MINUTES
SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
April 16, 2007
Mayor Touhey called to order the special meeting at 6: 10 p.m. in the Community Room on the first floor
at City Hall, 1444 W. Garvey Avenue, West Covina.
PLEDGE OF ALLEGIANCE Led by Mayor Touhey
ROLL CALL Mayor Touhey, Mayor Pro Tern Lane
Councilmembers Herfert (arrived at 8:27 p.m.), Hernandez
Absent: Councilmember Sanderson
Others Present: Pasmant, S. Nichols, Fields, Freeland, Rush
PUBLIC COMMENT ON ITEMS ON THE AGENDA
No comments offered.
Councilmember Hernandez' stated that televising the meeting is
important and objects to the meeting not being televised. Mayor
Touhey stated a decision regarding whether to televise the meeting
will not be made without a vote of council.
Motion by Hernandez to televise the special meeting.
Mayor Pro Tern Lane stated televising the interviews process was
not appropriate. Motion failed due to lack of second.
Motion by Touhey for all meetings involving attorney, interviews
(including the April 18, 2007 and any subsequent meetings
regarding attorney interviews) not be televised. Second by Lane.
Motion carried 2-1. (Hernandez no.) [Councilmember
Herfert had not arrived at time vote was taken.]
Order of interviews were chosen by random drawingr and firms
were asked to step into the Council Chambers until called forward
to be interviewed.
REQUESTS FOR QUALIFICATIONS (RFO) FOR SPECIAL LEGAL COUNSEL SERVICES
City Prosecutor The City Council interviewed the firms of Burke, Williams and
Sorenson; Best, Best & Krieger; and Jones and Mayer for City
Prosecutor specialized legal services.
Personnel/Labor Law The City Council interviewed the firms of Meyer Nave; Burke,
Williams, and Sorenson; and Best, Best & Krieger for the
Personnel/Labor Law specialized legal services.

Motion by Herfert and seconded by Lane to adjourn the City
Council meeting at 7?9 p.m. Motion carried 4-0.
