January 15, 2008
Mayor Lane called to order the regular meeting of the West Covina City Council at 7:10 p.m in the City
Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

for inclusion in the closed session discussion.

This item was continued to the next meeting.
Conference with Legal Counsel — Existing Litigation —
Patricia Mary Aguirre, et al. vs. City of West Covina - Discussion
ensued with no further action and nothing further to report.
Conference with Real Property Negotiators — Property:
Approximately 2.6 acre area of the southeast corner of West
Covina Parkway and West Gamey Avenue South of the Civic
Center Property — The developer has requested to terminate the
Exclusive Negotiating Agreement. The council approved the
request 3-0.
Items on the CDC Agenda:
Conference with Real Property Negotiators — Property:
Northeast corner of Azusa and Giambi Lane — Not discussed. This
item was held over to later meeting.
Conference with Real Property Negotiators — Property:
730 South Orange — No further action and nothing further to
report.

PRESENTATIONS Blue Star Video was aired.
Mayor Lane and Police Chief Frank Wills presented retiring
Corporal Andrew Hischar with a resolution of commendation and
City tile for 30 years of service with the City of West Covina.

ORAL COMMUNICATIONS
Frank Scalfaro Frank Scalfaro, Float Foundation president, thanked the Council
for their support of the Rose Float Foundation and thanked the
many volunteers. He also requested Council support for the entry
fee for participation in the 2009 Parade and approval of Heritage
Park for their annual Wine Tasting event in June.
Joanne Wilner Joanne Wilner, West Covina resident, commented on the proposed
sister city and friendship city relationships; and questioned how 5
handicapped spaces could be derived out of 5 standard spaces; and
commented on SB 353 - new laws pertaining to documents
distributed to councilmembers.
Royal] Brown Royall Brown, West Covina resident, thanked staff for the addition
of handicap spaces at the Senior Center and expressed concern
with the survey used at the senior center; spoke in favor of a hybrid
graffiti abatement program.
Juan Reynosa Juan Reynosa, West Covina resident and graffiti contractor,
responded to comments made at a previous meeting regarding his
company's work.
Dana Sykes Dana Sykes, West Covina resident, stated graffiti abatement
options presented to council need further evaluation, specifically
the proposed in-house program; spoke in opposition to moving
forward with the golf course due to the City's economics;
addressed I -Poly, a college prep high school available to West
Covina residents.
Bruce Leinbach Bruce Leinbach, West Covina resident, shared his story on
landscape maintenance issues in neighboring cities; recognized
candidates in the last election who did not prevail.
Lloyd Johnson Lloyd Johnson, West Covina resident, addressed comments made
by Mayor Pro Tem Hernandez to a senior citizen during the
previous city council meeting as inappropriate.
Don Carmen Don Carmen, West Covina resident, spoke on emergency
responses to his home and the quick response recognizing the
engine company who responded; addressed his compliance with
election laws with campaign filings.
Nelson Osorio Nelson Osorio, West Covina resident, spoke on behalf of residents
on Morganfield in regards to traffic issues and speeding in their
community and the need of a 4-way stop sign.
Rudy Valles Rudy Valles, West Covina resident, addressed Mayor Pro Tern
Hernandez and requested a public apology for comments made
toward his wife.
Ruben Miseta Ruben Miseta, West Covina resident, addressed concerns with the
way the RV ordinance is written and requested an amendment with
respect to the parking on property provisions.
Mayor Pro Tern Hernandez responded to comments made
to him regarding comments he made toward a resident at a
previous meeting.

D-4a Award of Purchase — Personal Protective Equipment
Personal Protective Equipment Recommendation is that the City Council waive the formal
contract procedure and approve an award of purchase for 25 sets of
Morning Pride Personal Protective Equipment (PPE) from Fisher
Scientific Company of Suwanee, GA, for a total cost of
$43,112.01, including sales tax and shipping per the pricing
awarded by City of Glendale, California, per their Purchase Order
No. 7000002835.
D-4b Ford Ambulance — Change Award of Purchase
Purchase of Ford Ambulance Recommendation is that the City Council take the following
actions:
1. Nullify the award to Taylor Made Ambulance in Newport,
Arkansas, for one (1) new Ford F450 Type-1 medium -duty
modular ambulance, due to documented concerns with the
bidder's past performance with other agencies.
2. Approve an award of purchase for one (1) new Ford F450
Type -I medium -duty modular ambulance to the second lowest
compliant bidder, Braun Northwest in Chehalis, Washington,
for a total cost of $147,071.63 including sales tax and delivery.
3. Appropriate additional funds in the amount of $6,760.47 from
the General Fund Reserve to fund the purchase.

a. It is recommended that the City Council introduce the following
ordinance reducing the speed limit on Citrus Street from Vine
Avenue to Hillside Drive from 45 mph to 40 mph.

