REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
August 2, 2005
Mayor Sanderson called to order the regular meeting of the West Covina City Council at 7:06 p.m. in
the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

REPORTING OUT FROM CLOSED SESSION
City Attorney Alvarez-Glasman reported the following:
The City Council and Community Development
Commission commenced the special meeting at 6:11 p.m.
Prior to recessing into closed session, the items for
inclusion were announced. Mayor Sanderson arrived at 6:45 p.m.
Regarding items on the City Council Agenda, (Conference
" with Labor Negotiators — Police Officers Association, Police
Management Association, W.C. Firefighters' Association, I.A.FF,
Local 3226) Council received a briefing from Labor Negotiators
and provided direction to negotiators, there was no final action
taken and nothing further to report.
Regarding items on the CDC agenda:
(Conference with Legal Counsel — Anticipated Litigation — One
case — initiation of litigation) Legal counsel provided a briefing
with no final action and nothing further to report.
CHANGES TO THE AGENDA City Manager Pasmant stated that a supplemental report has been
provided for item C-1, Public Safety Special Tax Election, which
is available in the back of the room.
PRESENTATIONS
ORAL COMMUNICATIONS
Blue Star Video was aired.
John Hughes John Hughes, West Covina resident, addressed the success of the
Muscular Dystrophy Association (MDA) Fourth of July event and
invited all to attend the MDA Telethon and thanked everyone for
their support.
Herb Redholtz Herb Redholtz, West Covina resident, gave kudos to the new
Graffiti contractor.
Larry Larson Larry Larson, Walnut resident, provided an update, since his last
appearance before Council as of two weeks ago on Bridge group's
at the Senior Center.
Don Williams Don Williams, West Covina resident, addressed comments made
by the Senior Commission regarding gambling.

Teresa Mancini Teresa Mancini, Rowland Heights resident, addressed issues
regarding Bridge and the term "gambling."
Pamela Fielding Pamela Fielding, West Covina resident, expressed her concern
with the color of a home on her street and the distraction it creates
to drivers.
George Ogden George Ogden, West Covina resident, expressed concern that the
Bridge players are not offering solutions or assistance to the Senior
Center Bridge issues.
John Scheuplein John Scheuplein, West Covina resident, voiced concerns on the
issues of Bridge at the Senior Center and graffiti matters.
Ed Casanova Ed Casanova, West Covina resident, defended the Senior Center
staff regarding accusations from Bridge players.
Joanne Wilner Joanne Wilner, West Covina resident, voiced her views of the
Senior Center issues and said it should not have risen to the City
Council level.
UPDATES/REPORTS FROM CONSULTANTS
B-1 BKK Landfill Site Monthly Status Report
Special Counsel Lennard presented an update and highlighted
changes since his last presentation regarding BKK focusing on 1)
compliance with the DTSC order and 2) Proposition 65 Warning
notices. Mr. Lennard addressed the questions from City Council.
Joanne Wilner Joanne Wilner, West Covina resident, inquired about any potential
health issues with the reduction of the ground cover.
Motion Motion by Miller and seconded by Hernandez to receive and file
the report. Motion carried 5 — 0.
ITEMS CARRIED OVER FROM PREVIOUS COUNCIL MEETINGS
Councilmember Hernandez
Public Safety Special Tax Election
C-1 Finance Director Thomas Bachman introduced the subject matter
Public Safety Tax of placing a public safety special tax measure on the upcoming
November ballot. Dr. George Manross of Strategy Research
Institute (SRI) utilized a PowerPoint presentation to present the
results of a voter opinion survey that was used to determine the
feasibility of such a ballot measure.
Dr. Manross answered questions from Council regarding
mechanism of the survey, findings and issues regarding
participation in the survey.
Katherine Castucci Katherine Castucci, West Covina resident, spoke in opposition to
the Public Safety Tax, suggested that City funds be handled more
wisely to allow for sufficient funds.
Herb Redholtz Herb Redholtz, West Covina resident, supported the survey results,
but opposed the tax.
Lloyd Johnson Lloyd Johnson, West Covina resident, participated in the survey
and opposed new taxes.
Ed Casanova Ed Casanova, West Covina resident, opposed the new tax.

