Garvey Avenue, West Covina. CHANGES TO THE AGENDA City Manager Pasmant state that Councilmember Touhey requested that item H-1, Art in Public Places Fee Structure, be removed permanently. PRESENTATIONS: ANNOUNCEMENTS ORAL COMMUNICATIONS Blue Star Video was aired. Mayor Lane presented a certificate of recognition to Community Services Commissioner Rudy Valles and David Figueroa of AARP. Mr. Valles was instrumental in acquiring a sponsorship from the AARP for the summer concert series. Mayor Lane presented certificates of recognition to the 2008 ArtFest Honorees. Mayor Lane presented West Covina Beautiful with a proclamation in recognition of the West Covina Beautiful Poster Contest Winners. Mayor Lane presented Public Works Director Yauchzee with a proclamation proclaiming May 18 through May 24, 2008 as Public Works Week. Mayor Lane presented Assistant Chief Rick Genovese with a proclamation proclaiming May 18 through May 24, 2008 as Emergency Medical Services Week. None. Tyra Mason Tyra Mason, representing the West Covina Chamber of Commerce and the Lions Club, announced the upcoming "Night on the Town" event at the Lakes on May 28 and promoted the West Covina Fanners Market. City Council Minutes of May 6, 2008 Irene Fleck Irene Fleck, West Covina resident, announced upcoming Library events and Library news. Royall Brown Royall Brown, West Covina resident, inquired as to the final disposition of the CDC Special Meeting closed session held on May 1 and commented on a parcel listed on the Weed Abatement • Roll. Herb Redholtz Herb Redholtz, West Covina resident, spoke on the Big Leagues Dreams Sportsplex. Joanne Wilner Joanne Wilner, West Covina resident, spoke on agenda item "Letter Supporting AB 1836". Lloyd Johnson Lloyd Johnson, West Covina resident, thanked the City Council for their support of a crosswalk on Badillo; announced that the Moving Vietnam Veterans Wall will be on display at Covina Park. Forrest Wilkins Forrest Wilkins, West Covina resident, thanked the Council for their action taken at the May I" Special Meeting in which the Council voted to keep the current law of not allowing alcohol at service stations. REPORTING OUT FROM CLOSED SESSION City Attorney Alvarez-Glasman stated a reporting out of the Community Development Commission closed session item on May 1, 2008 was provided after the closed session. He had reported that the agency received a briefing from negotiators, there was no final action and nothing further to report. Accept the quote from Republic ITS, Inc. in the amount of $77,800 and authorize the Public Works Director/City Engineer and City Clerk to execute the contract. 2 City Council Minutes of May 6, 2008 • I� 2. Appropriate $17,400 from CDBG funds to Project No. TP- 8506 (131.85.8876.7800). Award of Bid for Curb and Gutter Repair and Construction of D-5b Wheelchair Ramps (Project Nos. SP-08105 and SP-08107) Curb/Gutter & Wheelchair Ramps Recommendation is that the City Council take the following actions: Accept the bid of International Pavement Solutions, Inc. in the amount of $132,792 as submitted at the bid opening on March 27, 2008, and authorize the Public Works Director/City Engineer and City Clerk to execute an agreement with International Pavement Solutions, Inc. for the work to be done. 2. Approve a contract Change Order No. 1 with International Pavement Solutions, Inc. in the amount of $80,300 to construct 44 additional wheelchair ramps due to a favorable bid and availability of additional funds. D-6 Traffic Committee Minutes of April 15, 2008 (accept & file) Traffic Committee Minutes L Request of Mary Martin, West Covina resident That traffic conditions be reviewed at the intersection of Merced Avenue and South Garvey Avenue. Traffic Committee Recommendation: That Stop signs and appropriate pavement markings be placed on east and westbound approaches of South Garvey Avenue at Merced Avenue. That the installation of the new traffic signal at the intersection of Merced Avenue and South Garvey Avenue be included as part of the Fiscal Year 2009-2010 CIP Program. That this report be forwarded to the City of Baldwin Park for their concurrence to install advance warning signs and pavement marking on eastbound South Garvey Avenue. Miscellaneous — Environmental Management D-7a BKK Landfill Site Quarterly Status Report BKK Status Update Recommendation is that the City Council receive and file. Miscellaneous — Finance Department D-7b 2007-08 Fiscal Year 3 a Quarter Budget Update Budget Update Recommendation is that the City Council receive and file the budget update report. Miscellaneous — Fire Department D-7c Weed Abatement 2008 — Various Citywide Locations Weed Abatement Recommendation is that the City Council take the following actions. 1. Set June 3, 2008 as the date for the public hearing of any objections or protests to said program. 