09-01-2006 - Special Meeting - Minutes• MINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL September 1, 2006 Mayor Herfert called to order the special meeting of the West Covina City Council at 12:20 p.m. in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Herfert, Mayor Pro Tern Touhey, Councilmember Sanderson Absent: Councilmembers Hernandez, Lane Others Present: Fields, Alvarez-Glasman, McNeill, Morgan, Reynosa, Rush Motion by Mayor Pro Tern Touhey and seconded by Sanderson to hold Item III, Nominating a City Councilmember to Run for Election to the San Gabriel Basin Water Quality Authority, to Tuesday September 5, 2006. Motion carried 3-0. PUBLIC COMMENT ON ITEMS ON THE AGENDA John Scheuplein John Scheuplein, West Covina resident, questioned why a special meeting was called, as he didn't see any urgency regarding the item. Mayor Herfert stated that construction had begun on the safety netting at Maverick Field and any time delays can become costly if Council did not take immediate action to concerns that have arisen. II DISCUSSION OF FOUL BALL NETTING AT MAVERICK FIELD Public Works Director Yauchzee presented a brief staff report and projected an aerial map pointing out the proposed foul ball field netting and heights of the netting. Yauchzee stated that complaints have been received from residents regarding the height. Councilmembers discussed concerns of the residents in the area and proposed changes to address those concerns. Motion by Herfert and seconded by Sanderson to: • Reduce the height of the last pole, which is past the dugout along first base line and third base line from 50 ft. to 30 ft. • Move outfield net pole `B' to extend to the end of the property line behind 2653 Vanderhoof, at a 30 ft. height with net height at 30 ft. • Change outfield net `A' to 50 ft. height. Motion carried 3-0. III ADOPTION OF A RESOLUTION NOMINATING A CITY COUNCILMEMBER TO RUN FOR ELECTION AS A REPRESENTATIVE TO THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY This item is being held over to the regular meeting of September 5, 2006.
