SPECIAL MEETING
OF THE
WEST COVINA CITY COUNCIL
December 9, 2003
• Mayor Herfert called to order the special meeting of the West Covina City Council at 7:20 pm in the
Giano Intermediate School library, 3223 S. Giano Street, West Covina.
ROLL CALL Mayor Herfert, Mayor Pro Tern Miller, Councilmembers
Hernandez, Sanderson
Absent: Councilmember Wong
Others Present: Pasmant, Alvarez-Glasman, Freeland, Johnson, Taylor, Urban,
Yauchzee, Samaniego, Fields, Genovese, Chung, Bachman,
Ballard, McIsaac, Wills, Berry
PLEDGE OF ALLEGIANCE Mayor Herfert led the Pledge of Allegiance.
Mayor Herfert thanked Giano School Principal Hansen and the
Rowland Unified School District for permitting the City Council to
conduct a town hall meeting in the school's library. Principal
Hansen thanked the City for filling in the parkways with stamped
concrete for safety reasons and that it was aesthetically pleasing to
the neighborhood.
ORAL COMMUNICATIONS Herb Redholtz, 2622 Altamira Drive, wondered why the Penske
Auto Dealership was not going to relocate to the Citrus/Workman
site.
City Attorney Alvarez-Glasman responded that that was a
matter of closed session discussion and couldn't discuss it. He did
mention that McIntyre Company held the rights to the site and is
seeking another dealership.
John Bruner, West Covina resident, noted the mess surrounding
the new tenant at the Amar/Azusa northeast shopping center.
Mayor Herfert stated that the City has been working with the new
tenant to get things in order and either Redevelopment or Planning
will be in contact with them once more.
CITY ISSUES FOR DISCUSSION
The following staff members gave PowerPoint presentations
concerning programs and projects within the southern portion of
West Covina and responded to questions and comments from both
the Council and the audience.
Police Department
• Lt. Pete Mena presented the Police Department report as the
Service Area lieutenant in charge of Area District No. 4. He
reminded the audience to use the graffiti hot line (626) 442-6666
and the crime hot line if the caller wishes to remain anonymous
(626) 939-8688. Of course, with any crime in progress callers
need to use 9-1-1.
Public Works
Public Works Director/City Engineer Yauchzee presented public
works items. He noted the shopping cart hotline: (800) 252-4613.

Planning Department
Planning Director McIsaac discussed several items of interest and
that the City Council would be considering annexing Nogales High
School.
Redevelopment Agency
Redevelopment Agency Director Chung presented an update on
• redevelopment projects.
Community Services
Interim Community Services Director Samaniego presented an
update on community services programs citywide with an
emphasis on the southern portion of West Covina.
DEPARTMENTAL MATTERS PLANNING:
Waiver of Fees for San Gabriel/Pomona Parents' Place Event
at Cortez Park
Council reviewed the staff report.
Parents' Place Motion by Miller and seconded by Hernandez to approve
the request of the San Gabriel/Pomona Parents' Place Family
Resource Center to waive all permit fees associated with their
Information Fair and Festival planned for April 25, 2004 at Cortez
Park. Motion carried 4-0.
CITY MANAGER'S OFFICE:
Letter Supporting the Backfilling of the
Vehicle License Fee by the State of California
Council reviewed the staff report.
VLF Motion by Hernandez and seconded by Miller to direct
staff to forward a letter supporting the backfilling of the Vehicle
License Fee by the State of California to all state elected officials
representing West Covina and the League of California Cities.
Motion carried 4-0.
HUMAN RESOURCES:
Selection of Executive Search Firm for the
Fire Chief Recruitment
Fire Chief Recruitment Mayor Herfert announced that this item was being held over until
the December 161h City Council meeting.

Clarification of Ambulance Program from the
December 2, 2003 City Council Meeting
City Manager Pasmant stated that the report was being presented to
Council for a clarification of the action they took on this matter at
the last City Council meeting of December 2, 2003.
Fire Ambulance Program Council discussion ensued and upon conclusion, a motion
was taken to clarify the Council's position. Motion by Hernandez
and seconded by Sanderson to stop the RFP process and the
purchasing of any ambulances. Further, staff was directed to
report back to the Council once meetings have been conducted
• with each of the two current ambulance companies. Motion
carried 3-1 with Miller voting no.
ADJOURNMENT Motion by Miller and seconded by Herfert to adjourn the meeting
at 8:20 pm. Motion carried 4-0.
