Mayor Herfert called to order the special meeting of the West Covina City Council at 6:05 pm in the
City Manager's Conference Room, City Hall, 1444 W. Garvey Avenue, West Covina.

CLOSED SESSION Mayor Herfert commenced the closed session at 6:05 pm to discuss
