SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
December 18, 2003
Mayor Herfert called to order the special meeting of the West Covina City Council at 7:38 am in the
City Hall Community Room, 1444 W. Garvey Avenue, West Covina.

PUBLIC COMMENT ON ITEMS ON THE AGENDA No comments offered.
CLOSED SESSION Mayor Herfert stated that the closed session would be conducted
first as it was a very short matter. City Manager Pasmant
announced the subject matter and Mayor Herfert recessed the City
Council at 7:40 am to confer on the following matter:

City of West Covina
The closed session concluded at 7:48 am and Mayor Herfert
reconvened the City Council meeting. City Manager Pasmant
reported that the three Councilmembers mentioned above were
present and received a short briefing before taking a unanimous
vote to approve the settlement agreement with Charter
Communications.

Mayor Herfert welcomed the attendees to the meeting and self -
introductions were given.
City Manager Pasmant gave a PowerPoint presentation of current
City projects.
Mayor Herfert left the meeting at 8:05 am and turned the gavel over to Mayor Pro Tern Miller.
Supervisor Antonovich arrived at 8:10 am and addressed the
current California financial situations are they affect the County of
Los Angeles and particularly the City of West Covina.
Discussion of City Issues
1) Master Planning for Trials presented by Acting Community
Services Director Samaniego.
2) Continued County Coordination for Street Paving presented
by Public Works Director/City Engineer Yauchzee.
3) County Code enforcement Issues on South Side presented
by Public Works Director/City Engineer Yauchzee.
4) Library Parcel Tax presented by Administrative Analyst
Freeland.
5) Annexation of County Areas presented by Planning
Director McIsaac.
6) Public Safety Sales Tax (Sheriff Baca's proposal) presented
by City Manager Pasmant and Police Chief Wills.
Commenting on the proposal, Sgt. Hellman stated that the
formula to Sheriff Baca's proposal was recently recon-
figured which will be more palatable to municipalities.
Supervisor Antonovich discussed the possibility of incorporating
into an upcoming ballot measure a %z of a one -cent sales tax
increase, earmarked just for libraries. The idea is that libraries are
directly connected with education, which is the focal point of the
ballot measure to which he referred.
Councilmember Wong left the meeting at 8:28 pm.
ADJOURNMENT Mayor Pro Tern Miller adjourned the meeting at 8:30 am.
