Garvey Avenue, West Covina. PRESENTATIONS Blue Star Video was aired. Vanessa Carter, Senior Citizens Center Supervisor, was unable to be present to receive a Resolution of Commendation for her service. Mayor Herfert thanked Secretary to the City Council Nancy Ramos and Executive Assistant to the City Manager Sandy Galvez (not present) for their service during his term as Mayor and presented City Manager Andrew Pasmant a plaque recognizing his leadership. Mayor Herfert presented Sing Yam, owner of Rainbow Donuts, a certificate recognizing her outstanding business. (Presentation made during Oral Communications due to her late arrival). COMMUNICATIONS Grace Barrios Grace Barrios, West Covina resident, thanked the council for the Shadow Oak Park workshop and requested council to adhere to policy affording every councilmember the opportunity to serve as Mayor and Mayor Pro Tem. • David Wachtelbom David Wachtelbom, West Covina resident, spoke on the BKK project and the dust produced by the construction. Cesar Cervantes Cesar Cervantes, West Covina resident, expressed support for Councilmember Hernandez to the position of mayor. Joanne Wilner Joanne Wilner, West Covina resident, inquired as to the status of the defibrillators, addressed accusations against Hernandez, and the placement of Hernandez in the rotation process. Alfred Williams Alfred Williams, West Covina resident, thanked West Covina residents for participating in the Shadow Oak Park workshop and their support of the park; addressed a conversation he had with Mayor Pro Tem Touhey at the workshop. Herbert Spillman Herbert Spillman, West Covina resident, addressed the mayoral rotation process and Councilmember Hernandez' placement in the rotation. Dana Sykes Dana Sykes, West Covina resident, addressed issues of Shadow Oak Park and commented on the mayoral rotation process. Fredrick Sykes Fredrick Sykes, West Covina resident, addressed concerns of residents on the southern portion of the City. Juan Diaz Juan Diaz, West Covina resident, addressed Councilmember Hernandez previously being passed over as mayor and voiced support for Councilmember Hernandez for the position of mayor. John Scheuplein John Scheuplein, West Covina resident, requested the meeting be adjourned in memory of Lance Corporal Mario D. Gonzalez, a recent victim of the Iraq war; addressed the recent Shadow Oak Park workshop, BKK Development groundbreaking, and Council rotation. Ed Casanova Ed Casanova, West Covina resident, commented on a recent event honoring veterans. Royal] Brown Royall Brown, West Covina resident, addressed excessive graffiti at Galster Park and the mayor rotation process. Vicky Fisher Vicky Fisher, West Covina resident, addressed the rotation process of the mayor supporting Councilmember Hernandez for mayor. Natalie Mendoza Natalie Mendoza, West Covina resident, addressed leadership and integrity of councilmembers. • Norma Martinez Norma Martinez, West Covina resident, commented on Shadow Oak Park workshop; mayoral rotation. Leonard Mercado Leonard Mercado, West Covina resident, addressed graffiti, trash issues, and the mayoral rotation. Bill Roe Bill Roe, West Covina resident, requested the council support the rotation ordinance and allow Councilmember Hernandez the opportunity of mayor. Tom Messman Tom Messman, West Covina resident, spoke in support of Councilmember Hernandez for the position of mayor. Bill Berger Bill Berger, West Covina resident, president of Hurst Ranch thanked the City of West Covina and City Council for their continued support of Hurst Ranch. Maria Gutierrez Maria Gutierrez, West Covina resident and Urban Graffiti associate, spoke in support of council unity. Juan Reinoso Juan Reinoso, West Covina resident, commented on language in the graffiti contract and graffiti issues in the city. Bruce Leinbach Bruce Leinbach, West Covina resident, announced upcoming high school events, spoke on the Shadow Oak Park workshop and the right for Councilmember Hernandez to become mayor. Lloyd Johnson Lloyd Johnson, West Covina resident, thanked Mayor Herfert for the past year and wished good luck to the new incoming mayor, requested council work together and move forward. Susan Renne Susan Renne, West Covina resident, praised Councilmembers Herfert and Touhey for being instrumental in the closure of BKK many years ago. Authorize payment of up to $70,000 to Mt. San Antonio college for the purchase of cameras and editing equipment for the operation of WCCT Channel 55; and 2. Appropriate $70,000 from the Public Education Government (PEG) Fund to account 205.11.1130.7160. Miscellaneous — Community Services Department D-5c Request for Maverick Field Lighting and Fee Waiver, Benefiting a Corey Lidle Fundraiser Corey Lidle Fundraiser Recommendation is that the City Council: 1. Authorize the use of Maverick Field lights on Sunday, November 26, 2006 for the Cory Lidle Memorial Tournament. 