SPECIAL MEETING
OF THE WEST COVINA CITY COUNCIL
AUGUST 28, 2003
Mayor Herfert called to order the special meeting of the West Covina City Council at 2:20 pm in the
main lobby of the West Covina Dodge Dealership, located at 2000 E. Garvey Avenue South, West
Covina.
ROLL CALL Mayor Herfert, Mayor Pro Tern Miller, Councilmembers:
Hernandez and Sanderson
Absent: Councilmember Wong
Others Present: Pasmant, Nichols, Freeland, Franklin, Greene, Chung, Mclsaae,
Lee, Yauchzee, Wills, Berry
Mayor Herfert welcomed everyone. He introduced the representa-
tives of the various West Covina auto dealerships and staff in
attendance.
PUBLIC COMMENT ON ITEMS ON THE AGENDA
Ziad Alhassen, owner of the Dodge Dealership and the HUMMER
dealership, thanked everyone for attending the meeting. He
remarked on the community support he has received in response to
the fire and vandalism experienced at the HUMMER dealership
over the past weekend.
DISCUSSION WITH AUTO DEALERSHIPS AND POSSIBLE REWARD
Mayor Herfert commenced supportive comments to all the dealer-
ships regarding terrorist acts and that the City won't tolerate such
activities. Like comments were offered by the other Council -
members.

Mayor Herfert stated that Los Angeles County has reserved
$25,000 towards a reward leading to the apprehension and arrest of
the perpetrators of the fire and vandalism at the HUMMER dealer-
ship. Mr. Alhassen stated that he is matching that $25,000.
Motion by Herfert and seconded by Sanderson to
appropriate $10,000 from the City's General Fund to add to the
reward amount. Motion carried 4-0.
Motion by Miller and seconded by Hernandez to adjourn the
meeting at 2:38 pm. Motion carried 4-0.
