03-18-2003 - Regular Meeting - Minutes• • MINUTES REGULAR MEETING WEST COVINA CITY COUNCIL MARCH 18, 2003 Mayor Touhey called to order the regular meeting of the West Covina City Council at 7:17 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. Pastor Jimmy Han of Good News Chapel gave the invocation and West Covina Police Explorers Post 499 presented the colors. Council - member Miller led the Pledge of Allegiance. ROLL CALL Mayor Touhey, Mayor Pro Tem Herfert, Councilmembers Miller, Sanderson, and Wong Others Present: Pasmant, Alvarez-Glasman, McIsaac, Fields, Freeland, Yauchzee, Hoppe, Galvez, Tedesco, Wills, Genovese, Samaniego, Durbin, Bommarito, Berry CHANGES TO THE AGENDA City Manager Pasmant recommended that the public hearing, regarding General Plan Amendment. No. 02-06 concerning a 35- unit single-family residential project at Orange Avenue and Badillo Street, be held over until the next Council meeting of April 1, 2003. PRESENTATIONS Mayor Touhey presented Loretta Feller a Certificate of Recogni- tion for her 19 years of volunteer service at the Senior Citizens Center. Mayor Touhey presented Doris Sherman a Certificate of Recogni- tion for her dedicated service to the children and their parents of the Sherman Family Daycare. She also sits on the San Gabriel Valley Foster Care Association Board of Directors and was recently awarded the Angel Heart Award as the Foster Parent of the Year for the San Gabriel Valley region. Mayor Touhey presented Marlene Thrasher, wife of U.S. Marine Corps Carlos Thrasher, with a Blue Star plaque, as Carlos is currently serving our country in the war against Iraq. Mayor Touhey Will Bayer, president of the Rotary Club of West Covina, received a Certificate of Recognition commemorating the Rotary Clubs 50`h Anniversary. Mr. Bayer presented renderings of the fitness/exercise equipment Rotary is donating to the Edgewood Middle School track to W.C.U.S.D. board president, Steve Cox. ORAL COMMUNICATIONS Phil Clayton Phil Clayton, 3298 E. Holt Avenue, congratulated the winning candidates and hoped that the new Council could work together in a non -partisan effort on the part of the City. Lloyd Johnson Lloyd Johnson, 1809 Adams Drive, thanked Mayor Touhey for all his work for the citizens over the last nine years. He also offered to help him to anything else he wanted to do for the City. Council Minutes of 3/18/03 • • John Scheuplein John Scheuplein, 1800 Aroma Drive #247, stated that he would miss Mike Touhey on the Council. He noted that he admired him as though he were his own son. Cookie Nance Cookie Nance, 1236 W. Eckerman, said that all lot of citizens would miss Mayor Touhey. Herb Redholtz Herb Redholtz, 2622 Altamira Drive, thanked Mayor Touhey as well and wished him well in his future endeavors. Roberta Azpeitia Roberta Azpeitia, 1740 Oakridge Drive, thanked Mayor Touhey for all that he's done for the citizens and noted that he will be greatly missed. She urged the new Councilmember, Roger Hernandez, to be an independent thinker. Don Carman Don Carman, 1238 Hollencrest Drive, congratulated newly elected Hernandez and reelected Councilmember Herfert. He then com- mented on the recent campaign tactics. Joseph Ore Joseph Ore, 1328 E. Cameron Avenue, thanked Mayor Touhey for his many years of dedicated service. He urged the new Council to operate with fiscal responsibility. Terry Galzote Terry Galzote, 742 N. Hartley Street, spoke on behalf of the Filipino -American service group, thanked the Mayor for his help and support during the past years on the Sport fest. Katherine Castucci Katherine Castucci, 430 Pima Avenue, congratulated the new Council and said she would be keeping an eye on the new Council - member. Corey Warshaw Corey Warshaw, 3330 E. Holt Avenue, congratulated newly elected Councilmember Roger Hernandez and Steve Herfert on his reelection. He looked forward to the new Council working together. OF ENVIRONMENTAL IMPACT Location: 35-Unit Single -Family Residential Project at Orange Avenue and Badillo Street Hearing held over to 4/l/03 Mayor Touhey stated that due to conflict of interest laws, he would need to abstain from participating on this item — his pizza parlor is located within 300 feet of the project site. He stepped down and turned the gavel over to Mayor Pro Tem Herfert. Mayor Pro Tem Herfert introduced the matter for hearing. City Clerk Bevy verified that the affidavits of mailing and publication were on file. Mayor Pro Tem Herfert opened the hearing and stated that staff has requested a continuation of this hearing to April I, 2003. Motion by Miller and seconded by Sanderson to hold over this hearing until the next Council meeting, April 1, 2003. Motion