WEST COVINA CITY COUNCIL
DECEMBER 16, 2003
• Mayor Herfert called to order the special meeting of the West Covina City Council at 6:22 pm in the
City Manager's Office at City Hall, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Herfert, Mayor Pro Tern Miller, Councilmembers
Hernandez, Sanderson, and Wong (arrived at 6:25 pm)
Others Present: Pasmant, Alvarez-Glasman, Fields, Samaniego, Parks, Lennard,
Paul
PUBLIC COMMENT ON ITEMS ON THE AGENDA
John Abell John Abell of Abell-Helou spoke about the need to purchase the
vacant property adjacent to Nogales High School for the
development of a housing project.' He requested that the City
Council try to expedite the purchasing process.
CLOSED SESSION Mayor Herfert commenced the closed session at 6:25 pm to discuss
the following matters:
CONFERENCE WITH REAL PROPERTY NEGOTIATORS
Pursuant to Government Code § 54956.8
Property: Unimproved 4.5 acres of land located at the
northwest corner of Nogales High School located at
401 S. Nogales Street, La Puente
Agency Negotiators: Pasmant, Alvarez-Glasman, McIsaac
Negotiating Party: Rowland Unified School District
Under Negotiation: Price and/or terms of payment of possible
acquisition
CONFERENCE WITH LEGAL COUNSEL —
ANTICIPATED LITIGATION
1) Significant exposure to litigation pursuant to subdivision
(b) of Section 54956.9 of the Government Code:
One case involving potential litigation claims by DTSC
related to the BKK Landfill.
Mayor Herfert left the meeting at 6:35 pm as he objected to the
nature of the discussion of the following matter scheduled for
consideration:

One potential case.
The closed session concluded at 6:40 pm.
