WEST COVINA CITY COUNCIL
December 6, 2005
Mayor Sanderson called to order the regular meeting of the West Covina City Council at 7:05 p.m. in
the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

REPORTING OUT FROM CLOSED SESSION
City Attorney Alvarez-Glasman reported the following:
The special meeting commenced at 6:13 p.m. Prior to
recessing into closed session, all items on the City Council agenda
were announced for inclusion in the closed session discussion.
Conference with Legal Counsel — Existing Litigation —
Richard Sher vs. City of West Covina: Briefing was given to
Council, direction was provided with respect to potential
settlement by unanimous vote.
Conference with Legal Counsel — Anticipated Litigation:
Briefing was given to Council on one matter involving
Councilmember Hernandez. Direction was provided by a 3-2 vote,
(Wong, Miller, Hernandez voting aye) to provide legal
representation for Councilmember Hernandez.

ORAL COMMUNICATIONS
Joanne Wilner Joanne Wilner, West Covina resident, spoke on City publications
pertaining to elections, political signs located at City fire stations
and she requested kinder campaigns in the future.
Khan Abdul Kayum Khan Abdul Kayum, West Covina resident, commented on a
recent encounter with a Councilmember.
Lloyd Johnson Lloyd Johnson, West Covina resident, thanked Councilmembers
• Miller and Wong for their service and congratulated Mayor
Sanderson and Councilmembers-elect Touhey and Lane.
Cookie Nance Cookie Nance, West Covina resident, congratulated Mayor
Sanderson on her reelection.
Herb Redholtz Herb Redholtz, West Covina resident, congratulated Mayor
Sanderson and welcomed Councilmembers-elect Touhey and Lane
and thanked Councilmembers Wong and Miller for their service.

Royall Brown Royall Brown, West Covina resident, congratulated Mayor
Sanderson and thanked the City for the progress made of projects
on North Azusa Avenue. He also commented on an agreement
between two local water agencies.
Tyra Mason Tyra Mason, a representative from the Chamber of Commerce,
• promoted several programs sponsored by the Chamber of
Commerce including the Farmers Market and thanked
Councilmembers Wong and Miller for their service.
Katherine Castucci Katherine Castucci, West Covina resident, congratulated Mayor
Sanderson and thanked Councilmembers Wong and Miller for their
service.
Bruce Leinbach Bruce Leinbach, West Covina resident, congratulated Mayor
Sanderson and Councilmembers-elect Lane and Touhey and
thanked Councilmembers Miller and Wong for their service.
Tony Ahumada Tony Ahumada, representing the American Legion, presented the
City with a donation of $500, on behalf of the American Legion,
for the purchase of the Lillian Keil memorial plaque.
Betty Valles Betty Valles, West Covina resident, congratulated the new
members to the Council, thanked the outgoing members and
thanked Councilmember-elect Touhey for running a clean
campaign.
ELECTION RESULTS Official Election Results of the November 8, 2005 General
Municipal Election
2005 General Election Staff report was presented by Assistant City Clerk Sue Rush
announcing the certified results of the 2005 General Municipal
Election.

Motion Motion by Miller and seconded by Hernandez to waive further
reading of the resolution and to adopt. Motion carried 5-0.
Comments from Outgoing Councilmembers
Comments from Outgoing Councilmember Michael Miller
Councilmember Miller thanked the voters for the opportunity to
serve over the past four years and stated his votes on the Council
were for the betterment of the community.
Councilmember Miller mentioned different projects and programs
that he helped to facilitate and implement with the support of his
colleagues, which included:
• The West Covina Services Group
• Plan to relieve traffic congestion at Amar and Azusa
• Grade separation at Nogales and Valley
• Proposition lA to stabilize funding for cities
• Moving the financing of the Rose Float from public to private
• Started a sister city program with Kurobane, Japan
• Worked toward a balanced budget

Councilmember Miller thanked his family, his campaign
committee, the voters who supported his campaign, the
commissioners he appointed and the community. He stated he
would stay involved with the City.
Comments from Outgoing Mayor Pro Tem Benjamin Wong
• Mayor Pro Tem Wong congratulated the newly elected officials
and thanked fellow Councilmember Michael Miller for his service
to the community. Mayor Pro Tem Wong also thanked city staff
that he has worked with, past West Covina City Councilmembers,
friends and volunteers, and his family.