2. Approve the Weed Abatement Roll for the calendar year 2008, and adopt the following resolution: Resolution No. 2008-28 RESOLUTION NO. 2008-28 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING ALL RUBBISH AND REFUSE UPON, AND ALL WEEDS GROWING UPON SPECIFIED STREETS AND PRIVATE PROPERTY WITHIN SAID CITY TO BE A PUBLIC NUISANCE AND DECLARING ITS INTENTION TO REMOVE AND ABATE THE SAME UNDER AND IN ACCORDANCE k] City Council Minutes of May 6, 2008 WITH THE PROVISIONS OF TITLE 4, DIVISION 3, PART 2, CHAPTER 13, ARTICLE 2, SECTIONS 39560 THROUGH 39588, OF THE CALIFORNIA GOVERNMENT CODE Miscellaneous — City Manager's Office D-7d Letter Supporting AB 1836 — Infrastructure Finance Districts • Support of AB 1836 Recommendation is that the City Council support AB 1836, which allows municipalities to form infrastructure finance districts and direct staff to forward letters supporting AB 1836 to all State elected officials representing the City of West Covina. Miscellaneous — Fire Department D-7e The 48/96 Work Schedule for the West Covina Firefighters' 48/96 Hour Work Week Association Recommendation is that the City Council authorize the Fire Department 48/96 work schedule as it relates to the City of West Covina and West Covina Firefighters' Association Memorandum of Understanding. Miscellaneous — Human Resources D-7f Amendment to Memorandum of Understanding — West Covina Fire Investigator Special Pay Firefighters' Association — Special Pay for Fire Investigator Recommendation is that the City Council approve the Amendment to Section 19 Special Pay for Fire Investigator by adopting the following resolution: Resolution No. 2008-29 RESOLUTION NO. 2008-29 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 2008-13 RELATING TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND THE WEST COVINA FIREFIGHTERS' ASSOCIATION, I.A.F.F., LOCAL 3226 CONSENT CALENDAR ACTION Motion by Sanderson and second by Hernandez to waive further reading of the resolutions and adopt and approve all items except Item D-7d Letter Supporting AB 1836 — Infrastructure Finance Districts. Motion Motion by Hernandez and second by Sanderson to approve support for AB 1836 and direct staff to forward letters supporting AB 1836 to all State elected officials representing the City of West Covina. PUBLIC HEARINGS E-1 CDBG Action Plan Public Testimony, Public Hearing FY 2008/2009 Community Development Block Grant (CDBG) Mayor Lane announced the public hearing matter and Assistant City Clerk Rush verified that proper legal notice had been given. Mayor Lane then opened the hearing and Community Services Director McNeill presented the brief report. Mayor Lane opened the public testimony portion of the hearing and asked for public comments. M City Council Minutes of May 6, 2008 Joanne Wilner inquired as to whether the action plan meant that some housing development for low to moderate income must include units that are accessible to the disabled, and would it require developments to be one-story versus two-story; and inquired into the map on display.. Ms Wilner requested the meeting adjourn in memory of Judge Robert Young. • Management Analyst McDonald stated the map showed an overlap of low to moderate income areas and eligible code enforcement areas. Community Services Director McNeill stated that if funding is approved for housing developments, the item would be referred to the Planning Commission for further action where accessibility issues would be considered. Public Hearing E-2 FY 2008-2009 Community Block Grant (CDBG) Program Public Public Service Project Funding Service Project Funding Mayor Lane announced the public hearing matter and Assistant City Clerk Rush verified that proper legal notice had been given. Mayor Lane then opened the hearing and Community Services Management Analyst McDonald presented the staff report. Public Testimony Mayor Lane opened the public testimony portion of the hearing and asked for public comments. Ellen Sherwood, representing Alzheimer Association, requested Council consider their request for funding. Vatche Kelartinian, representing the Center for Aging Resources, addressed the need for funding for the operation of the organization and requested Council's support. Julie Griffith and Maria Balser Smith, representing Citrus Valley Health Foundation, provided an overview of their program. Mary Hollifield, on behalf of Action Food Pantry, thanked the City for their support. John Solis addressed the request for graffiti abatement and staffs recommendation to not recommend funding and requested nominal funding for camera maintenance at Galster Park. Closed testimony With no others wishing to speak on the matter, Mayor Lane closed the public testimony portion of the hearing. Council discussion Discussion ensued as to funding amounts for the various Public Service projects and recommendations by staff. Council was concerned with no funds being recommended for the Center for Aging Resources and reallocated funding to provide them with $5,000 by taking $1,000 from each of the following projects: ESGV Coalition for the Homeless, Citrus Valley Health Foundation, Action Food Pantry, Cory's Kitchen, and Domestic Violence Victim Advocate. Red Cross Meals on Wheels 4,000 Action Food Pantry* 8,000 Cory's Kitchen* 6,000 Project Sister 2,000 Domestic Violence Victim Advocate* 13,052 *$1,000 was removed from the staff recommended funding in order to provide $5,000 to Center for Aging Resources 2. Direct staff to allocate any additional CDBG program income funding received to the Domestic Violence Victim Advocate Program, not to exceed the program's FY 2008-2009 CDBG request of $20,000; and 3. Direct staff to reduce funding allocations to all programs, on a percentage basis, if the actual amount of program income received through June 30, 2008 is less than the projected $200,000. Motion carried 3-0. COMMUNITY DEVELOPMENT COMMISSION Mayor Lane recessed the City Council meeting at 8:42 p.m. to convene the Community Development Commission meeting. The City Council reconvened at 8:43 p.m. with all members present. DEPARTMENTAL MATTERS No reports for this meeting.
