11-02-2004 - Special 2 Meeting - Minutes• • MINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL November 2, 2004 Mayor Pro Tem Sanderson called to order the special meeting of the West Covina City Council at 6:00 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. Reverend Vernon Bennett of Shalom Community Church gave the invocation and Councilmember Herfert led the Pledge of Allegiance. ROLL CALL Mayor Pro Tem Sanderson, Councilmembers Herfert, Hernandez Absent: Mayor Miller, Councilmember Wong Others Present: Fields, Alvarez-Glasman, Yauchzee, Hoppe, Durbin, Elliott, Taylor, Dewus, Samaniego, O'Keefe, McIsaac, Wills, Chung, Berry REPORTING OUT FROM CLOSED SESSION City Attorney Alvarez-Glasman reported that the two scheduled items for discussion were announced and the closed session com- menced at 5:15 pm with Miller and Wong absent. Council was given briefed on the two items. Regarding the Cingular Wireless matter, staff was directed to proceed. Regarding the existing liti- gation matter, no final action was taken and there is nothing further to report. CHANGES TO THE AGENDA No changes offered. ORAL COMMUNICATIONS Herb Redholtz, a West Covina resident, stated that he had sent a letter requested the Woodside Master Plan be revised to exclude the component that permitted a storage facility/tenant at the Quail Ridge neighborhood commercial center as that still hasn't come to fruition. Joanne Wilner, a West Covina resident, (Consent Calendar Item C- 7e re CDC Stipends) suggested that full disclosure of the Council's current salary and benefits and any proposed increases should be reported to accurately assess the validity of increasing the CDC stipends. Motion by Hernandez and seconded by Herfert to waive further reading of the resolutions/ordinance and adopt/introduce; and to approve all oe=items and in regards to revising stipends: increase all commissioners by $50 and set the CDC stipend at the rate used by Rosemead ($1200/month). Motion carried by roll call vote: AYES: Herfert, Hernandez, Sanderson NOES: None ABSENT: Wong, Miller None scheduled for this evening. Mayor Pro Tem Sanderson recessed the City Council meeting at 6:16 pm to convene the CDC. The City Council reconvened at 6:21 pm with all members present except Wong and Miller. DEPARTMENTAL MATTERS CITY ATTORNEY'S OFFICE Options/Duties of the City Council in Light of the City Clerk's Recent Resignation City Attorney Alvarez-Glasman presented the staff report. Motion by Hernandez and seconded by Herfert to direct staff to post the upcoming vacancy for appointment. Motion carried 3-0. MAYOR'S REPORTS No reports scheduled. COUNCILMEMBERS' REPORTS Councilmember Herfert — Analysis of Robert's Rules of Order and Corresponding Provisions of the West Covina Municipal Code Relating to Motions for Reconsideration City Attorney Alvarez-Glasman presented the staff report. Councilmember Herfert stated that this is a clean-up procedure and by striking the one sentence from the Municipal Code section, the meaning is much clearer. Motion by Herfert and seconded by Hernandez to bring back an ordinance to amend Section 2-44 of the Municipal Code. Motion carried 3-0. DEPARTMENTAL MATTERS PLANNING DEPARTMENT Pre -Annexation of Nogales H.S. Pre -Annexation Agreement for Nogales High School Planning Director McIsaac presented the staff report. Motion Motion by Hernandez and seconded by Herfert to approve the pre -annexation agreement with the Rowland Unified School District elated to the annexation of the Nogales High School campus into the City of West Covina. 3 City Council Minutes 11/2/04 Joanne Wilner Joanne Wilner, West Covina resident, stated that the staff report did not include a report from the Police Chief as to how he felt the annexation of the high school would affect the Police Department's calls for service, response times, and fiscal impact on the department. • Jenny Hirst Jenny Hirst, West Covina resident and Associate Principal of Nogales High School, stated that the school administration's preference is to eliminate the following phraseology from page 3: .... "student discipline, counseling, student education programs, or truancy abatement purposes beyond the basic services routinely provided by the police department." Council discussion ensued regarding the inclusion of the phrase. Councilmember Herfert stated that since the Police Chief wanted that included, he preferred that it stay in. Motion was restated by Hernandez, seconded by Herfert to approve the pre -annexation agreement with the Rowland Unified School District related to the annexation of the Nogales High School campus into the City of West Covina. Motion carried 3-0. ADJOURNMENT Motion by Hernandez and seconded by Herfert to'adjourn the meeting at 6:50 pm. Motion carried 3-0.
