SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
January 14, 2005
Mayor Miller called to order the special meeting of the West Covina City Council at 6:54 p.m. in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Herfert, Hernandez, and Wong

PUBLIC COMENT ON ITEMS ON THE AGENDA
No public comments offered.
APPOINTMENT OF CITY CLERK
City Clerk Appointment City Manager Pasmant announced that this item was continued
from January 10 and stated all candidates are eligible for
appointment to the position of City Clerk.
Mayor Pro Tern Sanderson made a motion to select Laurie Carrico
to the position of City Clerk.
Councilmember Wong requested that all Councilmembers
be allowed to make comments before making any motions.
Councilmembers commented on the qualifications of candidates
and thanked them for their interest.
Motion Motion by Herfert and seconded by Sanderson to appoint Laurie
Carrico to the position of City Clerk.
Councilmember Wong asked if there is a procedure for appointing
or a process such as making nominations. Deputy City Attorney
stated that there is no set procedure for making the appointment,
but there is a motion and a second on the floor and the only way to
not vote on the motion is to have it withdrawn by unanimous vote
of the Council.
Substitute motion Councilmember Wong offered a substitute motion that
would allow the Councilmembers to express their preference by
way of nomination, and then have a formal motion for appointment
by resolution from the nominees. Substitute motion seconded by
Miller, motion carried 4-1 with Sanderson voting no.
Mayor Miller asked for nominations.
Councilmember Herfert nominated Laurie Carrico and
• Councilmember Wong nominated Sandra Taylor. Wong moved to
close the nominations. Nominations closed by unanimous vote.
Mayor Miller asked for votes in favor of Laurie Carrico and
received affirmative votes from Hernandez, Sanderson and Herfert.
Mayor Mill then asked for votes in favor of Sandra Taylor and
affirmative votes from Wong and Miller. With the majority voting
for Carrico, Mayor Miller requested reading of the heading of the
resolution.

Resolution 2005-1 RESOLUTION NO. 2005-1 — A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
APPOINTING LAURIE CARRICO TO FILL THE PRESENT
TERM OF CITY CLERK UNTIL NOVEMBER 8, 2005
Motion by Wong and seconded by Sanderson to waive
further reading of the resolution and to adopt. Motion carried 5-0.
