SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
January 26, 2004
• Mayor Herfert called to order the special meeting of the West Covina City Council at 4:10 pm in the
Council Chambers on the first floor at City Hall, 1444 W. Garvey Avenue, West Covina. Mayor Herfert
led the Pledge of Allegiance.
ROLL CALL Mayor Herfert, Mayor Pro Tern Miller, Councilmembers
Hernandez (arrived at 4:15 p.m.), Sanderson
Absent: Councilmember Wong
Others Present: Pasmant, Freeland, Fields, Swink, Bachman, Genovese, Ballard,
Rodriguez, Pesiri, Bommarito, McDonald, Hoppe, Dominguez,
Hudson, Reynosa, Smilowitz, Yuasa, McIsaac, Wills, Houston,
DeVera, Hauser, Taylor, Yauchzee, Samaniego, Nichols, Dewus,
Lee, Urban, Chung, Rush
Mayor Herfert announced that the purpose of the special meeting
was to receive a mid -year budget update.
ORAL COMMUNICATIONS In response to a request from the audience, Mayor Herfert deferred
oral communications until after the presentation.
OPEN SESSION 2003-04 FISCAL YEAR MID -YEAR BUDGET UPDATE
City Manager Pasmant made brief comments on the budget before
introducing Finance Director Tom Bachman who presented a
review of the 2003-04 mid -year budget.
Mr. Bachman presented the 2003-04 budget update utilizing a
power point presentation. The presentation included a budget
summary, a five-year history of the general fund budget and
expenditures, and five-year projections. Options for closing the
budget gap for this year and in the future were also included in the
presentation.
City Manager Pasmant and Finance Director Bachman responded
to various questions from Councilmembers regarding the budget
update.
Mayor Herfert asked if there were any comments from the
audience. The following addressed the Council:
Joanne Wilner Joanne Wilner, 2108 Casa Linda Drive, commented on the
presentation and inquired about the property tax growth projection
calculation, to which Mr. Bachman responded. She also suggested
• reviewing the PERS 3% @ 50 formula as a possible savings.
Bernie Wilner Bernie Wilner, 2108 Casa Linda Drive, complimented staffs
presentation and spoke in general of the severity of the budget
problem facing the City. It was his opinion that the community
wouldn't believe cuts to the budget were necessary until they
actually saw them happening.

Special meeting
John St. John John St. John, West Covina resident, commented on overhead
costs and suggested the use of solar panels on city buildings to help
generate electricity.
Motion by Herfert and seconded by Sanderson to direct staff to
bring the budget situation back to the Council at the next regular
City Council meeting. Mayor Herfert said that Councilmember
Wong very much wanted to be here this evening but was unable to
• attend. Mayor Herfert felt it was important that all
Councilmembers give direction on the budget issues. Motion
carried 4-0.
RECESS Mayor Herfert recessed the meeting at 5:20 p.m. and announced
that after a brief recess the City Council would convene in the City
Manager's Conference Room to conduct a closed session meeting.

CLOSED SESSION The City Council reconvened at 5:35 p.m. with all Councilmember
present except Councilmember Wong. Also present: Pasmant,
Fields, Mcisaac and Nichols. Mayor Herfert commenced the
closed session to discuss the following items, however, Mayor Pro
Tern Miller excused himself during the labor negotiations.

ADJOURNMENT Motion by Herfert and seconded by Sanderson to adjourn at 6:00
p.m. Motion carried 4-0.
