Garvey Avenue, West Covina. INVOCATION Reverend Daniel C. White St. Christopher's Church PLEDGE OF ALLEGIANCE Councilmember Lane ROLL CALL Mayor Herfert, Mayor Pro Tern Touhey (arrived at 7:05 p.m.), Councilmembers Hernandez, Lane, and Sanderson Others Present: Pasmant, Fields, Alvarez-Glasman, Durbin, Elliott, Hoppe, Mclsaac, Rush, Samaniego, Wills, Yauchzee REPORTING OUT FROM CLOSED SESSION City Attorney Alvarez-Glasman reported the following: Prior to convening into closed session, all items on the Community Development Commission agenda were announced for inclusion in the closed session discussion. All members were present except for vice Chairman Touhey. Conference with Real Property Negotiators — Northeast corner of Valley/Nogales — Commission received briefing, direction was provided to Agency negotiator, with no final action taken and nothing further to report. CHANGES TO THE AGENDA None PRESENTATIONS Blue Star Video was aired. Mayor Herfert presented a brief background on West Covina's Clean -Up Saturdays program. Angelica Garcia from LA Works made a PowerPoint presentation on the Youth Program at LA Works. Mayor Herfert presented Mike Miller, representing the West Covina Lions, with a certificate from the City of West Covina for the 36`a Annual West Covina Night on the Town Program to be held on June 1, 2006. • PROCLAMATIONS Mayor Herfert presented Clinton Carver from the Employment Development Department a proclamation designating May as Veterans Appreciation Month. Mayor Herfert also announced that the Employment Development Department is conducting a Veteran Job Fair at Cameron Park Community Center beginning May 17 at 8:30 a.m. Council minutes of May 16, 2006 • • Mayor Herfert presented Shannon Yauchzee, Public Works Director with a proclamation designating the week of May 21 as National Public Works Week. ANNOUNCEMENTS City Manager Andrew Pasmant announced the following upcoming events: Wednesday, May 17 — Tip a Cop at BJ's Grill and Brewery from 5:00 p.m. to 10:00 p.m. All gunds generated will be donated to the Muscular Dystrophy Association. Saturday, May 20 — Household Hazardous and E-Waste Roundup from 9:00 a.m. to 3:00 p.m. at the City Yard. Saturday, May 20 — A Salute to the Armed Forces Perform-A- Thon and Plaque Dedication for Lillian Keil, from 11:00 a.m. to 4:00 p.m. at the West Covina Civic Center. Friday, June 2 through Friday, September 1 — Live at the Lakes, from 6:00 p.m. to 8:00 p.m. Live entertainment at the Lakes Entertainment Complex. Thursday, June 8 through Thursday, September 7 — Summer Concert Series, from 7:00 p.m. to 9:00 p.m. at the Lakes. Live entertainment by a variety of bands at the Lakes Entertainment Complex. City Manager Pasmant also announced an expansion to the City's website to add City News. ORAL COMMUNICATIONS Tyra Mason Tyra Mason, West Covina resident, promoted the Lions Club Night on the Town and upcoming Chamber of Commerce sponsored events. George Ogden George Ogden, West Covina resident, invited all American Veterans to the upcoming Perform -A -Thou on Saturday, May 20. Lloyd Johnson Lloyd Johnson, West Covina resident, addressed the Council regarding several upcoming events in the City and a recent article in the Tribune. Royall Brown Royall Brown, West Covina resident, inquired into the practices of staff and the City Attorney gathering socially. John Hughes John Hughes, West Covina resident, reported on a recent MDA fundraiser and upcoming fundraising events. John Scheuplein John Scheuplein, West Covina resident, commented on several issues including Shadow Oak Park and a recent social event of Council UPDATES/REPORTS FROM CONSULTANTS No reports for this meeting. COMMUNITY DEVELOPMENT COMMISSION Mayor Herfert recessed the City Council meeting at 7:54 p.m. to convene the Community Development Commission meeting. The City Council reconvened at 8:05 p.m. with all members present. DEPARTMENTAL MATTERS G-1 Tow Service Contract Tow Services Contract Lieutenant Dettor presented the staff report recommending that Royal Coaches be awarded the remainder of the tow contract in Area 2, due to the default of Budget Tow. Manuel Moreno of Royal Coaches spoke in support of continuing the contract between the City and Royal Coaches. Bill Salazar of Royal Coaches spoke on the attributes of his company, staff and equipment and urged Council to award the remainder of the bid in Area 2 to Royal Coaches. Taz Al-Badawi, Bob's Towing, requested Council's consideration of Bob's Towing for the remainder of the current contract. Robert Ring, representing Bob's Towing, requested Council award the remainder of the bid to Bob's Towing. 05/16/06 Council minutes of May 16, 2006 • • Royall Brown, West Covina resident, urged Council to request a formal bid process. Motion Motion by Lane and seconded by Hernandez to approve Royal Coaches Towing for tow service in Area 2 at a bid of $50,000 annually for the remainder of the current tow service contract. Motion carried by 5-0. CONTINUED ORAL COMMUNICATIONS None. MAYOR'S/COUNCILMEMBERS REPORTS 1-1 Partnership with City of Baldwin Park to Seek Funding for 605/10 Interchange Improvements 605/10 Interchange Improvements Mayor Herfert presented a brief background of the matter requesting support to partner with the City of Baldwin Park to seek funding opportunities for improvement to the 605/10 interchange. Mayor also requested to incorporate staff to research AQMD or other restricted funds for this purpose. Motion Motion by Herfert ad seconded by Sanderson to partner with the City of Baldwin Park to seek funding for improvements to the 605/10 interchange and direct staff to research AQMD and other funding opportunities. Amended Motion Councilmember Hernandez requested to expand the partnership to neighboring cities. Mayor Herfert accepted the amendment. Motion carried 5 — 0. COUNCIL REQUESTS FOR REPORTS, STUDIES OR INVESTIGATIONS J-1 Request from Councilmember Roger Hernandez Requesting the City Council to Consider Developing a Bike -Helmet Give - Bike Helmet Give -Away Program Away Program with Air Quality Management District Funds Councilmember Hernandez presented a brief background of the proposed project and requested Council support to direct staff to bring back options of funding sources and costs for a program. Councilmember Hernandez also asked this be a Council project and not necessarily a project under his name. Motion by Hernandez and seconded by Touhey to direct staff to seek funding options and provide costs for a bike helmet give- away program. Motion carried 5-0. J-2 Request from Councilmember Sanderson to Amend Zoning Code Regarding Separation of Barns/Corrals and Swimming Amendment to Zoning Code Pools Councilmember Sanderson presented her request for Council support to look at options to separate barns/stables/corrals from swimming pools to protect the integrity of horse areas and for safety. Motion Motion by Sanderson and seconded by Lane to direct staff to look at options to require minimum separation between barns/stables/corrals and swimming pools. Motion carried 5-0.
