WEST COVINA CITY COUNCIL
November 6, 2007
Mayor Touhey called to order the regular meeting of the West Covina City Council at 7:02_p.m in the

PRESENTATIONS Blue Star Video was aired.
Mayor Touhey along with City Manager Andrew Pasmant
presented retiring Fire Chief Richard Elliott with a Resolution of
Commendation for his service. Fire Chief Elliott is retiring from
the City of West Covina on November 16, 2007.
Mayor Touhey presented Environmental Management Director
Steve Samaniego with a proclamation designating November 15,
2007 as America Recycles Day.
Mayor Touhey presented Sandy Hamilton, Territory Manager for
Citrus Valley Hospice, with a proclamation designating November
2007 as Hospice Month.
ORAL COMMUNICATIONS
Joanne Wilner Joanne Wilner, West Covina resident, reminded citizens there is
still time to vote in today's municipal election.
Irene Fleck Irene Fleck, West Covina resident, provided an update of programs
at the West Covina Library.
Alfred Williams Alfred Williams, West Covina resident, commented on a statement
made by a Planning Commissioner at a previous Planning
• Commission meeting and cautioned the current council and new
council of the type of persons they appoint to the commissions.

That traffic conditions be reviewed at Cortez Street from
Forestdale Avenue to Grand Avenue.
Traffic Committee Recommendations:
That additional speed limit (R2-4) signs with "Radar Enforced"
plate be installed along east and westbound Cortez Street
between Grand Avenue and Forestdale Avenue,
That W7-6, Hill Blocks View and W 13-1, advisory speed of 25
miles per hour be installed on westbound Cortez Street east of
Charvers Avenue.
X. Request ofMiriam Kim, Hollingworth Elementary School

That a school bus loading zone be established at Hollingworth
Elementary School.

That the existing parking restriction along the north of Merced
Avenue Adjacent to Merced Elementary School be removed.

Traffic Committee Recommendations:
That the No Parking restriction on the north side of Merced
Avenue adjacent to Merced Elementary School be removed.
That R9-3a, No Pedestrian Crossing, and R9-3b, Use Cross
Walk signs be installed on Merced Avenue adjacent to Merced
Elementary School.

D-6a Purchase of Cable Equipment for WCCT Channel 55
Purchase Cable Equipment Recommendation is that the City Council take the following
action:
1. Authorize payment of up to $170,000 to Mt. San Antonio
College for the purchase of various equipment to upgrade
WCCT's Control Room and City Council Chambers to
improve the operation and quality of production of WCCT
Channel 55; and
2. Appropriate $170,000 from the Public Education Government
(PEG) Fund to account 205.11.1130.7160.

D-6b Proposed Lease Agreement with Verizon Wireless
Verizon Wireless Recommendation is that the City Council approve the proposed
Lease Agreement authorizing Verizon Wireless to lease space to
build a wireless telecommunications facility within the City
Maintenance Yard at 825 South Sunset Avenue and authorize the
Mayor to execute the Lease Agreement.

EPMC Replacement Supplemental Retirement Plan:

EPMC/RHS Supplement Recommendation is that the City Council receive and file this
report.

D-6d Approval of Revised Class Specification for Firefighter Paramedic
Paramedic Class Specification Recommendation is that the City Council adopt the following
resolution:

D-6e Purchase of Four Ford Escape Hybrid Vehicles
Ford Escape Hybrids Recommendation is that the City Council approve an award of
purchase of four 2008 Ford Escape Hybrid vehicles to Clippinger
Ford of West Covina for a total cost of $98,594.10 including sales
tax and standard warranty.

D-647 Authorization for Fireworks Display
Fireworks Display WCHS Recommendation is that the City Council validate staff's
administrative approval for the fireworks display at the West
Covina High School homecoming ceremony held on October 26,
2007.

CONSENT CALENDAR ACTION Motion by Sanderson and seconded by Lane to waive further
reading of the resolutions and adopt, and approve all items with the
record reflecting that Touhey abstained on Item D-6b — Proposed
Lease Agreement with Verizon Wireless. Motion carried by the
following Roll Call vote:
AYES: Lane, Sanderson, Touhey
NOES: None
ABSENT: Herfert, Hernandez
PUBLIC HEARINGS No hearings for this meeting.
COMMUNITY DEVELOPMENT COMMISSION
Mayor Touhey adjourned the City Council at 7:35 p.m. to convene
the Community Development Commission meeting. The Council
reconvened at 7:36 p.m. with all members present except
Councilmembers Herfert and Hernandez.
