• Mayor Miller called to order the special meeting of the West Covina City Council at 6:45 pm in the City
Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Absent: Mayor Pro Tern Sanderson

CLOSED SESSION Mayor Miller commenced the closed session at 6:45 pm to discuss the
