Mayor Touhey called to order the special meeting of the West Covina City Council at 6:15 p.m. in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

CLOSED SESSION Mayor Lane commenced the closed session at 6:20 p.m. to discuss

Recess Mayor Lane recessed the special meeting at 7:00 p.m. to convene
the regular City Council meeting in the council chambers.
The special meeting reconvened at 10:10 p.m. in the City
Manager's Conference room with Mayor Lane, Councilmembers
Sanderson and Touhey present. Mayor Pro Tern Hernandez and
Councilmember Herfert were not present.
