Mayor Miller called to order the special meeting of the West Covina City Council at 6:05 pm in the City
Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Councilmembers Herfert, Hernandez and Wong (arrived at 6:12
P.M.)
