Garvey Avenue, West Covina. Elsie Almer & Beverly Wheeler Elsie Almer & Beverly Wheeler of the West Covina VFW Auxiliary 8620 presented Mayor Touhey and the City Council with a Certificate of Appreciation for the continued support of the VFW Auxiliary. ORAL COMMUNICATIONS Milford Walker Milford Walker, West Covina resident, congratulated Councilmember Hernandez on his re-election to the City Council. Herb Redholtz Herb Redholtz, West Covina resident, congratulated Councilmember Herfert and Councilmember Hernandez on their re-election and looked forward to the end of negativity from speakers and the coming year. Royall Brown Royall Brown, West Covina resident, congratulated both Councilmember Herfert and Councilmember Hernandez and hoped to see all the Council at the Special Town Hall meeting on December 6 regarding final closure plans of the landfill. Mike Lee Mike Lee, City of Azusa resident, congratulated both Councilmember Herfert and Councilmember Hernandez, thanked Glenn Kennedy for curb painting and voiced his opinion on issues affecting the country. Emergency Repair of Compressed Natural Gas (CNG) Fueling D-4b Station CNG Fueling Station Recommendation is that the City Council take the following actions: 1. Approve an emergency repair to the Compressed Natural Gas (CNG) fueling station by Gas Equipment Systems, Inc. in the amount of $39,283.87. 2. Authorize staff to reallocate Air Quality Management District (AQMD) funds in the amount of $35,000 from 119.87.8758.7170 and $4,283.87 from 119.94.8639.7170 to account number 119.83.8875.7500. Mayor Lane opened the hearing. Public Works Director/City Engineer Yauchzee presented the report. ELECTION RESULTS AND COUNCIL REORGANIZATION Official Results of the November 6, 2007 General Municipal J-t 2007 General Election Staff report was presented by Assistant City Clerk Susan Rush announcing the certified results of the 2007 General Municipal Election. Assistant City Clerk Rush presented: Resolution 2007-82 RESOLUTION NO. 2007-82 - A RESOLUTION OF THE CITY 2007 General Municipal Election COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD NOVEMBER 6, 2007, DECLARING THE RESULTS THEREOF Motion Motion by Herfert and seconded by Hernandez to waive further reading of the resolution and to adopt. Motion carried 5-0. 3 City Council Minutes of December 4, 2007 J-2 Administration of the Oath of Office Steve Herfert City Clerk Carrico administered the Oath of Office to newly re- elected Councilmember Steve Herfert and presented him with a Certificate of Election. Roger Hernandez Gilbert Hernandez, brother of Roger Hernandez administered the Oath of Office to newly re-elected Councilmember Roger Hernandez and presented him with a Certificate of Election. Mayor Touhey thanked the Council and the community for allowing him to serve as the Mayor for the past year. Council Reorganization J-3 Mayor Touhey requested a motion to uphold the Mayoral Succession order. Motion Motion by Herfert to uphold the succession and install Councilmember Sherri Lane as Mayor and Roger Hernandez as Mayor Pro Tem. Touhey seconded the motion. The motion carried by 5-0. Oath of Office to New Mayor Sherri Lane City Clerk Carrico administered the Oath of Office of Mayor to Sherri Lane. Presentation of Mayoral Plaque to Outgoing Mayor Touhey Mayoral Plaque Mayor Sherri Lane presented outgoing Mayor Touhey with the Mayoral Plaque. Mayor Lane thanked Councilmember Touhey for his year of service as Mayor. Brief Comments by New Mayor Mayor's Comments Mayor Lane thanked the community for their support and made brief comments regarding the upcoming year. Brief Comments by Councilmembers Mayor Pro Tem Mayor Pro Tem Hernandez thanked the community for their support and looked for to working with his colleagues. Councilmembers Councilmember Herfert thanked the community for his re-election to the City Council and thanked his family and campaign staff. Councilmember Touhey thanked the City Manager and city staff for their support during his term as Mayor and congratulated Councilmembers Herfert and Hernandez on their re-election. Councilmember Sanderson thanked councilmember Touhey for his service as mayor to the community and congratulated the new mayor and re-elected councilmembers. Presentation Rob Charles, representing Assemblyman Ed Hernandez, presented Councilmember Herfert and Mayor Pro Tem Hernandez with certificates recognizing their re-election. Designation of Alternate to Los Angeles County Sanitation J-4 District Sanitation District Rep. Mayor Lane announced that as Mayor she will serve as the representative to the Los Angeles County Sanitation District but an alternate is required. City Council Minutes of December 4, 2007 Motion by Touhey and seconded by Sanderson to appoint Mayor Pro Tern Hernandez as alternate to the Los Angeles County Sanitation District.
