SPECIAL MEETING
OF THE
WEST COVINA CITY COUNCIL
FEBRUARY 18, 2003
Mayor Touhey called to order the special meeting of the West Covina City Council at 6:19 pm in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Touhey, Mayor Pro Tern Herfert, Councilmembers Miller,
Sanderson (arrived at 6:21 pm), Wong
Others Present: Pasmant, Alvarez-Glasman, Leonard, Durbin, Chung, Villegas,
Lee, Samaniego
PUBLIC COMMENT ON ITEMS ON THE AGENDA
Douglas Grey, Eclipse Development, stated that both Walmart and
Home Depot are interested in the BKK site. His group is working
on a site plan and will present it to the secondaries at a later date.
The projected opening is sometime during the fourth quarter of
2004.
CLOSED SESSION Mayor Touhey stated that due to conflict of interest laws, he would
need to step out regarding the discussion of the AT&T Wireless
Service. He left the room at 6:23 pm and the remaining Council
commenced discussion on the following matter:

reentered the conference room.
Mayor Touhey adjourned the meeting at 6:33 pm.
