REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
June 21, 2005
Mayor Sanderson called to order the regular meeting of the West Covina City Council at 7:03 p.m. in
the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

REPORTING OUT FROM CLOSED SESSION
Deputy City Attorney Nichols reported the following:
Two items regarding existing litigations were heard; there
was no final action and nothing further to report.
CHANGES TO THE AGENDA No changes to the agenda were reported.

PRESENTATIONS Blue Star Video was aired.
Mayor Sanderson presented City tiles to Dr. Ronald Leon, retiring
Superintendent of Rowland Unified School District, for eleven
years of service to the District, and to Dr. Richard Vladovic,
retiring Superintendent of West Covina Unified School District,
for three years of service to the District.
Mayor Sanderson presented Principal Judy North of South Hills
High School, a Certificate of Recognition for the school's
accomplishment as a California Distinguished School.
Mayor Sanderson called forward Rich Jett and Al Marino,
Immediate Past Chairman and Secretary, respectively, of the Citrus
Valley Health Partners Board, who presented a video of the history
of the foundation.
ORAL COMMUNICATIONS
John Hughes John Hughes, West Covina resident, thanked the Chamber of
Commerce for honoring him as Citizen of the Year. He also
reminded everyone of the upcoming 41h of July MDA fundraiser
event on July 2, 3, and 4.
Ed Casanova Ed Casanova, West Covina resident, spoke of the sacrifices of the

housewives and women who helped build this town and asked the
Council to dedicate one acre of Cortez Park parkland to the
Seniors.
Loren Kizzia Loren Kizzia, West Covina resident, commented that the Council
was elected to serve the people, not themselves.
. John Lindow John Lindow, West Covina resident, spoke on his concerns with
the many restaurants popping up and whether they will survive and
also voiced his concern with the Cable TV lineup (Senate
Channel).
Lloyd Johnson Lloyd Johnson, West Covina resident, spoke in opposition to DC
Corp's quality of product and employee relations. He also
mentioned that DC Corp homes on Orange and Badillo are not
receiving mail.
Herb Redholtz Herb Redholtz, West Covina resident, stated that there was a quick
response by the Boys and Girls Club to remove graffiti he reported
on the Hotline this past Saturday and, said he supports the City
Manager who stated during the recent Budget Meeting that his goal
was to rebuild the organization.
Tyra Mason Tyra Mason, representing the West Covina Farmers Market,
encouraged everyone to come and visit the market.

B-1 Environmental Management Director Samaniego presented the
Trash rate increases staff report
Motion by Hernandez and seconded by Herfert to approve the CPI
adjustment and the Los Angeles County Landfill Tipping Fee
waste collection Schedule of Rates amendment to the Agreement
between the City of West Covina and Arakelian Enterprises, Inc.
dba Athens Services for the Collection of Solid Waste Recyclables,
Yard Wastes and other Compostables. Motion carried 5-0.

Mayor Sanderson opened the hearing. Staff report was presented

Public Testimony Mayor Sanderson asked for public comments and with none
offered closed the public hearing.

CORTEZ PARK MASTER PLAN AMENDMENT NO. 8
ZONE CHANGE NO. 05-07
D-3 Mayor Sanderson introduced the hearing matter. Assistant City
Clerk Rush verified that proper legal notice had been given and
Mayor Sanderson opened the hearing. Staff report was presented
by Planning Director McIsaac. Designer David Voltz gave a brief
presentation regarding the design of the Master Plan and proposed
amenities.
Public Testimonv Carl Davis, West Covina resident, voiced his support of in locating
the food bank at the park.
Royall Brown, West Covina resident, stated that there is support
from the community for a food bank in the City and urged
approval of alternative #1 which includes a food bank.
Joanne Wilner, West Covina resident, made several comments
regarding the proposed amenities and prefer alternative #2 which
does not include the food bank at the park.
Testimony Closed With no further comments, Mayor Sanderson closed the public
hearing.
Council Discussion Mayor Pro Tern Wong thanked staff, the Commissions and public
for their involvement in the project and agreed with staff
recommendation to have the Planning Commission look at
additional options for the food bank.
Councilmember Miller concurred with Mayor Pro Tern Wong and
supported the City assisting in finding an alternative location for
the food bank.
Motion by Hernandez and seconded by Herfert to support
alternative #2 which adopts the revised Master Plan concept with
the removal of the food bank and directs the Planning Commission
to study and make recommendations for alternative locations for
the food bank.
. Planning Director McIsaac stated a resident just south of the park
had requested a block wall be included in the plan on the property
line between her property and the park.
Councilmember Herfert advised the public that this is a concept
plan and there will not be any development until funding is
available.

City Council reconvened at 9:04 p.m. with all members present.

Clerk Rush verified that proper legal notice had been given and
Mayor Sanderson opened the hearing. Staff report was presented
by Planning Director McIsaac who answered questions from
Council.

hearing.

COMMUNITY DEVELOPMENT COMMISSION
Mayor Sanderson recessed the City Council meeting at 9:06 p.m.
to convene the Community Development Commission. The City
Council reconvened at 9:07 p.m. with all members present.
