06-09-2004 - Special Meeting - Minutes• • MINUTES SPECIAL JOINT MEETING OF THE WEST COVINA CITY COUNCIL AND THE ROWLAND UNIFIED SCHOOL DISTRICT BOARD OF TRUSTEES JUNE 9, 2004 Mayor Miller called to order the special meeting of the West Covina City Council at 7:08 pm in the Library at Rincon School, located at 2800 E. Hollingworth Street, West Covina. West Covina City Council: ROLL CALL Mayor Miller, Councilmembers Herfert, Hernandez Absent: Mayor Pro Tern Sanderson, Councilmember Wong Others Present: Pasmant, Adams, Freeland, Samaniego, Wills, Taylor, McIsaac, Bommarito, Rodriguez, Urban, Dewus, Loveday, Hauser, Berry Rowland Unified School District Board of Directors: President Nieh, Vice President Garcia, Trustees Chang, Gallegos Absent: Trustee Clerk Maxwell Others Present: Superintendent Ronald Leon, Rincon School Principal Debra Klotz PUBLIC COMMENTS ON ITEMS ON THE AGENDA No comments offered. DISCUSSION OF ITEMS OF MUTUAL INTEREST WITH THE ROWLAND UNIFIED SCHOOL DISTRICT BOARD OF TRUSTEES Annexation Status Planning Director McIsaac presented the status of both the annexa- tion of a small portion of land adjacent to Nogales High School and the City of West Covina that is being included into a residential development. He stated that it was moving along on schedule. The annexation of Nogales High School into the City of West Covina was being handled as a separate application to the Local Agency Formation Commission and there were still items to be worked out before it could move forward. Superintendent Leon added further details of the annex- ation proceedings. The Board of Trustees expressed their desire to continue moving forward with the Nogales High School annexation. CIP Program Status Planning Commission Roe expressed his wish that during this current budgetary crunch and afterwards, the City continue to work closely with the Rowland Unified School District for projects benefiting the schools and students in the south end of the City. City Manager Pasmant briefly discussed the state's impact on the City's budget and the City's intention this year to not fund any CIP projects from the City's general fund, to help preserve the general fund. He reminded Council of the upcoming budget session scheduled for June 161h. Councilmember Herfert noted the recreational project slated for the BKK landfill site and its availability to organized sport participants. Trustee Gallegos requested more information about the landfill site project. Council Minutes of 6/9/04 m Recognition of Achievements Mayor Miller spoke of the City Council's current practice in relying on Schools Districts or sports leagues to supply names and information to the City Manager's Office for recognition before the City Council at a regular meeting. He also said that City staff has been working on the concept of a special meeting just for recognition purposes so that sufficient time could be devoted to the awardees. It is still in the planning stages. Superintendent Leon was urged to contact Special Assistant to the City Manager Freeland with pertinent information. Councilmember Herfert offered the services of the City's cable producer to film the District's special events for airing on the cable channel. Visitations by Students/Internships/Promotion of ROP Students in City Activities Discussion ensued between the City Council and the Trustees regarding opportunities for the students to increase their work and learning experience. The discussion covered internships at City businesses (via the Chamber of Commerce), Youth Council (via the Community Services Department), and internships or ROP programs (via L.A. Works). City staff was able to provide contact names and other possible avenues to explore (such as the Filipino - American Chamber of Commerce). Both the Councilmembers and Trustees were pleased with the joint meeting and desired to have such meetings in the future. Mayor Miller requested the City Manager to arrange a meeting with pertinent staff from both organizations to resolve any issues related to the on -going swap meet at Nogales High School and the City's prohibition against swap meets — in relation to the pending annexation of the high school into West Covina. Superintendent Leon reported on the modernization of the District's schools: $1 million worth of upgrades, although there is $3 million worth of repairs/upgrades that they need to do. Board of Trustees President Nieh distributed a list of the Rowland Unified School District's Priorities and Objectives for FY 2004/05. Mayor Miller stated that the City Council had one more minor piece of business to handle before adjournment. West Covina Fire Department West Covina School District and City Fireworks Displays Fireworks Displays Council reviewed the staff report. Motion by Hernandez and seconded by Herfert to ratify authorization of a fireworks display at the west Covina High School for June 15, 2004 and July 4, 2004. Motion carried 3-0. ADJOURNMENTS West Covina City Council: Motion by Herfert and seconded by Hernandez to adjourn the meeting at 8:04 pm.