carried 4-0-1 with Touhey abstaining. Mayor Touhey returned to the Council table to continue with the City Council meeting. N Council Minutes of 3/18/03 ELECTION MATTERS Resolution 2003-26 • • OFFICIAL RESULTS OF THE MARCH 4, 2003 GENERAL MUNICIPAL ELECTION Council reviewed the staff report. City Clerk Berry presented: RESOLUTION NO. 2003-26 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALI- FORNIA, RECITING THE FACTS OF THE GENERAL MUNIC- IPAL ELECTION OF MARCH 4, 2003 AND DECLARING THE RESULTS THEREOF Motion by Herfert and seconded by Miller to waive further reading of the resolution and adopt. Motion carried 5-0. Comments from Retiring Councilmember Michael Touhey Mayor Touhey thanked his family for the last nine years while he was on the Council. He noted his appreciation for the City em- ployees and thanked the City Manager for his hard work. Mayor Touhey outlined his accomplishments with the different Councils that he served with, some of which included: Closing BKK Landfill in 1996 Completion of The Lakes development Several commercial and residential developments Many new stores Social services for the youth and seniors Providing full pay to those called back to regular military duty while serving our country Changing the Sex Offender law Councilmember Miller stated his appreciation for working the last couple of years with Mayor Touhey. Councilmember Wong joined the community in thanking Mayor Touhey for his tremendous accomplishments. Councilmember Sanderson appreciated Mayor Touhey's dedi- cation to his family and the City. She noted that she was going to miss his sense of humor. Mayor Pro Tern Herfert noted his appreciation to Mayor Touhey as well by reading a prepared statement about the Mayor's start on the Council and finished by outlining a list of accomplishments. Presentations to Retiring Councilmember Michael Touhey Mayor Pro Tem Herfert presided over the plaques and commenda- tions presented to outgoing Mayor Touhey. Roger Hernandez City Clerk Berry administered the Oath of Office to newly elected Councilmember Roger Hernandez and presented him with a Cer- tificate of Election. Councilmember Hernandez took a seat at the Council table and by invitation from Mayor Pro Tem Herfert, addressed the audience. He promised to bring his experience from the Rowland Unified School District Board of Trustees and his love for West Covina to the Council to serve the citizens of West Covina. Mayor Pro Tem Herfert thanked his family, campaign committee, and the citizens of West Covina for supporting him and reelecting him to the City Council. He looked forward to the next four years. City of Irwindale Irwindale Mayor Mark Breceda, Mayor Pro Tem Rosemary Ramirez, and Councilmember Manuel Garcia presented West Covina Councilmembers Herfert and Hernandez on their recent election and looked forward to working with them. City of Baldwin Park Baldwin Park Mayor Manny Lozano and Mayor Pro Tem Marlen Garcia presented West Covina Councilmembers Herfert and Hernandez with plaques for their recent election and looked forward to working with them. Council Reorganization City Clerk Berry stated that the City of West Covina has a rotating Mayor selection process and in keeping with the rotation, Mayor Pro Tem Herfert would rotate into the Mayor's seat and Councilmember Michael Miller would rotate into the Mayor Pro Tem position, unless by an affirmative vote of four Council - members, the rotation list is modified. Mayor Herfert Motion by Hernandez, seconded by Sanderson to uphold Mayor Pro Tem Miller the rotation process and designate Steve Herfert as Mayor of West Covina and Michael Miller as Mayor Pro Tem. Motion carried 5-0. Designation of Alternate to L. A. Countv Sanitation District Mayor Herfert stated that the Mayor automatically becomes the Director to the Los Angeles County Sanitation District; however, the City Council needs to designate an Alternate Director to function in his absence and asked for a motion to that effect. Motion by Wong and seconded by Sanderson to nominate Councilmember Miller as the Alternate Director to the Board of Directors to the Los Angeles County Sanitation District. Motion carried 5-0. Councilmember Miller requested that the Award of Bid for BP 20309B (Cameron Park community center and gymnasium) be placed on the next Council agenda for reconsideration. 5 Council Minutes of 3/18/03 ADJOURNMENT Motion by Miller and seconded by Herfert to adjourn the meeting at 9:24 pm in memory of Jim Gurr, a retired thirty-year tenured employee with the City of West Covina, and in memory of Waste Management/Environmental Quality Commissioner Chris Altura's wife who also recently passed away.
