Mayor Pro Tem Miller called to order the special meeting of the West Covina City Council at 6:19 pm
in the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

(arrived at 6:43 pm), and Wong
Absent: Mayor Herfert
