REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
.January 4, 2005
Mayor Miller called to order the regular meeting of the West Covina City Council at 7:05 pm in the City
Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

REPORTING OUT FROM CLOSED SESSION
City Attorney Alvarez-Glasman reported the following:
The Community Development Commission convened
closed session at 6:05 p.m. with all members present except
Commissioner Wong. One item listed under Conference with Real
Property Negotiators was announced for inclusion and one public
testimony was heard prior to commencing closed session on the
following:

Commission received a briefing from negotiating parties, no final
action was taken and there was nothing further to report.
CHANGES TO THE AGENDA No changes.
PRESENTATIONS Blue Star Video was aired.
Mayor Miller introduced Mike Maggiore, Head Coach of the West
Covina High School's Varsity Football Team and San Gabriel
Valley Coach of the Year, who assisted the Mayor with
Certificates of Recognition to the Varsity Football Team who won
the 2004 CIF Southern Section Division VII Football
Championship. A short video of the championship game
highlights was aired.
Recess Mayor Miller recessed the meeting at 7:35 p.m. and reconvened at
7:39 p.m.
Councilmember Herfert requested that item B-1, Amendment to
the West Covina Municipal Code regarding Motions for
Reconsideration, be carried over to the next meeting due to
Councilmember Wong's absence. Mayor Miller announced that
there was one request for oral communication and one written
communication, and hopefully both will be available for the next
meeting. I

ORAL COMMUNICATIONS
Royall Brown Royall Brown, West Covina resident, made the following
comments: ' 1) complimented the landscaping along Azusa
Avenue; 2) inquired about the grading at BKK; and 3) made
statement of a rumor of a black tar substance at the landfill.
• Tyra Mason Tyra Mason, representing the West Covina Certified Farmer's
Market and Street Festival, invited residents to the attend the
Farmer's Market and announced the upcoming Martin Luther King
Day event scheduled for January 17"i.
John Scheuplein John Scheuplein, West Covina resident, complimented the Azusa
Avenue project (underground utilities) and commented on the need
for affordable housing and help for the homeless.
City Manager Pasmant, in response to Royall Brown's comments
at BKK, made the following statements: the grading delay is due
to issues the City working on with regulatory agencies and BKK,
and regarding substance found at BKK, a boring was done on the
commercial site and the sample has been sent to the lab for testing.
The next step will be determined by the results.

Relating to Motions for Reconsideration and Motions to

Councilmember Herfert requested earlier in the evening that this
item be held over to the next meeting due to the absence of
Councilmember Wong.

Minutes from the regular meeting of December 21, 2004
Award of Bid
Park Irrigation Improvements (Project No PP-05204)
Park Irrigation Improvements Recommendation is that the City Council accept the bid of Sunrise
PP-05204 Landscape Company, Inc. in the amount of $520,000 submitted at
• the bid opening on December 14, 2004 and authorize the Public
Works Director/City Engineer and City Clerk to execute the
contract. This recommendation is also to authorize the separate
purchase of required irrigation control equipment fi-om Ewing
Irrigation Company of El Monte, California in the amount of
$54,664.

CONSENT CALENDAR ACTION
Motion by Herfert and seconded by Hernandez to waive further
reading of the ordinance and adopt all items listed on the Consent
Calendar except item C-4 (Award of Bid). Motion carried by roll
call vote:
AYES: Herfert, Hernandez, Sanderson, Miller
NOES: None
ABSTAIN: None
ABSENT: Wong
Royall Brown Royall Brown, West Covina resident, commented that Galster Park
was not listed on the Park Irrigation Improvement project and the
need for irrigation at that park and utilizing grants for funding
irrigation.
Public Works Director Yauchzee responded that grants were
applied for, but the department was successful in obtaining only
one.
C-4 Motion by Hernandez and seconded by Herfert to approve all the
recommendations pertaining to the Parks Irrigation Improvement
project. Motion carried 4-0 (Wong absent).
MAYOR'S REPORT Mayor Miller wished everyone a Happy New Year and to stay dry.
COUNCILMEMBERS' REPORTS
Councilmember Hernandez wished everyone a Happy New Year
and congratulated the West Covina High School Varsity Football
Team for their championship.
Hernandez requested the following items be brought back by the
next regular meeting:
• RFQ for Engineering Services.
• Preservation ordinance.
• Update for the community of Studio One Eleven Master Plan
pertaining to Glendora Avenue.
And the following by the next meeting or the first meeting in
February.
• Update on Quail Ridge Center.
• Update on Country Club Center.
