Mayor Miller called to order the special meeting of the West Covina City Council at 6:15 pm in the City
Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Recess Mayor Miller recessed the closed session at 7:20 p.m. to commence the
regularly scheduled City Council/CDC meetings in the Council Chambers.
The City Council reconvened the close session at 11:35 p.m. with all
Councilmembers, Pasmant, Alvarez-Glasman and Fields in attendance.
The following item not discussed earlier was considered.
