Mayor Herfert called to order the special meeting of the West Covina City Council at 6:21 pm in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

At 6:21 pm Mayor Herfert commenced the closed session to discuss the

The closed session concluded at 6:30 pm.
