0 Mayor Miller called to order the special meeting of the West Covina City Council at 6:03 pm in the City
Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

CLOSED SESSION Mayor Miller commenced the closed session at 6:03 pm to discuss

Recess Mayor Miller recessed the special meeting at 6:55 pm to conduct the
regularly scheduled City Council meeting in the City Hall Council
Chambers. The City Council reconvened in the City Manager's Con-
ference Room at 11:50 pm to continue the remainder of the special
meeting agenda:
