• Mayor Sanderson called to order the special meeting of the West Covina City Council at 5:45 p.m. in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Councilmembers Hernandez (arrived at 6:10 p.m.), Miller
Absent: Councilmembers Herfert

CLOSED SESSION Mayor Sanderson commenced the closed session at 5:55 p.m. to