John Scheuplein John Scheuplein; West Covina resident, stated the survey costs
were unnecessary and didn't support the ballot measure.
Mike Spence Mike Spence, West Covina resident, opposed a new tax and
suggested budgeting for the items that the survey suggested need to
be addressed, such as the aged and outdated communications
system.
Steve Cox Steve Cox, West Covina resident, stated his opposition to the
proposed tax and made several comments regarding the survey.
Mayor Sanderson stated for the record that she did not support the
community survey and will not support any taxes.
Councilmember Miller stated his support of the community survey
to get a feel of what the community wants but won't support a tax
with the results that have been received. Mr. Miller expressed the
need for a new communications systems and asked staff to explore
how we can fund a new system without raising any taxes.
Councilmembers discussed the results of the survey and were in
concurrence there was no support of a tax measure passing.
Motion Motion by Herfert and seconded by Miller to receive and file this
report. Motion carried 5 — 0.
Councilmember Wong
Presentation of Options for Consideration Relating to the
Proposed Public Assistance —Redevelopment Contribution
Ballot Measure
C-2 City Manager Pasmant presented the staff report, which identified
Public Assistant Ballot Measure several issues that must be addressed prior to drafting an ordinance
in order to meets the .objectives of Mayor Pro Tern Wong's
request. Pasmant stressed the limited timeframe to prepare the
document to meet the requirement for the November ballot.
Mayor Pro Tern Wong suggested discussing each issue in order to
develop language for the ballot measure to establish some
minimum standard. Councilmember Miller concurred in
discussing each issue.
Katherine Castucci Katherine Castucci, West Covina resident, stated she was not in
favor of the Council setting parameters that bind them.
John Scheuplein John Scheuplein, West Covina resident, agreed with the previous
speaker and suggested the better planning of the Council and more
disclosure of projects to the community.
Royall Brown Royall Brown, West Covina resident, stated the Council hadn't
done their homework in planning for a ballot initiative and
suggested Council take staffs recommendation.
Motion Motion by Hernandez and seconded by Herfert to receive and file
the report.
Mayor Pro Tern Wong stated he would vote against receiving and
filing and expressed his disappointment in Council's unwillingness
to set minimum guidelines for dealing with the public's money.
Action Motion carried 3-2 (Miller and Wong voting no).

Award of Bid
D-4a Award of Bid for the Construction of the West Covina Cable
Cable TV Office Television Programming Office (Project No. BP-05304)
Recommendation is to accept the bid of All American Painting in
the amount of $44,375 and authorize the Public Works
Director/City Engineer and City Clerk to execute the contract.
D-4b Police Security Camera Svstem
Police Security Camera Recommendation is that the City Council take the following
actions:
1. Authorize the purchase of a police surveillance camera system
under City purchasing specification 0305-D, from Global
ePoint of the City of Industry, for $33,765.52, including taxes
and installation labor, using COPS Technology Initiative grant
funds (Fund 208) and Inmate Welfare funds (Fund 150), and
2. Appropriate $4,182 from Fund 150 (Inmate Welfare) fund
balance to 150.31.3115.7160.

D-6a Payment of FY 2005-06 Excess Workers' Compensation and
Work Comp/Emp. Liability Employer's Liability Insurance Coverage
Recommendation is that the City Council approve payment of the
City's 2005/06 Excess Workers' Compensation and Employer's
Liability coverage with the Big Independent Cities Excess Pool
(BICEP), in the amount of $75,647, to be paid from account
363.15.1530.6418.
D-6b Payment of FY 2005/06 Excess Liability Insurance Coverage and
Liability Ins. Coverage Approval of Continued Membership with the Big Independent
Cities Excess Pool (BICEP)
.` Recommendation is that the City Council:
1. Approve payment of the City's 2005/06 excess liability
insurance coverage with the Big Independent Cities Excess
Pool (BICEP) in an amount of $328,400 to be paid from
account 361.15.1530.6411.
2. Approve West Covina's continued membership in BICEP for
an additional three years beginning July 1, 2005

CONSENT CALENDAR ACTION Motion by Wong and seconded by Miller to waive further reading
of the ordinance and adopt, and approve all other items. Motion
carried 5 — 0.
• COMMUNITY DEVELOPMENT COMMISSION
Mayor Sanderson recessed the City Council meeting at 9:37 p.m.
to convene the Community Development Commission. The City
Council reconvened at 9:38 p.m.
DEPARTMENTAL MATTERS CITY MANAGERS OFFICE
Designation of Voting Delegate for League of California Cities
G-1 Annual Conference
Council reviewed the staff report.
Motion by Herfert and seconded by Hernandez to designate Mayor
Pro Tern Wong as the delegate for the League of California Cities
and Councilmember Miller as alternate. Motion carried 5 —0.
CONTINUED ORAL COMMUNICATIONS None
MAYOR'S REPORTS Mayor Sanderson stated there would be future discussion on ways
to disseminate more information to residents including having the
Discover brought back as a monthly publication.
Mayor Pro Tern Wong cautioned that a previous City
Council had adopted a policy regarding the mailing of City
publications before an election.
COUNCILMEMBERS' REPORTS
Councilmember Miller requested a report be brought back relative
to ways to finance public safety communication upgrade and
recommended that a meeting be held at the senior center in the
near future.
Councilmember Hernandez stated a resident had contacted him
regarding the maintenance of medians and city right-of-way and
suggested revisiting the maintenance schedules.
Councilmember Herfert requested the Big League Dreams project,
which had previously been put on hold, be brought back with
potential option for funding.
ADJOURNMENT Motion by Miller and seconded by Hernandez to adjourn the
meeting at 9:45 p.m. in memory of Tom Cook, Mayor of the City
of Fortuna. Motion carried 5 — 0.