2. Direct staff to waive the Maverick Field rental fees on Sunday, November 26, 2006 for the Cory Lidle Memorial Tournament. Miscellaneous — Fire Department Purchase of Nine (9) Zoll Cardiac Monitor/Defibrillators to Fulfill D-5d a Los Angeles County Department of Health Services Mandate Purchase of Defibrillators Recommendation is that the City Council: 1. Approve the Fire Department's request to waive the formal contract procedure and award the purchase of nine (9) ZOLL, Series E, EKG monitor/defibrillators to ZOLL Medical Corporation. The total cost for the purchase is $141,966.25, • which includes sales tax. The pricing is consistent with the contract price established by Los Angeles County on their formal bid and Contract No. 41877 with the purchasing deadline prior to December 31, 2006. 2. Appropriate $141,966.25 from the General Fund Reserve to Account No. 11.32.3220.7160 to purchase the nine defibrillators. 2 City Council Minutes of November 21, 2006 • • Miscellaneous — Human Resources Department D-5e Change in PERS Medical Contract — Retiree Health Contribution Retiree Health Contribution Recommendation is that the City Council adopt the following resolution enabling implementation of the increase in the Public Safety retiree medical benefits per their MOU: Resolution No. 2006-95 RESOLUTION NO. 2006-95 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 2005-77, FIXING THE EMPLOYER'S CONTRIBUTION UNDER THE PUBLIC EMPLOYEES' MEDICAL AND HOSPITAL CARE ACT D-6 Conference and Meeting Report Conference and Meeting Report Recommendation is that the City Council receive and file this report. CONSENT CALENDAR MOTION Motion by Sanderson and seconded by Herfert to waive further reading of the resolutions and ordinance, read by title only and adopt, and approve all items except D-5c. Motion carried 5 —0. D-5c Request for Maverick Field Lighting and Fee Waiver, Benefiting a Corey Lidle Fundraiser — Councilmember Sanderson requested that the event also include security. City Manager Pasmant stated that security would be arranged. Motion by Herfert and seconded by Touhey to approve Item D-5c per staffs recommendation. Motion carried 5-0. PUBLIC HEARINGS No hearings for this meeting. COMMUNITY DEVELOPMENT COMMISSION No meeting scheduled. DEPARTMENTAL MATTERS No reports for this meeting. COUNCIL REQUESTS FOR REPORTS, STUDIES OR INVESTIGATIONS None CITY COUNCIL REORGANIZATION Mayor Herfert commented on his past year as Mayor and highlighted several accomplishments which included a balanced budget and numerous new developments. Mayor Herfert thanked the residents, his family and the Council and staff for their support. Councilmember Hernandez requested to make a Councilmember Report. MAYOR'S/COUNCILMEMBERS' REPORTS Councilmember Hernandez thanked the audience for attending and expressing their view and opinions of their community and it's leadership and commented on the mayoral rotation process. Mayor Pro Tem Touhey gave a brief report, in compliance with AB1234, regarding a recent conference in Boston,"EPA Brownfields" and will provide a full report at the next Council meeting. 5 City Council Minutes of November 21, 2006 CONTINUED CITY COUNCIL REORGANIZATION Oath of Office and Council Reorganization Assistant City Clerk Rush read the mayor rotation process governed by City ordinance. Mayor Herfert asked for a motion to confirm the mayoral • succession as determined by the rotation process confirming Mayor Pro Tem Touhey as the new Mayor and Councilmember Sherri Lane as Mayor Pro Tem. Motion by Lane and seconded by Touhey to confirm the rotation. Motion carried 4-0-1 (Hernandez abstained). Councilmember Sanderson thanked Mayor Herfert for his past year of service and made several comments regarding issues brought up during oral communications. Councilmember Lane also thanked Mayor Herfert for his service and for being able to serve under him. Mayor Pro Tem Touhey thanked Mayor Herfert for his leadership and commented on the decorum of this evening's meeting. Oath of Office City Clerk Carrico administered the Oath of Office to incoming Mayor Michael Touhey Mayor Touhey presented outgoing Mayor Herfert with the traditional Mayoral plaque for his past term as Mayor. Mayor Touhey introduced his family and recognized the many officials from neighboring cities and agencies who where in attendance. Mayor Touhey shared his vision for the upcoming year. COUNCILMEMBER COMMENTS Councilmember Herfert gave a brief report of a recent Brownfield conference he attended, in compliance with AB 1234. Designation of Alternate to L.A. County Sanitation District Mayor Touhey stated that as Mayor he would automatically become the City's delegate to the Los Angeles County Sanitation District Board of Directors and opened the floor for nominations for an alternate to the board. Councilmember Herfert nominated Councilmember Sanderson to serve as alternate. Nomination was seconded by Councilmember Lane. No other nominations were made and nominations were closed. Motion by Herfert and seconded by Lane to appoint Councilmember Sanderson as the Alternate Director to the L.A. County Sanitation District. Motion carved 5-0. • CONTINUED COUNCILMEMBER COMMENTS Councilmember Hernandez again thanked the residents for their attendance and support he received from them and initiated further discussion regarding Shadow Oak Park. 6 City Council Minutes of November 21, 2006 ADJOURNMENT Motion by Touhey and seconded by Herfert to adjourn the meeting at 9:50 p.m. in memory of Danny Stokes, former West Covina resident; and Marine Lance Corporal Mario D.
