SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
MAY 1, 2008
Mayor Lane called to order the special meeting at 6:06 p.m. in the Council Chambers at City Hall, 1444
W. Garvey Avenue, West Covina.

PUBLIC COMMENT ON ITEMS ON THE AGENDA
The following speakers spoke in opposition to the sale of alcoholic
beverages at service stations supporting the current ordinance.
Fred Sykes, West Covina resident, also expressed concerns with
the item being brought forth during a special meeting.
Dana Sykes, West Covina resident.
Elsie Messman, West Covina resident.
Bill Schaeffer, West Covina resident.
Anthony Chacon Jr., West Covina resident and President of the
West Covina Youth Basketball League.
John Solis, West Covina resident.
Royall Brown, West Covina resident.
Forrest Wilkins, West Covina resident.
Cynthia Cook representing the National Council of Alcoholic and
Drug Dependency.
Alfred Williams, West Covina resident.
Shirley Buchanan, West Covina resident, also addressed her
concern that if approved at a later date, will there be exclusion to
the proximity to school and child care facilities; expressed her
opposition to beer at Big League Dreams being allowed in the
stands.
Mary Hollifield, West Covina resident and West Covina Methodist
Church pastor.

RECONSIDERATION OF INITIATION OF CODE AMENDMENT TO ALLOW THE SALE
OF ALCOHOLIC BEVERAGES AT SERVICE STATIONS
Mayor Lane stated that she had previously voted to move forward
to look at the proposed amendment developed by the Planning
Department. Mayor Lane did not want the Planning Department
staff to proceed with the process if there is no support to amend the
current ordinance.
Mayor Pro Tern Hernandez stated that council should listen to the
public and to move forward to abandon the code amendment
change.
Councilmember Herfert inquired as to whom can make a motion to
reconsider previous action.
City Attorney Alvarez-Glasman stated any member who
was on the prevailing side may make a motion to reconsider.
Motion by Sanderson and seconded by Hernandez to reconsider
the initiation of a code amendment allowing the sale of alcoholic
beverages at service stations.
Motion carried 4-0.
Motion by Hernandez and seconded by Herfert to abandon the
direction to move forward with a code amendment, to rescind
previous action and to abandon any further discussion.
Motion carried 4-0.
