the community in the Steven Conklin case.
The FBI presented a Certificate of Recognition to West
Covina Police Sergeant Dennis Patton for his contribution to the
investigation and presented Councilmember Michael Touhey with

a plaque of recognition for his service to the community in helping
to keep children safe from sexual predators.
Mayor Lane presented Assistant Fire Chief Larry Whithorn, with a
Proclamation designating October 5 through 11, 2008 as Fire
Prevention Week.
Mayor Lane presented Scott Kelly, Director of Community &
Government Relations for the Los Angeles County, with a
Proclamation designating September 25, 2008 as West Covina Day
at the Fair.
ORAL COMMUNICATIONS
Dana Sykes Dana Sykes, West Covina resident, spoke in opposition to the
placement of a cell tower at Shadow Oak Park citing safety hazards
to children.
Bill Schaffer Bill Schaffer, West Covina resident, spoke in opposition to placing
cell towers in parks; addressed fuel increases granted to Athens
Disposal earlier this year and due to the decrease of fuel prices
asked Council's consideration of reduction in fees granted to
Athens; and addressed the removal of the Blue Star Banner
Program video shown at the beginning of Council meetings, which
is due to the elimination of the council meeting broadcasts.
Fred Sykes Fred Sykes, West Covina resident, addressed the proposed addition
of a third cell tower at Shadow Oak Park.
RECESS Mayor Lane called a recess at 7:50 .m. due to an emergency in the
chamber.
At 8:15 p.m. the City Attorney announced all scheduled items and
the two public hearings on the City Council agenda and the
Community Development Commission agenda in its entirety
would be carried over to the next regular scheduled meeting on
October 7, 2008.
ADJOURNMENT The City Council meeting adjourned at 8:15 p.m.
