SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
November 23, 2004
40 Mayor Miller called to order the special meeting of the West Covina City Council at 6:51 pm at the
Cameron Community Center located at 1305 East Cameron Avenue, West Covina. City Council
immediately recessed to closed session in a side room adjacent to the main room at the center.
CLOSED SESSION
ROLL CALL Mayor Miller, Mayor Pro 'rem Sanderson
Councilmembers Herfert, Hernandez, Wong (arrived at 6:55 p.m.)
Others Present: Pasmant, Alvarez-Glasman. Pasmant excused himself for the discussion
of Public Employee Performance Evaluation.
The following items were considered:

OPEN SESSION Open session reconvened at 7:15 p.m. with Hernandez absent. Fernandez
returned at 7:20 p.m.
Staff Present: Pasmant, Alvarez-Glasman, Urban, Smilowitz, Samaniego, Morgan,
Dettor, Tedesco, Fields, Chung, Yauchzee, Wills, Holtz, Mclsaac, Yuasa;
Taylor, Elliott, Rush
Mayor Miller requested the City Attorney explain the limitations of oral
communications for a special meeting. City Attorney stated that oral
communications is limited to items on the agenda only. Cookie Nance
who submitted a card to address the Council withdrew her request to
speak.
Due to the number of people in the audience wishing to speak on the
Public Works items, the Mayor asked for the consensus of the City
Council to move the Departmental Matters forward before the Community
Meeting portion of the meeting.
DEPARTMENTAL MATTERS
PUBLIC WORKS
Traffic Committee Item Update Regarding Pacific Avenue
Staff report was presented by Public Works Director Shannon Yauchzee
who provided an update of the Traffic Committee's
review/recommendations of the traffic conditions on Pacific Ave.
Motion by Herfert and seconded by Hernandez to pursue the staff
recommendations of re -striping on Pacific Avenue, increased enforcement
and the installation of yellow flashing lights, one in each direction.

Traffic Committee Upgrade Regarding Cherrywood Street
Staff report was presented by Public Works Director Shannon Yauchzee.
Yauchzee utilized a map to point out areas of concern.
Marisela Gonzalez Marisela Gonzalez, West Covina resident made an appeal for the
installation of a multi -stop sign at Cherrywood Street and James Avenue
• due to the accidents.
Albert Ochoa Albert Ochoa, West Covina resident also appeal for a ntult-stop sign at
Cherrywood Street and .lames Avenue.
Motion by Herfert and seconded by Miller to refer the issue back to the
Traffic Committee and notify the residents of the outcome.
CITY ATTORNEY'S OFFICE
Issues Relating to the Mayor's Rotation and Council Reorganization
as a Result of the Change in the Municipal Election Date
City Attorney Alvarez-Glasman presented the staff report.
Mayor Miller suggests a 5°i option to reorganize in March and to adopt an
ordinance in April to change the Mayor's rotation and Council
reorganization to each November to keep consistent with the election date.
Council discussion continued on different options available to
them. Alvarez-Glasman provided clarification that the Government Code
require reorganization after the election (in November of odd -years)
regardless that our code currently states reorganization will occur during
the second meeting in March of every year. Councilmember Herlert
supports reorganization this upcoming March. Councilmember Wong
suggest shortening the current Mayors term a few months. allowing the
rotation in January or February. V
John Scheuplein John Scheuplein, West Covina resident stated there was plenty of time
after the March reorganization and before the November election to make
a change.
Motion by Wong and seconded by Herfert to receive and file and allow
the Mayor and Mayor Pro Tern to discuss during the Mayor/Mayor Pro
Tem meeting and bring back a proposal. Motion carried 5-0.
CITY ISSUES FOR DISCUSSION
The following staff members gave Power Point presentations regarding
current programs and projects.
Police Department
Lt. Dave 13arras presented the Police Department report as the
Service Area lieutenant in charge of Service Area District No. 3. He
provided a phone number of 626-939-8600, extension 7825. for residents
to use to contact him directly for issues concerning Service Area J.
Public Works..,
Public Works Director/City Engineer Yauchzee presented public
works items including the identification of responsibilities of the Public
Works Department and maintenance and repairs on streets.
Planning Department
Planning Director Mclsaac discussed several items of interest
including the proposed development of the downtown area.

Community Development Department
Redevelopment Agency Director Chung presented an update on
redevelopment projects including Big League Dreams, The Curve at the
Eastland Center, Hillcrest Development at the Lakes and West Covina
Senior Villas.
• John Hughes John Hughes, West Covina resident asked about plans to mitigate traffic at
West Covina Parkway and Vincent.
Community Services
Interim Community Services Director Samaniego presented an
update on community services programs citywide and presented a
slideshow of the Community Center.
ADJOURNMENT Motion by Miller and seconded by Hernandez to adjourn at 8:20 pm.
Motion carried 5-0.