b. Accept and file the following minutes of the Traffic Committee
meeting on December 18, 2007.
I. Request of Catalina Cirino, West Covina Resident
That curves along Heritage Drive between South Easthills
Drive and East Hillside Drive be reviewed.
Traffic Committee Recommendation:
That advisory speed limit signs (W13-1) be installed along
with advisory curve signs (WI-2) on the Eastbound and
Westbound before approaching the curve at Heritage Drive.
Install reflective and non -reflective raised marks (Detail 23)
along the centerline at the curves.
II. Request ofKarin Valore, West Covina Resident
That traffic conditions be reviewed at Stuart Avenue and
Turner Avenue.
Traffic Committee Recommendations:
That a W14R, advance warning for reverse curve, be
installed on Stuart Avenue east of Turner Avenue.
That right edge striping be installed on westbound Stuart
Avenue.
That curb along the curve be painted red adjacent to 241
Turner Avenue and 1413 Stuart Avenue.
III Request of Cy Koch and Dennis McConaughey, West
Covina Residents
That a multi -way stop be installed at the intersections of
Citrus Street and Montezuma Way and Citrus Street and
Spring Meadow Drive.
Traffic Committee Recommendations:
That in accordance with the provision of the manual of
uniform traffic control devices, the following speed shall be
established by ordinance along Citrus Street:
From Vine Avenue to Hillside Drive 40 MPH
That speed limit signs with radar -enforced plates be
installed on Citrus Street between Vine Avenue and
Hillside Drive.
That watch down hill speed signs be installed on
northbound Citrus Street.
That portable speed trailer be utilized on Citrus Street.
That red curb be installed on Citrus Street at Montezuma
Way and Spring Meadow.
That landscaping at the southwest comer of Citrus Street
and Montezuma way be trimmed/removed.
IV. Request ofLindsey Webb, West Covina Resident
That traffic condition be reviewed on Willow Avenue from
North Garvey Avenue to Pacific Avenue.

Participation in the 2009 Tournament of Roses Parade and

Alcohol at Wine Tasting Event Recommendation is that the City Council:
1. Approve the payment of $3,700 to the Tournament of Roses
for the entry into the 2009 Tournament of Roses Parade,

D-7d Comprehensive Annual Financial Report for the Year Ended June
Annual Financial Report 30 2007
Recommendation is that the City Council receive and file the
City's Comprehensive Annual Financial Report for the fiscal year
ended June 30, 2007.
D-7e Extension of Contract — Independent Auditing Services
Auditing Services Recommendation is that the City Council extend the contract of
Mayer Hoffman McCann, P.C., Conrad Government Services
Division, for three years to provide auditing services for fiscal
years 2007-08 through 2009-10.
Miscellaneous — Police Department
D-7f 2007 Supplemental Law Enforcement Services Fund (SLESF) Grant
SLESF Grant Recommendation is that the City Council:
Accept the Supplemental Law Enforcement Services Fund
(SLESF) grant, and appropriate the $217,198 grant as follows,
from the Fund balance of Fund 155:
• $93,698 into 155.31.3110.6220 (for police supply items)
• $89,000 into 155.31.3110.7160 (for police equipment
items)
• $34,500 into 155.31.3110.7170 (for police vehicles)

2. Waive the bid process and authorize the purchase of two used
vehicles for detective bureau and undercover work from
Reynolds Buick of West Covina for up to $34,500 including
sales tax.

Policy for Assisting Non -Profits Recommendation is that the City Council adopt the following
resolution:

CONSENT CALENDAR ACTION Motion by Sanderson and seconded by Hernandez to waive further
reading of the ordinance/resolution and introduce/adopt, and approve

Item D-7b The Addition of Five Handicapped Stalls at the West Covina Senior
Center - Community Services Director McNeill presented a brief staff
report. Mayor Pro Tern Hernandez expressed concern with removal of
landscaping and the associated cost for additional five spaces at one
suggested location vs. the installation of four spaces at another
suggested location which does not require the removal of landscape.
Community Services Director McNeill responded explaining the
various options available.
Motion Motion by Hernandez to install the five handicap spaces at the
recommended location on the south side of the parking lot without the
removal of any landscaping, specifically a tree at the location.
McNeill explained that the installation of the five spaces may
not be possible without the removal of the tree but four would.
therefore suggested using the verbiage of "up to five spaces."
Mayor Pro Tern Hernandez restated his motion to install up to five
handicap parking spaces without the removal of the trees.
Councilmember Sanderson supported the installation of five handicag
spaces with the removal of the tree and to replant additional trees along
the parkway.
Mayor Lane offers a second to Hernandez' motion.
Motion failed 2-2 (Herfert and Sanderson no).
Motion Motion by Sanderson to install five handicap parking stalls at the
recommended location and to plant additional trees in the parkway.
Herfert seconded the motion with the caveat that all attempts will be
made to not remove the tree.
Motion carried 3-1 (Hernandez no).
COMMUNITY DEVELOPMENT COMMISSION
Mayor Lane recessed the City Council meeting at 8:25 p.m. to
convene the Community Development Commission meeting. The
City Council reconvened at 8:26 p.m. with all members present
except Councilmember Touhey.

Mayor Lane announced that the Martin Luther King Jr. celebration
will be held at the Lakes on Monday, January 21, 2008.

meeting at 8:56 p.m. in memory of Martin Luther King Jr.
