REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
March 15, 2005
Mayor Miller called to order the regular meeting of the West Covina City Council at 7:03 p.m. in the
City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

REPORTING OUT FROM CLOSED SESSION
Deputy City Attorney Nichols made the following report.
The City Council held a closed session to consider one case
of anticipated litigation. A quorum was present consisting of
Mayor Miller, Mayor Pro Tem Sanderson, and Councilmember
Herfert. Authorization was given to proceed with the litigation by
a vote of 3-0 with Hernandez and Wong absent. Names of parties
involved and details will be available after commencement of the
litigation.
CHANGES TO THE AGENDA City Manager Pasmant announced that item B-1 will be continued
to the next meeting of the City Council.
PRESENTATIONS Blue Star Video was aired.
ORAL COMMUNICATIONS John Scheuplein, West Covina resident, thanked the Mayor for his
past year of service.
Royall Brown, West Covina resident, thanked all the Council for
the start of the project on Azusa Avenue.
Manual Meza, West Covina resident, provided pictures to Council
and addressed issues regarding DC Corp.
Nancy Michelle Begg, talked about West Covina's Sister City in
the 70's, the City of Toluca.
Tyra Mason, representing the West Covina Chamber and West
Covina Lions, invited the community to attend the West Covina
Certified Farmers Market and Street Festival.

D-2 Award of Bid for Traffic Signal Modification at Cameron Avenue
and Orange Avenue (Project No. TP-05502 )
Traffic Signal Modifications Recommendation is to transfer $34,500 in Gas Tax funds from
TP-05502 Account No. 124.85.8110.7800 to Account No. 124.85.8530.7800,
$9,980 from Account No. 124.85.8533.7800 to Account No.
124.85.8530.7800 and $9,000 from Account No. 123.85.8438.7800
to Account No. 123.85.8530.7800 and accept the bid of Republic
Electric in the amount of $68,480 as submitted at the bid opening
on September 21, 2004, and authorize the Public Works
Director/City Engineer and City Clerk to execute the contract.
D-3 Miscellaneous — Communications
Extension of Lease Agreement with 100 North Citrus LLC, for
Location of Radio Equipment
Recommendation is to approve a five (5) year extension of the
Lease Agreement for radio equipment space at 100 N. Citrus Ave.
and authorize the Mayor to sign the agreement.

items listed on the Consent Calendar. Motion carried by roll call

PUBLIC HEARINGS CODE AMENDMENT NO. 03-03
AMENDMENTS TO THE FY 2000-2004 COMMUNITY
DEVELOPMENT BLOCK GRANT CONSOLIDATED PLAN
E-1 Mayor Miller announced the public hearing. Deputy City Clerk
verified that proper legal notice had been given and Mayor Miller
opened the hearing. Staff report was presented by Community
Services Director Samaniego.
Public Testimony Mayor Miller opened and then closed the public testimony portion
of the hearing since there were no speakers.
Motion by Herfert and seconded by Hernandez to approve the
proposed amendment to the FY 2000-2004 Consolidated Plan to
include the following capital projects and additional amounts of
CDBG funding: annual Residential Street Rehabilitation
($670,000), Sidewalk Installation ($200,000), and Traffic Light
Installation at Nora/Badillo ($12,000).
Motion carried 4-0 with Wong absent.

MAYOR'S REPORT Letter of Support — HR 213 (Solis) — Safe Drinking Water for
Healthy Communities Act
I-1 An overview was presented by Mayor Miller.
Royall Brown, West Covina resident, urged the Council to support
the bill.
Motion by Miller and seconded by Herfert to forward a letter in
support of HR 213 from the City to all federal elected officials
representing the City of West Covina.
Motion carved 4-0 with Wong absent.
COUNCILMEMBERS' REPORTS
Councilmember Wong
Letter Opposing President Bush's Budget Proposal to
Eliminate the Community Development Block Grant Program
J-1 Mayor Miller presented an overview of the President's proposal.
Royall Brown, West Covina resident, suggested the City Council
alter their letter by asking ask for the continuance of the existing
funding.
Motion by Miller and seconded by Herfert to forward a letter
requesting that we favor receiving the existing level of funding for
Community Development Block Grants for local communities to
all federal elected officials representing the City of West Covina.
Motion carried 4-0 with Wong absent.
Councilmember Herfert
Letter of Support — HR 377 (Everett) — Honoring Every
Requirement of Exemplary Service Act of 2005 or Heroes Act
of 2005
J-2 Councilmember Herfert presented on overview of the bill.
Motion by Herfert and seconded by Hernandez to forward a letter
in support of HR 377 from the City to all federal elected officials
representing the City of West Covina.
Motion carved 4-0 with Wong absent.
Councilmember Hernandez requested the City Attorney's Office to
draft an ordinance for Council's consideration that would prohibit
the display of adult material in public places accessible to minors
[blinker racks].
CITY COUNCIL REORGANIZATION
Mayor Miller expressed his enjoyment serving as Mayor this past
year and his enjoyment serving the public and community. Mayor
Miller commented on last years Rose Float being completed from
private funds and the relationship formed with Kurobane, Japan as
West Covina's Sister City.
Mayor Miller stated he is looking forward to working with his
colleagues on economic development and balancing the budget.
Mayor Miller thanked the Council, the community, and the
attendees at the Council meetings and stated he will continue to
listen to the community as a Councilmember. Mr. Miller also
thanked the staff and stated he will continue to attend community
events and be active.

Oath of Office and Council Reorganization
Oath of Office City Clerk Laurie Carrico announced the mayor rotation process
governed by City ordinance and administered the Oath of Office to
incoming Mayor Shelley Sanderson.
• Mayor Sanderson presented outgoing Mayor Miller with the
traditional Mayoral plaque for his past year as Mayor of West
Covina.
Mayor Sanderson announced Councilmember Wong as the
incoming Mayor Pro Tern complying with the City's ordinance.
Designation of Alternate to L.A. County Sanitation District
Mayor Sanderson stated that as Mayor she would automatically
become the City's delegate to the Los Angeles County Sanitation
District Board of Directors; however the Council would need to
designate an alternate.
Councilmember Herfert nominated Councilmember Roger
Hernandez to serve as the alternate.
Motion by Miller and seconded by Herfert to close
nominations and designate Councilmember Hernandez as the
alternate delegate. Motion carried 3-0-1 with Wong absent and
Hernandez abstaining.
Mayor Sanderson thanked her family and those in attendance for
coming and their support and commented on the upcoming year.
Fellow Councilmembers congratulated Mayor Sanderson and
pledged their support in working together for the next year.
ADJOURNMENT Motion by Miller and seconded by Herfert by to adjourn at 8:02
p.m. in memory of
• Boy Jin Wong, mother of Councilmember Ben Wong
• Hetty Klotz, longtime resident
• Richard Bonaparte, former employee
• Bill Sias, member of the local VFW
And with thoughts and prayers for those in the community battling
illness and Mr. St. James Davis, praying for his recovery.
