03-15-2004 - Special Meeting - Minutes• MINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL March 15, 2004 Mayor Herfert called to order the special meeting of the West Covina City Council at 7:12 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Herfert, Mayor Pro Tern Miller Councilmembers Hernandez and Sanderson Absent: Councilmember Wong Others Present: Pasmant, Adams, Freeland, Yauchzee, Dewus, Chung, Wills, Johnson, Tedesco, McIsaac, Palkhiwala, Cendejas, Berry Mayor Herfert stated that public comments would be received after the presentation of the staff report. TRAFFIC ISSUES RELATED TO THE DEVELOPMENT AND FUTURE GROWTH AT THE INTERSECTION OF AMAR ROAD AND AZUSA AVENUE Staff Presentation Public Works Director Yauchzee presented the staff report and introduced Bill Dvorak of Kimley-Horn and Associates, traffic - engineering consultants who prepared three alternative improve- ments for the intersection in question. Mr. Dvorak discussed the three options, noting rights -of -way square footage to be acquired for each, and the project costs. None of the options require the taking of businesses for the construction. City Council asked questions of the consultant covering such topics as: pedestrian crossing, possible alternate north -south routes, and meeting with the residents and businesses in the area to gain their input. John Scheuplein John Scheuplein, West Covina resident, suggested the consultant's PowerPoint presentation should have been available before the meeting for the public. He suggested further contacting adjacent cities for assistance with the traffic abatement costs. Motion by Herfert and seconded by Miller to direct staff to schedule a meeting with the businesses and residents in the area. Motion carried 4-0. City Manager Pasmant suggested the City's representatives be invited as well, with an eye towards state or federal grant avail- ability. • ADJOURNMENT Motion by Sanderson and seconded by Herfert to adjourn the meeting at 7:50 pm.
