REGULAR MEETING
OF THE
WEST COVINA CITY COUNCIL
March 16, 2004
Mayor Herfert called to order the regular meeting of the West Covina City Council at 7:27 pm in the
City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. Pastor Nester of St. Christopher's
Church gave the invocation and West Covina Police Explorers presented the colors. Tiffany Valdez
sang the National Anthem.

REPORTING OUT FROM CLOSED SESSION
City Attorney Alvarez-Glasman reported that all five members of
the CC/CDC were present for the closed session that convened at
6:21 pm.
The anticipated litigation matter listed on the City Council
closed session was discussed, with no final action taken but
direction was given to legal counsel. Regarding the CDC, the only
scheduled item discussed was the properties concerning the
Citrus/Workman site: direction was given to staff to continue
negotiating with the McIntyre Companies within the terms
expressed in closed session.

APPROVAL OF MINUTES The following minutes were approved as presented:

PRESENTATIONS The City's Blue Star Program video was aired, recognizing the
men and women currently serving in the armed forces.
Balentine Samarripa and Ken Potter of the Disabled American
Veterans presented Mayor Herfert with a special recognition award
for the City's fine attitude toward remembering the veterans of past
wars.
ORAL COMMUNICATIONS Terry Galzote and his wife Warlita, West Covina residents, invited
the City Council and citizenry to attend and participate in the
annual festival at St. Christopher's Church on Glendora Avenue.
Joanne Wilner, West Covina resident, commented on the ordinance
presented for second reading regarding trailers as living quarters.
She also offered to give the City Council a tour of Galster Park.
City Manager Pasmant stated that there were other
unanswered questions regarding the ordinance and recommended
that the City Council pull that from this evening's agenda and staff
would reschedule it for the next City Council meeting.
Nathaniel Warthon, West Covina resident, discussed a traffic
hazard on Priscilla Drive due to parking on the curves. He
requested that red curbs be installed.
Mayor Herfert referred the matter to the Traffic Committee
and that staff would get in touch with him.

John Scheuplein, West Covina resident, suggested that the motion
taken by Council several meetings ago denying the construction of
a Wal-Mart at the BKK landfill site be reconsidered.
Yolanda Gaytan-Ruiz, Chino Hills resident, requested Council to
adopt a resolution similar to the one adopted four years which,
accompanying many other such resolutions, helped to keep her
daughter's murderer in jail. Every four years he is up for parole
and that time is coming again in the next month or two.
Don Carman, West Covina resident, spoke favorably of a Wal-
Mart in West Covina.
Mike Cox, West Covina resident, asked for a permit variance for
the replacement gazebo on his property.
Mayor Herfert directed Planning Director McIsaac to con-
tact him.
Johnny Chua of the Filipino American Chamber of Commerce of
the San Gabriel Valley stated his pleasure in working with City
staff in the past and was looking forward to contributing to the
community in the next year.
Ed Casanova, West Covina resident, wished incoming Mayor
Miller the best in the coming year. He was not supportive of
laying off police officers to balance the budget.

CONSENT CALENDAR ACTION
Miscellaneous — Police Department
New "COPS MORE" Technology Grant
Recommendation is to take the following actions:
1) Accept the $99,628 COPS MORE technology grant and
appropriate the grant and required $33,209 match, as follows:
• $76,020 in 151.31.3111.7160 (automated ticket writing system)
• $56,817 in 151.31.3140.7160 (Automated Vehicle Locater
system)
2. Appropriate $33,209 from the fund balance of Fund 194
(the State CLEEP technology grant) and transfer that amount to
Fund 151, as the required cash match.
3. Authorize the purchase of 10 integrated handheld ticket
writers, with appropriate software modules, licenses,
implementation and support services, from Berendo Solutions
for $76,020 from 151.31.3111.7160.
4. Authorize the purchase of the Automated Vehicle Locator
(AVL) add -on hardware components and software from our
current mobile systems vendor, PST Technologies, for up to
$56,817 from 151.31.3140.7160.

Authority to Join in Amicus Brief with the California Building
Industry in Connection with that action entitled City of Burbank, et
al. v. State Water Resources Control Board
Recommendation is to authorize staff to have the City be included
on this Amicus Brief.
Miscellaneous — Human Resources
Revised Salary Range for Limited Service Planning Intern
Recommendation is to 1) increase the hourly pay range of the
limited service Planning Intern from $8.40 - $9.27 to $11.00 -
$12.24, and 2) amend the related resolution as follows:
RESOLUTION NO. 2004-19 — A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF WEST COVINA, CALI-
FORNIA, AMENDING RESOLUTION NO. 2001-55 RELATING
TO COMPENSATION OF LIMITED SERVICE CLASSIFI-
CATIONS, AS AMENDED; AND APPROVING THE REVISED
SALARY RANGE FOR THE LIMITED SERVICE PLANNING
INTERN
Motion by Wong and seconded by Hernandez to waive further
reading of the resolutions/ordinances and adopt/introduce, and to
approve all other items except Item C-2 (Ordinance for
Adoption re Trailers as Living Quarters). Motion carried by
roll call vote:
AYES: Hernandez, Miller, Sanderson, Wong, Herfert
NOES: None
Item C-2 City Manager Pasmant removed this item earlier in the meeting
with the understanding that it would be rescheduled for the next
City Council meeting.
• CITY COUNCIL REORGANIZATION
Mayor Herfert commented on his past year as Mayor and noted
that this particular year has been his favorite as Mayor (he served
as Mayor twice before). He thanked his fellow Councilmembers,
the members of his family for their continued support, community
activists, and City staff members for their hard work and support.
He noted several projects throughout the City that were completed
and those just starting under his watch.

Michael Miller sworn in as Mayor Assmblyman Ed Chavez was introduced and met Mayor Pro Tem
Miller at the podium for the Oath of Office. Once Mayor Miller
was sworn in, he assumed the Mayor's seat and conducted the
remainder of the meeting.
Mayor Miller presented immediate past Mayor Steve Herfert with
the traditional Mayoral plaque for his pastyear as Mayor of West
. Covina.
Mayor Pro Tem Shelley Sanderson
Mayor Miller recognized Councilmember Sanderson as the
incoming Mayor Pro Tem, complying with the City's ordinance
governing the rotation selection process of Mayor and Mayor Pro
Tem.
Councilmembers pledged their support in working with the new
Mayor for the next year and thanked Councilmember Herfert for
his year of leadership.
Los Angeles County Sanitation District
Mayor Miller explained that as the Mayor he would automatically
become the City's delegate to the Los Angeles County Sanitation
District; however, the Council needed to designate an alternate to
sit on the Board of Director.
Councilmember Wong nominated Mayor Pro Tem
Sanderson as the alternate. Motion by Wong and seconded by
Herfert to designate Mayor Pro Tem Sanderson.
Motion carried 5-0.
Mayor Miller directed staff to distribute to each Councilmember
the list of Council Liaison Committees and Organizations.
He invited everyone to join the reception in the Community
Room at the conclusion of the meeting.
ADJOURNMENT Motion by Miller and seconded by Herfert to adjourn the meeting
at 8:45 pm in memory of Frank Nixon, a long-time citizen and
community participant. Motion carried 5-0.