Presentations to Retiring Councilmember Michael Miller
Mayor Sanderson presided over the presentation of plaques,
certificates and commendations to outgoing Councilmember
Miller. The following came forward:
• Assemblymember Ed Chavez presented a Certificate of
Recognition.
• Susan Simons, of the California League of Cities, presented a
plaque honoring his service to the California League of Cities.
• Brian Mejia, Field Representative for County Supervisor
Michael Antonovich, presented a Certificate of Recognition.
• Henry Lowe, Field Representative for State Senator Gloria
Romero, presented a Certificate of Recognition.
• Anela Freeman, Field Representative for Congresswoman
Hilda Solis, presented a Congressional Record highlighting
Councilmembers Miller's accomplishments.
• Charles Taylor, representing the Honorable John Chung Chair
of the California State Board of Equalization, presented a
Resolution.
• Mayor Sanderson, on behalf of the City of West Covina,

Marion Smithson Assistant City Clerk Rush administered the Oath of Office to re-
elected City Treasurer Marion Smithson and presented her with a

Laurie Carrico Assistant City Clerk Rush administered the Oath of Office to
newly elected City Clerk Laurie Carrico and presented her with a
Certificate of Election.
Sherri Lane City Clerk Carrico administered the Oath of Office to newly
elected Councilmember Sherri Lane and presented her with a
• Certificate of Election.
Michael Touhey City Clerk Carrico administered the Oath of Office to newly
elected Councilmember Michael Touhey and presented him with a
Certificate of Election.
Shelly Sanderson City Clerk Carrico administered the Oath of Office to newly re-
elected Councilmember Shelley Sanderson and presented her with
a Certificate of Election.
Comments from Incomine Councilmembers
Councilmember Lane took a seat at the Council table and by
invitation from Mayor Sanderson addressed the audience.
Councilmember Lane thanked her family, friends and committee
members for their support and thanked outgoing Councilmembers
Wong and Miller for their service to the City.
Councilmember Lane stated her vision is to continue with the
finest public safety. She would like to improve infrastructure,
improve programs for seniors and youth, improve commerce and
continue with a balanced budget. Councilmember Lane also stated
she would like the City to continue to produce events that will
increase community unity.
Councilmember Touhey took a seat at the Council table and by
invitation from Mayor Sanderson addressed the audience. He
thanked his family, friends, campaign staff and volunteers for their
support.

Comments from Reelected Councilmember Shelley Sanderson
Councilmember Sanderson congratulated City Treasurer Smithson,
City Clerk Carrico, and Councilmembers Lane and Touhey. She
thanked her friends and family and looked forward to working with
staff and the new Council.
Councilmember Herfert congratulated Mayor Sanderson and
Councilmembers Touhey and Lane and said he looked forward to
working with them.
Councilmember Hernandez congratulated Mayor Sanderson and
Councilmembers Touhey and Lane and said he looked forward to
working with the new Council and also thanked Councilmembers

City Attorney Alvarez-Glasman reported reorganization would
take place at the next Council Meeting.

Location: 2207 West Merced Avenue
Councilmember Lane reported that as a Planning Commissioner
she voted on this matter and to avoid the appearance of a conflict,
she recused herself from the discussion and left the Council
Chamber.
Mayor Sanderson announced the public hearing. Assistant City
Clerk Rush verified that proper legal notice had been given and
Mayor Sanderson opened the hearing. Planning Director McIsaac
presented the staff report explaining the request for a zone change.
Public Testimony Mayor Sanderson opened the public testimony portion of the
hearing and asked for comments. No one addressed the Council
and Mayor Sanderson closed the public testimony portion of the
hearing.

D-4 Award of Bid for City Entrance Monument Signs
Monument Signs (Proiect No. SP-06102)
Recommendation is that the City Council take the following
actions:
1. Accept the bid of Hondo Company in the amount of
$123,900 as submitted at the bid opening on October 11,
2005, and authorize the Public Works Director/City
Engineer and City Clerk to execute the contract. This work
will include the negotiation of change orders to allow for
the optional signs to be located on North Azusa Avenue,
Amar Road, and South Azusa Avenue.
2. Authorize staff to issue a change order to install solar cell
powered lighting on the entrance signs at a total change
order cost not to exceed $10,000.
3. Appropriate $10,000 from General Fund (110) for solar cell
powered lighting installation.

Mayor Sanderson recessed the Council meeting at 9:15 p.m. to
